Changing Gender Norms in Islam Between Reason and Revelation

Inhalt: Women‘s movements in Islamic countries have had a long and arduous journey in their quest for the realization of human rights and genuine equality. The author examines whether discriminatory laws against women do in fact originate from Islam and, ultimately, if there is any interpretation of Islam compatible with gender equality. She investigates women’s rights in Iran since the 1979 Revolution from the perspectives of the main currents of Islamic thought, fundamentalists, reformists, and seculars, using a sociological explanation. The disputes about human reason and its relation to revelation can be traced in various Islamic schools of thought since the eighth century AD. However, the disputes have intensified since the eighteenth century when Muslims faced challenges to their faith and social order, brought about by modernity and enlightenment from the West. There were various reactions within the Islamic world. These reflections produced different interpretations of Islam that can be categorized based on their understanding of how compatible Islamic laws are with a specific time and space; as well as how they define the relationship between human reason and revelation. The three major interpretations of Islam within a spectrum are on the far right fundamentalists, in the middle reformists, and on the far left secularists; each having diverse views on the legitimacy and applicability of all Islamic law in modern times, and consequently having various perspectives on justice and gender equality. Accordingly, the author aims to investigate the different interpretations on Islam to find out which interpretations are compatible with the global norms of justice, and hence in accord to women’s rights and gender equality. In order to analyze the Islamic thought flows through a sociological perspective, a theoretical model is proposed based on theories of sociology of religion (Peter Berger and Thomas Luckmann), Structuration theory (Anthony Giddens) and struggles related to universal norms of justice (Nancy Fraser, Axel Honneth, Seyla Benhabib). According to this theoretical model, there is a dialectical relationship between individual and structure. Religion, as a factor of structure, defines a framework of interaction for individual agents in personal and social life. Religion also offers a value and meaning system for human beings. On the other hand, human beings examine the patterns of interaction through 'reflexive monitoring,' and employing human reason and rational explanation. Therefore, human beings do not passively accept all patterns of interaction. In this model of dialectical relationship between individual and structure, justice means providing equal access to political, economic, and cultural resources in society and in the family. On this matter, the Universal Declaration of Human Rights and the Convention on the Elimination of all Forms of Discrimination Against Women provide practical and universal criteria for the protection of human and women's rights, and ensure gender equality in society. Following the theoretical model, the research aims to reconstruct the main interpretations of Islam in three core issues of Islamic law, human reason, and women’s rights considering universal norms of justice.

Basic Income: The Potential for Gendered Empowerment?

Inhalt: Basic income is likely to gain momentum as the next social welfare trend to sweep over the world with ideas of how to improve the fairness and efficiency of distributing money. Other earlier movements with similar ambitions to transform societies, ranging across the political spectrum from socialism to neo-liberalism, have led to very different consequences for strata of citizens, but have in common that they have de-prioritised gender equality in favour of other interests. Advocates of basic income suggest that in addition to pragmatic gains, such as a more efficient state administration, primarily a basic income will empower citizens, leading to the potential for greater human flourishing. Our question is whether this empowerment will be gendered and if so, how? So far, the basic income debate addresses gender only in so far as it would raise the income of the poorest, of whom a larger proportion are women. However, it is less clear how it might contribute to a transformation of gendered behaviour, making possible divergent shapes of life where binary and set notions of gender are not a restriction. We discuss the idea of basic income from a perspective of gender equality in the Swedish context.
Solidarity in Head-Scarf and Pussy Bow Blouse: Reflections on Feminist Activism and Knowledge Production

Inhalt: The author of this article discusses the ways in which gender equality and intersectionality are understood and enacted in two recent feminist campaigns in Sweden that use similar techniques to mobilise support for different causes. The first campaign is the so-called Hijab Call-to-Action, a solidarity action that took place in 2013 in which women in Sweden wore a hijab (the Muslim headscarf) for one day in defence of Muslim women’s rights. This campaign manifests the ways in which the notion of gender equality brings with it a norm of secularity, but also how the equation of equality and secularity is contested. The second feminist campaign discussed is the so-called Pussy Bow Blouse manifestation that aimed at taking a stand in the controversies surrounding the Swedish Academy as a result of the Metoo campaign in Sweden. The author looks at the political and discursive processes enfolded in these campaigns as a sort of collective learning processes that connect feminist activism and scholarship. A key concern is to critically analyse a binary model of powerless versus gender-equal or feminist women that figure in both debates. Further, the author shows that both campaigns appeal to solidarity through identification, but at the same time underscore the contingent and coalitional nature of identity in the act of dressing in a scarf or a blouse to take on a (political) identity for a day.
Gender sensitive policies: are there any changes in the Republic of Macedonia from 1990 to 2011?

