Annual Meeting of the Hungarian Political Science Association
The HPSA held its annual meeting on 01.12.2000 in Budapest. Jozsef Bayer
(president) and Tibor Navracsics (secretary general) reported about the
activities of the HPSA in 2000:
Participation in International Thematic Network (Europa), involvement in work
of the International Political Science Association. A new regional branch of it,
the Central European Political Science Association has been established. A
journal of this Branch has been envisaged. It is planned to organise the next
conference in Vienna, Austria.
The Regional meeting took place on 2-3.06.2000 in Szeged. A special issue of
the Hungarian Political Science Review will be devoted to it. The next Regional
meeting "Politics in the 21st century" will be held in September 2001
in Pecs.
Two double issues of the Hungarian Political Science Review were published in
2000. Next year it will be published quarterly again.
The Istvan Bibo Prize 2000 of the Association was rewarded to Erzsebet Szalai
during the meeting.
Budget: For the first time more income resulted from membership fees than
from the support of the Academy of Sciences.
Leadership and organisation: the president (Jozsef Bayer again), the
secretary general (Gabor Török gabor.torok@matavnet.hu/,
Budapest School of Economics, Department of Political Science) and the 10 member
presidency were re-elected.

Workshop "Internet services (main emphasis link collections) as
service facilities for the East-West knowledge transfer". Berlin, 4.
-5.12.2000
The Department "Information Transfer Eastern Europe" at the GESIS
Branch Office in Berlin organised in cooperation with the "Deutsche
Gesellschaft für Osteuropakunde" and the East-West-Science Centre (Kassel)
the Workshop "Internet services (main emphasis link collections) as service
facilities for the East-West knowledge transfer" with the aim to bring
together providers of information on Eastern Europe at first predominately from
the non-university institutions of the German-speaking countries.
Primarily, the present link collections on Internet information referring to
Eastern Europe were to be discussed as well as possible ideas and planning for
the future cooperation. Internet link collections are designed to support the
respective users in search for further-reaching information. Since the set-up
and update of link collections produce expenditure of work, it had to be
checked, whether the double work could be avoided by cooperation or whether a
certain job sharing could lead to a more transparent overview of relevant link
lists.
24 representatives from 17 institutions took part in the workshop. At first,
the participants introduced the aims, contents and structure of their link
collections and referred to envisaged developments. It was unanimously stated
that extensive, well-structured and up-to-date link collections require much
work. All participants declared therefore their willingness to proceed on the
principle of division of labour and as a first step to integrate references to
other information providers into their services.
A tabular overview allowed the first statements with regard to the main
emphases as well as to the overlapping of existing link collections. All
institutions refer to science and practice information, however in a different
relation. Information about Eastern Europe is more often included into link
collections than Internet resources in Eastern Europe. The countries of the
Community of Independent States (main emphasis Russia) are preferential regions,
less institutes provide links to the states in Central Europe and still less to
South East European countries. The participants agreed to check over their link
collections with regard to the topical and regional profiles in order to be able
to outline possibilities and limits of cooperation.
Choice criteria for efficient link lists were also discussed. The needs of
the potential user should be in the centre of considerations. The maintenance
and update of such lists on a regular basis is very important for ensuring their
topicality. The meaning of these collections is to save time and efforts of the
users in their searching for relevant information. Therefore, link collections
should have a visible concept and be adequately structured. Short comments and
simple navigation ways as well as clarity are advisable. Confusing lay-outs, no
search options, insufficient navigation helps, long response times, no feedback
possibilities are problematic for the user. The information and documentation
activities should have certain quality standards: such as the completeness claim
(derived from the objective setting) as well as topicality, relevance,
consistency, good structure, compatibility with standards. Databank based
information collections offer advantages for great quantities of information
such as the avoidance of doublings, fast update, machine support of the
processing, standard structure, flexibility and different search options.
The presented research project of the Social Science Research Centre
"Databank based clearing houses in the context of digital libraries"
(running since two years) was shown as a model of how a central databank of link
descriptions could be jointly compiled and updated on the Internet by
cooperation partners. Whereby the access of the users could be arranged
decentralized at the respective servers of the cooperation partners. This model
connects the advantages of a common data base construction with the interest of
the individual suppliers to remain visible on the Internet with their own
services. It was decided to test the results of this project with regard to its
application in the future cooperation concerning Eastern European link
collections.
The participants of the workshop defined the first objectives for the future
cooperation: the creation of a common reference page as well as the joint public
advertising for these common activities. The Social Science Information Centre
will design a draft of a web page, which should be discussed on March 5th, 2001
during the next meeting in Berlin (following the annual meeting of the Deutsche
Gesellschaft für Osteuropakunde). This web page should give an overview of the
link collections structured by regions and contents and would allow users a more
specific access to the relevant Internet resources. At first, this page should
be integrated into the present services of the workshop participants. A common
URL for this page is being considered. The domains
"Osteuropa-Verbund.de" and "Osteuropa-Netzwerk.de have been
already reserved for this purpose. The workshop participants agreed that a
future association should be open to all providers of link collections on
Eastern Europe interested in cooperation.
