Inhalt: "Companies depend on women's labour force participation. Without the employment of women, a great number of companies would not be able to meet their demand for services and products. On the other hand, the income earned by women is an indispensable source to safeguard the livelihood of the majority of households. Women face huge obstacles in almost all aspects of their professional lives. Despite equal commitment to work, they are less successful in their careers than their male colleagues. To ensure the efficient implementation of measures promoting equality on the labour market, it is necessary to analyse in detail the positioning of women and men in a first stage. These analyses can be performed using the 'GM-Syndex' monitoring system. The observation structure of the monitoring system makes it possible to depict labour market interrelations on the basis of 20 basic indicators. The development of the results of 'Gender Mainstreaming Monitoring' is documented in the following. A total of 20 basic indicators is used to depict the diversity of labour market conditions; they can be assigned to the following functional areas: opportunities of labour force participation; positioning in the employment system; risks associated with unemployment; income that can be achieved through gainful employment The basic indicators are weighted equally and may take on values between 0 and 100. The higher a value, the greater the gender-specific differences in the specific area under review. For the year 2005 the GM-Syndex registered a degree of labour-market-relevant inequality between women and men of 32.3 index points (this is only 1.9 index points less than in 1996)." childbirth. By analyzing Austrian FFS data of women who gave birth to their first child from
1960 to 1993 respectively 1996 and using logistic regression, the odds of interrupting employment
and the odds of (re-)entering the labor market within three years are examined.
Family policy and especially parental leave mandates are supposed to highly influence
women’s employment behavior. Therefore, besides human capital and socio-demographic
variables, the effect of parental leave eligibility and the potential leave duration are of special
interest regarding the reentry decision. As will be shown below, mothers entitled to paid parental
leave are more likely to interrupt employment, and the extension of leave duration over

European Family Policy Database: Database on Specific Family-Policy Measures in 16 European Countries; Draft Manual

Inhalt: Die "European Family Policy Database" wurde am Mannheimer Zentrum für Europäische Sozialforschung entwickelt und wird seit 2001 vom ÖIF weiter gewartet, upgedated und vertrieben. Die Datenbank enthält in international vergleichbarer Form Zeitreihendaten zu familienrelevanten Policies wie zur Kinderbetreuung, Förderungen etc. sowie Informationen zu einzelnen familienpolitischen Maßnahmen und deren Veränderungen. Die Datenbank enthält Informationen über 16 europäische Länder. Die Datenbank wurde als Basis für international vergleichbare Länderstudien zu familienpolitischen Maßnahmen entwickelt und war Teil eines internationalen Projektes hierzu. Die Datenbank soll einem breiteren Kreis von Forschern zugänglich gemacht werden. Derzeit wird auch die Eignung als Kontextdatenbank im Rahmen des Gender and Generation Programms der Vereinten Nationen überprüft.
Inhalt: The European Family Policy Database provides comparative and country-specific data and information on family policies in 16 European countries. For the purpose of the database, family policies are defined as public policies explicitly targeted at families or policies that expressly consider families in their institutional regulations. The aim of the database is to facilitate comparative family-policy analyses by providing data on the lowest possible aggregation level, by utilizing standardized variables and by accurately indicating institutional regulations. This manual wants to help potential users to navigate through the database and to find the desired information. The target audience are interested researchers who want to compare family policies across different European countries.

University Education: An Analysis in the Context of the FAMSIM+ Microsimulation Model for Austria

Inhalt: Das ÖIF betreibt zum Thema Bildungsentscheidung aktuelle Forschungen, u.a. werden Mikroanalysen als Basis eines Simulationsmodells verwendet, welches die zukünftige Zusammensetzung der österreichischen Bevölkerung nach Bildungsschicht untersucht. Diese Modelle schließen zusätzlich das unterschiedliche Fertilitätsverhalten (Anzahl, Zeitpunkt von Geburten) und Partnerschaftsverhalten (etwa Bildungsunterschiede in Partnerschaften) unterschiedlicher Bildungsgruppen ein. Datenbasis für diese Mikrosimulationsmodelle ist das Sonderprogramm des Mikrozensus 2/1996.
Inhalt: This working paper on university education analyzes the influencing factors on university enrollment rates, graduation vs. dropout rates as well as study durations in Austria. The analysis is based on the special program of the 1996 micro census that includes detailed educational histories. On the macro level, a considerable increase of enrollment rates can be observed that more than doubled in the second half of the last century. Female enrollment rates that were only one third of the male rates for the 1935-39 birth cohort, have already drawn level with the male rates. Changes on the macro level are the outcome of decisions taken by the individual agents on the micro level. Moving from the macro to a micro analysis of university enrollments and graduations, a very stable relation between parents’ educational attainments and the university graduation rates of their offspring can be found, besides the diminishing gender differences in educational behavior. For given educational levels of the parents, enrollment rates almost remained constant or even slightly decreased over time for the males, while female rates moderately increased and eventually met the male rates in the last decades. Given the marked differences in enrollment rates according to parents’ education - for the last birth cohort 1965-69 the rates range from around 4% to nearly 60% for the lowest and the highest (of the five) educational groups - a considerable part of the changes on the macro level can therefore be attributed to the changing educational composition of the parents’ generation. This result is consistent with the findings regarding prior educational transitions as studied in two previous papers. Being written in the framework of the FAMSIM+ microsimulation model currently under development at the Austrian Institute for Family Studies, various regression models regarding university education will be developed in this paper, besides providing a descriptive analysis. These models will serve as basis of the behavioral modules of the FAMSIM+ model that consists of three sub modules regarding university enrollments and graduations: First, it is determined whether a person enrolls at university. Second, it is decided if an enrolled person will graduate from university or drop out. Third, the individual enrollment duration is determined by means of a survival analysis.
The Influence of Education on quantum, timing and spacing of births in Austria