Inhalt: One of the fundamental values of the constitutional order in the Republic of Macedonia is the principle of equality which guarantees the equal rights regardless of the gender. The recognition and the promotion of the gender equal opportunities are a necessary precondition for democratic development. In the past 24 years of the independence, the political parties in the Republic of Macedonia passed through various stages and changes, which include the attitudes of the parties towards women issues. This paper will research the capacity of the main political parties in the Macedonian bloc, SDSM and VMRO-DPMNE, to develop, adopt and implement gender sensitive policies. The research will be based on the analysis of the election programs regarding the Parliamentary elections in 1990, 2002 and2011. The analysis will cover the development of the gender sensitivity in the election programs of SDSM and VMRO-DPMNE for the period of two decades.
Inhalt: Gender Equality has not yet been achieved in many western countries. Switzerland in particular has failed as a forerunner in integrating women in politics and economy. Taking Switzerland as a case study, the authors critically reflect the state of gender equality in different policy areas such as education, family and labour. The collection of articles reveals how gender policies and cultural contexts interact with social practices of gender (in)equality. They also outline the gender(ed) effects of recent changes and reform strategies for scientists, politicians and practitioners. Despite considerable successes at the legal and societal level, equality between women and men has not yet been achieved in many western countries. This is true also for Switzerland, where gender equality issues increasingly are being highlighted. This book critically reflects the state of gender equality in Switzerland by focusing on key areas of gender policy such as education, labour, and the private sphere, especially in the context of economic and social change. The articles are based on multi-disciplinary perspectives as well as innovative methods in studying gender (in)equality. All chapters refer to the National Research Program 60 on 'Gender Equality' (2010-2014) launched by the Swiss National Science Foundation which aimed at generating knowledge on the complex conditions for gender equality in Switzerland. The chapters of this book highlight the 'evidence' and impact of current gender equality policies and objectives. The authors investigate the gender-relevant implications of important policy areas, some of which are still rarely discussed, such as social investment, tax or working time policies. They discuss interdependencies between gender and other categories of social difference, e.g. social class, and also illustrate the meaning of these intersections with respect to the outcomes and limitations of public policies. Further, the articles are dedicated to the analyses of the complex reasons for persisting gender inequalities in the world of work, care and education by looking especially at the interfaces and the transitions between those social fields. The book provides nuanced insight into how gender policies and cultural contexts interact with social practices of gender (in)equality and reflects the media and public reception of scientific studies on gender inequality. It is directed to social and political scientists and yields important information on effective strategies and their relevance to gender equality for politicians and practitioners today.

Inhalt: Das Ziel des vorliegenden Forschungsprojekts ist zu analysieren, ob und inwiefern im deutschen System der Existenzsicherung noch diskriminiert wird, und zwar auf mittelbare, strukturelle Weise. Es geht dabei um Diskriminierungen, die bei der Betrachtung der Schnittstellen zwischen verschiedenen Regelungsbereichen sichtbar werden und nur in interdisziplinärer Weise bearbeitet werden können. Das Aufspüren von strukturellen Diskriminierungen gibt auch eine Antwort auf die Frage nach den Gleichstellungshindernissen im deutschen System der Existenzsicherung. Das Projekt befasst sich also mit den Konstruktionselementen des männlichen Ernährermodells in Deutschland und ihren benachteiligenden Folgen für Frauen. Die Analyse bezieht sich vornehmlich auf eine "Sozialpolitik zweiter Ordnung", bei der es nicht um einzelne Rechte und Ansprüche oder Teilsysteme der Sozialpolitik geht, sondern gerade der Zusammenhang und die Interdependenzen zwischen verschiedenen Regularien der Absicherung überprüft und reflektiert werden. Im Ergebnis hat die Analyse deutlich gemacht, dass das Ernährermodell weiterhin normativ und strukturell gefördert wird und auf diese Weise maßgeblich dazu beiträgt, dass Frauen sich häufig keine eigenständige Existenzsicherung aufbauen können und daher, sofern sie in Partnerschaften leben, weiter von meist männlichen Ernährern abhängig bleiben. Bei der Analyse dieses Systems sind normative Widersprüche und empirische Bruchstellen zutage getreten, die bestimmte Reformen an entsprechenden Schnittstellen des ehelichen Unterhaltsrechts mit dem Sozial-, Arbeits- und Steuerrecht nahe legen. Männerpolitik unter der schwarz-gelben Regierung: auf dem Weg zu einer geschlechtergerechten Gesellschaft?

