Inhalt: "This paper examines how reforms of the regulatory business environment inspired by the World Bank's Doing Business reports impact the economic participation of women in developing countries. It focuses on gender-related impacts of four business environment reforms in areas of 1) Obtaining Credit, 2) Registering Property, 3) Starting a Business and 4) Employing Workers. The paper begins by describing the methodology of the Doing Business reports and how the suggested reforms would lead to private sector growth. Then, using an institutional economics framework, it traces women's most binding constraints in areas of credit, land titling, business start-up and female employment that the Doing Business failed to capture. Discussions show how Doing Business-style reforms in the four areas mentioned create ambiguous impacts for women entrepreneurs by either leading to increased economic opportunities or reinforcing constraints and opening up areas for exploitation. The paper emphasises that although most of the binding constraints for female economic participation take root at the level of customs, norms and beliefs - it is possible for the government to remove discrimination in the private sector by creating informed, gender-sensitive reforms." Inhalt: 'Die demographische Krise Russlands kann dessen ökonomische, regionale und militärische Sicherheit, aber auch die Attraktivität des Wirtschafts- und Investitionsstandortes Russland langfristig gefährden. In den kommenden Jahren werden der russischen Volkswirtschaft deutlich weniger Arbeitskräfte zur Verfügung stehen; die Zahl der für die russischen Streitkräfte verfügbaren Rekruten wird bereits 2008 unter die Bedarfsgrenze sinken. Regionale Differenzierung und Abwanderung tragen dazu bei, dass der Anspruch Russlands als zurückkehrende Großmacht erheblichen Einschränkungen unterliegt. East German and Polish opposition during the last decade of the Cold War

Inhalt: The transition from communism to democracy in Eastern and Central Europe would not have been possible without the activities of several dissident movements. We will compare two presumably opposite anti-communist dissident circles: the Polish and the East-German oppositions. Indeed, before the collapse of communism in the Eastern block, the oppositional movements in these countries showed many differences. The opposition in East Germany developed slowly and differed profoundly from the Polish one. But after 1989 these two movements made similar mistakes and, ultimately, their fates converged. This paper analyzes their situation and their contacts before 1989, as well their successes and mistakes following the transition. Such problematic as the increasing disappointment of the population in both countries, declining enthusiasm for the economic and social changes taking place, and, in the Polish case, the rising power of the Catholic Church and the complicated situation of women will be discussed, as well as the causes of the missed chance for a real social transformation in Eastern and Central Europe. Still, we should not forget that thanks to the activity of these movements a nonviolent transformation was possible. The truth is that the dissident movements after 1989 succeeded politically but failed socially. The members of “Solidarnosc” and the civic movements in former East Germany were not prepared to deal with all social and political changes after the fall of communism.

Global gender goals and the construction of equality: conceptual dilemmas and policy practice

Inhalt: The achievement of gender equality in education, and of women's empowerment more generally, have recently become established amongst the highest international priorities for policy action. This paper examines the processes by which they came to be included amongst the Millennium Development Goals (MDGs). It argues that the revised targets to 2015 are more practicable than earlier goals. However, it shows that rates of progress will need to be improved, and that financial support from the north is still running at less than half the required levels. Goal achievement presupposes some agreed understanding of the meaning of gender equality. The paper reveals important contradictions between the language of analysis and the vocabulary of policy. Finally, it examines some of the instruments available for monitoring progress and building pressure for policy reform. It shows that failures to meet policy undertakings are as evident – and as serious in their implications for the possibility of achieving the MDGs – amongst aid donors as they are amongst developing-country governments themselves.

Inhalt: "Weltweit leben 1,3 Mrd. Menschen in extremer Armut. Die Mehrheit von ihnen sind Frauen. In der internationalen Gemeinschaft hat sich deshalb in den vergangenen Jahren die Erkenntnis durchgesetzt, dass die politische, ökonomische und kulturelle Diskriminierung von Frauen ein zentrales Hemmnis sozialer Entwicklung darstellt. Neue Politikleitlinien der bi- und multilateralen Geber bekräftigen, dass Armutsbekämpfungsprogramme nur erfolgreich sein können, wenn sie die gesellschaftliche Ungleichheit zwischen Männern und Frauen berücksichtigen. Es gilt daher, den Zugang von Frauen zu Ressourcen und Rechten zu gewährleisten sowie Maßnahmen zur Überwindung von struktureller Benachteiligung zu ergreifen. Der vorliegende Beitrag prüft, inwieweit die im Rahmen der erweiterten Schuldeninitiative entstehenden nationalen Strategien
zur Armutsbekämpfung (Poverty Reduction Strategy Papers, PRSP) diesem politischen Anspruch gerecht werden und eine Geschlechterperspektive integrieren. Die Beteiligung armer, politisch unterrepräsentierter Gruppen am PRSP-Prozess soll die Berücksichtigung ihrer Interessen
in den Programmen zur Armutsbekämpfung sicherstellen. Dabei werden auch Frauenorganisationen an den Prozessen beteiligt. Ein systematischer Einbezug frauenpolitischer Positionen findet jedoch meist nicht statt. Die Entwicklung langfristiger Strategien zur Verminderung von weiblicher Armut wird wesentlich behindert durch den Mangel an geschlechtsspezifisch aufgeschlüsselten Daten und deren Analyse. Armutsprofile und Indikatoren beschränken sich im Allgemeinen auf die Zugangsrate von Mädchen und Frauen zu Grundbildung. Es ist bisher nicht gelungen, eine Geschlechterperspektive in den makroökonomischen Rahmen der Armutsstrategie zu integrieren. Die sozialen Auswirkungen der konventionellen Stabilisierungs- und Privatisierungsmaßnahmen auf Frauen
bleiben im PRSP-Prozess unberücksichtigt. Maßnahmen zur Förderung ihrer wirtschaftlichen Situation beschränken sich weitgehend auf die Vergabe von Kleinkrediten. Die bilateralen Geber sollten sich insbesondere im Umsetzungsprozess von PRSP stärker in der Integration von Querschnittsthemen wie der Förderung der Geschlechtergerechtigkeit engagieren. Der Politikdialog mit staatlichen und nichtstaatlichen Akteuren sollte genutzt werden, um die Geschlechterfrage mit Makroökonomie, Demokratieförderung (Partizipation) und Kohärenz von Sektorpolitiken zu verknüpfen."