Inhalt: The aim of this paper is to study the quantum, timing and spacing of births in Austria and their changes over time by educational groups and school leaving age. Rather than taking the age as such, we take the school leaving age as reference point in our analysis, as - with the exception of university drop-outs that are partly caused by pregnancy - very few women give birth while being in education. As the analysis shows, the recent overall increase of age at first birth can be observed in all educational groups and is not (only) the result of staying in the education system for a longer time. As expected, parity progression rates vary considerably between different educational groups and follow different patterns of change. Changes of norms - i.e. to and from the two-child norm - seem to be more pronounced in urban areas, were drops in parity progression rates were biggest for higher educated women. As the educational composition of the population changes in the course of time, this will considerably influence overall fertility rates in future, even assuming unchanged individual fertility behavior of women of given educational groups. This paper is also understood as background paper in the context of the ongoing development of the FAMSIM+, family microsimulation model, that shows fertility decisions along with other life careers, such as education, partnership and job careers. Besides other applications, FAMSIM+ will serve to study the impact of various dynamics, like changes of timing and educational changes, on fertility changes.

Inhalt: Die kontroverse Debatte um die Elternkarenz ist im Vorfeld der Einführung des Kinderbetreuungsgeldes neu entflammt. Dieses Working Paper möchte ausgehend von der Arbeitsmarkttheorie und Überlegungen hinsichtlich der Finanzierung des Karenzgeldes der Frage nachgehen, welche konkreten Effekte aus der Inanspruchnahme von Karenz auf die Arbeitsmarktpartizipation bzw. das Erwerbseinkommen resultieren. Neben der Präsentation internationaler Forschungsergebnisse zu dieser Thematik soll insbesondere die Situation in Österreich berücksichtigt werden: Welche Konsequenzen ergeben sich hierzulande aus der Inanspruchnahme von Karenzurlaub? Diese Arbeit greift die Problematik der Karenz auf und möchte die kürzlich vorgenommenen Modifikationen der Elternkarenz anhand vorangegangener Studien zu diesem Thema kritisch betrachten. Folgende Fragestellung steht dabei im Mittelpunkt der Überlegungen: Ist die Elternkarenz eine probate Maßnahme, um Familie und Erwerbstätigkeit zu kombinieren, oder verstärkt sie geschlechtsspezifische Ungleichheiten - hinsichtlich der Arbeitsmarkpartizipation und dem Erwerbseinkommen - am Arbeitsmarkt?
The Composition of Couples according to Education and Age: an Analysis in the context of FAMSIM+ Family Microsimulation Model for Austria

Inhalt: Die Entwicklung von Simulationsmodellen nimmt in der sozioökonomischen Abteilung einen zentralen Forschungsschwerpunkt ein, dies einerseits in der Form von Hochrechnungsmodellen zur Berechnung von Kosten und Verteilungswirkungen familienpolitischer Maßnahmen (Förderungen) - hierzu wurden insbesondere Modelle und Softwarepakete für die Bundesländer Niederösterreich und Wien entwickelt - und andererseits in der Form des dynamischen Mikrosimulationsmodells FAMSIM. Dynamische Mikrosimulation erlaubt es, die Individuen einer Bevölkerung über ihren ganzen Lebenslauf im Computer zu simulieren, was insbesondere zur Erforschung demographischer Prozesse dient bzw. die Erforschung der Auswirkungen dieser Prozesse auf andere Systeme - wie etwa Pensionssysteme. Statische "cell-based" Modelle zur Berechnung der Kosten von Familienförderungen in der Form frei parametrisierbarer Simulationsmodelle auf Basis von realen Antragsdaten zu Förderungen: Anwendungen in Wien und Niederösterreich. Modellierung, Programmierung und ökonometrische Schätzung des dynamischen FAMSIM Modells für 5 Europäische Länder; Internationale Vergleichsstudien zu typischen "Risikomustern" betreffend dem Beginn und Ende von Partnerschaften, Erwerbstätigkeit, Ausbildungen sowie Schwangerschaften/Geburten. Zusammenführung der statischen und dynamischen Modelle zu einem dynamischen Familien - Mikrosimulationsmodell FAMSIM+ zur Erforschung demographischer Prozesse (wie sich verändernder Familienstrukturen) sowie der Evaluierung der Kosten und Wirkung familienrelevanter Maßnahmen im Quer- und Längsschnitt. Dieser Ansatz erlaubt zum Beispiel die Erforschung der Auswirkungen von Erwerbsunterbrechungen zur Kinderbetreuung auf die gesamte weitere Erwerbskarriere einschließlich Pensionsansprüche. Nationale und internationale Kooperationen für verschiedene Anwendungsgebiete, wie derzeit für Bildungsprognosen (Kooperation mit dem Institut für Bildungsforschung der Wirtschaft) sowie im Bereich Altenpflege (Netzwerkpartner im International Network for the Research on Elderly Care INREC).
Inhalt: The central aim of this paper is to reveal structures in the formation of married couples and couples living in cohabitation, such as differences in age and education. In view of the fact that in the last decades an extensive educational expansion has occurred, especially among women, one can expect changes in the marriage market according to education, which are assumed to have a direct effect on couple formation. As far as married couples are concerned, it is of interest to what extent marriage age has an effect on age difference. Furthermore, the question arises if age differences of couples have changed over the time. Besides a descriptive analysis, this paper provides the groundwork for the partner matching module that will be employed in the FAMSIM+ microsimulation project, currently being developed at the Austrian Institute for Family Studies.