Inhalt: Die Verfasserin argumentiert, dass die Männerpolitik der Bundesregierung einerseits von der Vereinnahmung feministischer Forderungen und Argumentationsweisen und andererseits von der Abgrenzung zu diesen lebt. Durch biologisierte Identitätsvorstellungen trägt eine solche Männerpolitik zur Aufrechterhaltung von Heteronormativität und damit zur Sicherung und Stabilisierung hierarchisierter vergeschlechtlichter Machtstrukturen bei und nicht zu mehr Geschlechtergerechtigkeit. Um diese zu erreichen, sollte eine kritische Auseinandersetzung mit Männlichkeit (und Weiblichkeit) stattfinden und eine stärkere Verknüpfung mit feministischer Theorie und Praxis erfolgen. In diesem Sinne setzt sich die Heinrich-Böll-Stiftung schon seit einigen Jahren kritisch mit Männerpolitik auseinander und bietet mit dem Konzept der Geschlechterdemokratie eine bedenkenswerte politische Alternative. Es sollte nicht nur, wie am Ende der Konferenz zur Männerpolitik vorgeschlagen, der Titel und somit das Programm des Ministeriums für Familie, Senioren, Frauen und Jugend um Männer erweitert werden, sondern eine wirkliche Alternative zu herrschenden Geschlechterverhältnissen eröffnet werden. Top down or bottom up?: a cross-national study of vertical occupational sex segregation in twelve European countries

Inhalt: "Starting with a comparative assessment of different welfare regimes and political economies from the perspective of gender awareness and "pro-women" policies, this paper identifies the determinants of cross-national variation in women's chances of being in a high-status occupation in twelve West European countries. Special emphasis is given to size and structure of the service sector, including share of women in public employment and structural factors such as trade union density and employment protection. The first level of comparison between men and women concentrates on gender representation in the higher echelons of the job hierarchy, while in the second section we extend the scope of analysis, comparing women in high-status occupations and low-wage employment in order to allow for a more nuanced study of gender and class interaction. The first analysis is based on European Social Survey data for the years 2002, 2004, 2006, and 2008, capturing recent trends in occupational dynamics. Results indicate that in general a large service sector and a high trade union density enhance women's chances of being in a high-status occupations while more specifically a large public sector helps to reduce channeling women in low-wage employment. Thus, equality at the top can well be paired with inequality at the bottom, as postindustrial countries with a highly polarized occupational hierarchy such as the UK show." (author's abstract)

Inhalt: Der Beitrag beleuchtet aus feministischer Perspektive die Situation von Frauen in der so genannten Postdemokratie. Den Ausgangspunkt der Erörterung bildet der Standpunkt von Colin Crouch, der die nachdemokratische Konstellation als eine entpolitisierte Situation beschreibt, in der es zwar konkurrierende Parteien und Verbände gibt, in der zwar noch Wahlen stattfinden, aber die BürgerInnen zu bloßen KonsumentInnen eines politisch kaum noch zu unterscheidenden Angebots degradiert werden. Die Autorin geht nun der Frage nach, ob es in liberalen Demokratien im Sinne von Selbstherrschaft, Selbstbestimmung und Autonomie aller BügerInnen überhaupt ein 'Davor' gegeben hat. Zeichnen sich repräsentative Demokratien nicht gerade durch die Kontinuität der Herrschaft über Frauen und ihres Ausschlusses aus politischen Institutionen sowie der Negierung ihrer Interessen - also durch Prädemokratie - aus? So werden im Folgenden die Stagnation bzw. die Rückschläge in der Geschlechtergleichstellung durch einen Blick auf die Geschlechtereffekte der Transformation von Demokratie im Kontext postdemokratischer Entwicklungen erklärt. Vor diesem Hintergrund werden abschließend die Chancen der Geschlechterdemokratisierung thematisiert, wofür drei Aspekte maßgeblich sind: (1) die Schaffung öffentlicher Räume der Diskussion über Fraueninteressen, (2) Institutionen der Vermittlung von frauenbewegten Öffentlichkeiten in das politische System hinein und (3) die Ermächtigung von Frauen zur Politik im Zuge einer sozialen Gleichstellung.
