Inhalt: Geschlechtsspezifische Ungleichheit ist ein Phänomen, das überall auf der Welt bei der Mehrzahl der Kulturen, Religionen, Nationen und Einkommensgruppen auftritt. Diese sog. 'Geschlechterkluft' manifestiert sich in den unterschiedlichsten Formen und es bedarf daher eines allgemeinen Bezugsrahmens zur Entwicklung wirksamer Bekämpfungsmaßnahmen. Das World Economic Forum stellt mit dem Global Gender Index einen derartigen Bezugsrahmen zur Verfügung. Der Index ist ein Instrument zur Ermittlung und Messung von Ungleichheiten in den Bereichen Wirtschaft, Politik, Erziehungs- und Gesundheitswesen. Auf der Basis der Auswertungen von Daten zu über 30 geschlechtsbezogenen Variablen wird eine Ranglisten von Staaten präsentiert, die eine weltweite Bestandsaufnahme der gesetzlichen und gesellschaftlichen Faktoren, die die Disparität zwischen den Geschlechtern in jedem einzelnen Land bestimmen, ermöglicht. Rangliste und Länderprofile sollen als Katalysatoren gesellschaftlichen Wandels dienen und den politischen Entscheidungsträgern Informationen über die relativen Stärken und Schwächen ihrer Länder im Vergleich zu anderen Nationen liefern. Inhalt: "This paper investigates the gender wage gap among German university graduates in their first job and five to six years into their careers. We find that women earn about 30 percent less than men at their first job and about 35 percent less after five to six years. Results from standard decomposition techniques show that 80Prozent of the earnings gap in the first job can be attributed to differences in endowment of which between 74 and 78 percent are related to different fields of studies. Adding employer information leads to an explained share of about 90 percent of the earnings gap with fields of study still accounting for about half of the gap. These also play a dominant role in a model without employer information after five to six years, directly explaining between 26 and 33 percent of the earnings gap. Adding employer information, however, leads to insignificant results. Together with detailed information on experiences after graduation, these variables account for about 44 to 50 percent of the earnings gap later in the graduates careers." (author's abstract)

Do Austrian Men and Women Become more Equal? At Least in Terms of Labor Supply!

Inhalt: Similar to most industrialized countries, female labor supply in Austria has been increasing for the last decades, while labor force participation for men has been constant or even somewhat declining. This working paper - in cooperation with the University of Linz - provides an insight into wage elasticities concerning work participation and weekly hours for Austrian men and women between 1987 and 1999. It presents the almost continuous reduction in the labor supply reactions of married women. While their elasticity was still several times larger at the beginning of the 1980s, they approached rapidly the much less elastic behavior of men. These developments are important for the analysis of deadweight losses of taxation as well as the effects of tax reforms and wage subsidy programs. In this paper we differentiate between married and never-married women; which is very important in explaining labour force participation. As these differences are negligible for men we refrain from this distinction. Labor supply elasticities give an impression about attachment to the labor force; very high elasticities of (married) women have often been interpreted as evidence for low labor force attachment and a traditional family role model: the male bread-winner model where female market participation was considered as supplementary and more volatile. Due to increasing educational attainment of women, developments on the marriage market - lower marriage and higher divorce rates - and most importantly changing social roles and norms, it can be expected that this traditional male-breadwinner model will have considerably lost its importance.

Assessing the importance of male and female part-time work for the gender earnings gap in Britain

Inhalt: "This study examines the role of individual characteristics, occupation, industry, region, and workplace characteristics in accounting for differences in hourly earnings between men and women in full and part-time jobs in Britain. A four-way gender-working time split (male full-timers, male part-timers, female full-timers and female part-timers) is considered, and allowance is explicitly made for the possibility of both workplace and occupational segregation across each group. Individual and workplace characteristics are shown to explain much of the earnings gaps examined. Within gender groups, the striking difference between full and part-time employees is that full-timers work in higher paying occupations than do part-timers. Also, occupational segregation makes a significant contribution to the earnings gap between male and female part-time employees but not for full-time workers. A further new result is that female workplace segregation contributes significantly to the full/ part time earnings gap of both males and females. Part-time employees work in more feminised workplaces and their earnings are lower. By contrast, occupational segregation has little impact on the full-time/ part-time earnings gap of either males or females. There remains, moreover, a substantial residual gender effect between male and female employees." (author's abstract)

Inhalt: "We explore the impact of mentoring of females and gender segregation on wages using a large longitudinal data set for Portugal. Female managers can protect and mentor female employees by paying them higher wages than male-led firms would do. We find that females can enjoy higher wages in female-led firms, the opposite being true for males. In both cases is a higher share of females reducing the wage level. These results are compatible with a theory where job promotion is an important factor of wage increases: if more females are to be mentored, less promotion slots are available for males, but also the expected chance of a female to be promoted is lower." Inhalt: "In May 2005, the World Economic Forum launched its first study attempting to assess the size of the gender gap in 58 countries using economic-, educational-, health- and political-based criteria1. The Global Gender Gap Report 2006, the second in the series, contains a unique new methodology to create the Gender Gap Index 2006. The index covers over 115 economies, including all current and candidate European Union (EU) countries, 20 from Latin America and the Caribbean, over 20 from sub- Saharan Africa and 10 from the Arab world. Together, the 115 countries cover over 90% of the world's population. Merging publicly available data from international organizations and unique survey data from the World Economic Forum's Executive Opinion Survey, the study assesses the level of equality between women and men. We find that no country in the world has yet managed to eliminate the gender gap. Those that have succeeded best in narrowing the gap are the Nordic countries, with Sweden standing out as the most advanced in the world, having closed over 80% of its gender gap, followed closely by Norway (2), Finland (3), Iceland (4) and Denmark (8). Germany (5), United Kingdom (9) and Ireland (10) all hold spots in the top ten. The Philippines (6) is distinctive for being the only Asian country in the top ten while South Africa (18) holds the highest position among the African countries covered by the Report. Latvia (19) and Lithuania (20) are some of the new EU members that place well ahead of long-time EU members Austria (26) and Belgium (33), but behind Spain (11) and the Netherlands (12). Both New Zealand (7) and Australia (15) are leaders in closing the gender gap. At the other end of the rankings, Greece (69), France (70), Malta (71) and Italy (77) have the lowest rankings in the EU. The United States (22) falls behind many European nations in addition to lagging behind Canada (14). Russia (49), China (63) and Brazil (67) occupy the middle of the rankings. The lowest ranks are occupied by some of the most populous developing countries such as Nigeria (94), India (98) and Iran (108) in addition to Arab world countries such as Egypt (109), Saudi Arabia (114) and Yemen (115). The country comparisons are meant to serve a dual purpose: as a benchmark to identify existing strengths and weaknesses; and as a useful guide for policy, based on learning from the experiences of those countries that have had greater success in promoting the equality of women and men. The index quantifies the gender gap within the four critical categories - economic-, educational-, political- and health-based criteria - thus highlighting the priority areas for reform. Finally, the country profiles in part II of this report provide an overview of the national genderrelated environment in each country. They transparently represent the original data that feed into the index, in addition to other variables that encapsulate the legal and social aspects of the gender gap. Inhalt: "Companies depend on women's labour force participation. Without the employment of women, a great number of companies would not be able to meet their demand for services and products. On the other hand, the income earned by women is an indispensable source to safeguard the livelihood of the majority of households. Women face huge obstacles in almost all aspects of their professional lives. Despite equal commitment to work, they are less successful in their careers than their male colleagues. To ensure the efficient implementation of measures promoting equality on the labour market, it is necessary to analyse in detail the positioning of women and men in a first stage. These analyses can be performed using the 'GM-Syndex' monitoring system. The observation structure of the monitoring system makes it possible to depict labour market interrelations on the basis of 20 basic indicators. The development of the results of 'Gender Mainstreaming Monitoring' is documented in the following. A total of 20 basic indicators is used to depict the diversity of labour market conditions; they can be assigned to the following functional areas: opportunities of labour force participation; positioning in the employment system; risks associated with unemployment; income that can be achieved through gainful employment The basic indicators are weighted equally and may take on values between 0 and 100. The higher a value, the greater the gender-specific differences in the specific area under review. For the year 2005 the GM-Syndex registered a degree of labour-market-relevant inequality between women and men of 32.3 index points (this is only 1.9 index points less than in 1996)."
