Inhalt: "Im Zentrum des vorliegenden Beitrags steht der Elterngeldbezug von Vätern im Kontext der Partnerschaft in den Bundesländern Bayern, Mecklenburg-Vorpommern und Schleswig-Holstein. Grundlage der Analysen sind von den Elterngeldstellen erhobene Daten für zwischen 2007 und 2009 geborene Kinder. Es wird danach gefragt, welche Paare überhaupt einen Partnerantrag stellen und wodurch sich Paare mit unterschiedlicher Dauer des Elterngeldbezugs durch Väter voneinander unterscheiden. Die Entscheidung für einen Partnerantrag folgt im Wesentlichen aus ökonomischen Theorien abgeleiteten Erwartungen, denn eine Erwerbstätigkeit und ein hohes Einkommen der Frau begünstigen diese. Väter, bei denen der Elterngeldbezug mit einer über die "Bonusmonate" hinausgehenden Elternzeit einhergeht, sind eine sehr selektive Gruppe, die im Zeitverlauf sogar kleiner geworden ist. Ein nichteheliches Zusammenleben, das Leben in einer Großstadt, eine höhere Anzahl von Kindern sowie eine spezifische Lebenssituation der Partnerin (z.B. selbstständige Tätigkeit, Beendigung einer Ausbildung) wirken sich positiv auf eine längere Elternzeit des Vaters aus." Inhalt: "This contribution centres on men who claim parental leave benefits in the federal states of Bavaria, Mecklenburg-Western Pomerania and Schleswig-Holstein. The analyses are based on register data collected by local authorities for children born between 2007 and 2009. First, it is asked about the determinants underlying the take-up of fathers' parental leave benefits. Then, couples with different durations of fathers' parental leave are investigated more closely. Fathers' decision to take any parental leave follows essentially economic considerations within the couple. Female partners' employment and their relative earnings have a positive impact. Couples where fathers' parental leave exceeds the "daddy quota" represent quite a select group that has become smaller over time. Living in a non-marital union or in a large city, having more children as well as female partners' particular situation (e.g., self-employment, in education) facilitate a longer parental leave of fathers." the following question: 'Should governments in Europe be more aggressive in pushing
for gender equality to raise fertility?' Setting aside the 'lighthearted' side of
this 'Rostocker Debate', (12 minutes for each speech, one minute for each comment),
the author saws this as a good opportunity to think about the stakes behind the question.
In order to address this complex issue, it is necessary to think about the many 'preliminary
questions' that we have to ponder before responding: Why should fertility be raised?
Are political measures legitimate? Are they efficient? On what basis are we qualified
to give 'expert' opinions on such a topic? When the question comes to the fore, we
as scholars are sometimes asked to provide an answer. It would, of course, be more
comfortable not to answer, but our interlocutors (politicians, journalists, teachers,
and also funding agencies) often want a definite response one way or the other. Even
though our position may be a matter of politics as well as a matter of science, we
must give an answer. The empirical evidence shows that European countries where gender
inequality is lower are also the countries where fertility is the highest. This is
the evidence-based response that we can give to that question. European countries
need to find a new equilibrium after the end of the baby boom period, when gender
equality was very low. In all countries, the empowerment of women is underway, thanks
to the economic independence given by work-related income. Increasing gender equality
is an efficient way to reduce the opportunity costs of having and raising children,
and thus to increase fertility. Finally, 'pushing for gender equality' may have many
positive effects other than raising fertility, and has few negative side effects.
Gender equality is thus a convenient political aim per se; an institutional goal which
leaves many political questions open. So, yes, we agree that governments in Europe
should be more aggressive in pushing for gender equality to raise fertility!" (author's

Inhalt: Die Verbesserung der Vereinbarkeit von Beruf und Familie ist im Zusammenhang mit der Schaffung von mehr Geschlechtergerechtigkeit ein zentrales Anliegen der Gesellschaftspolitik und bildete auch den Schwerpunkt des Frauenkongresses des Schweizerischen Gewerkschaftsbundes 2009. Mit der Fokussierung auf die Vereinbarkeit besteht nach Meinung der Autorinnen jedoch die Gefahr, dass die Frage der Gleichstellung der Frauen auf dem Arbeitsmarkt auf die Thematik der Schaffung von familienfreundlichen Arbeitsbedingungen reduziert wird. Einer fortschrittlichen Arbeits- und Geschlechterpolitik muss daher Demokratie als normative Leitidee zugrunde gelegt werden, denn Geschlechterdemokratie bedeutet Umverteilung der Macht auf allen Ebenen der Gesellschaft. Die klassischen gewerkschaftlichen Themen der Lohngleichheitspolitik und der Arbeitszeitpolitik müssen deshalb unter dem Aspekt der Geschlechtergerechtigkeit neu diskutiert werden. Die Autorinnen fordern in ihrem Beitrag das Recht der Frauen auf finanzielle Unabhängigkeit, die Umverteilung der bezahlten und unbezahlten Arbeit sowie die volle gesellschaftliche Anerkennung der Arbeit im Pflegebereich. Sie betonen ferner die Tatsache, dass die globale Frauenperspektive die Notwendigkeit eines neuen geschlechtergerechten Wirtschaftsmodells verstärkt. (ICI2)

Inhalt: "A major characteristic of the European family today is a new plurality of forms of private living with an increasing number of one-parent households as well as patchwork families, homosexual couples or intergenerational networks of reliable relationships. The growing number of private lifestyles is especially due to marriage's loss of significance, which is no longer a prerequisite for either sexual partnership or for parenthood. In feminist perspective these structural changes, the remarkable cultural change in gender relations and in family law are not to be lamented as family decay or loss of solidarity, since they also mean more freedom and equal rights of women and children. However, there are still deficits in family policies as regards the division of labour and care responsibilities. The contribution discusses the delays and contradictory consequences of German family policies and legal reforms in exemplary respects: the incessant problems of working mothers, the recent legal reform of maintenance for a spouse after divorce, and the legal recognition of registered homosexual couples. The feminist argument is that there is no Opposition between love and gender justice, on the contrary, that love even presupposes a practice of equal rights in all forms of private living." Der jeweilige Stellenwert dieser Formen der Kinderbetreuung in europäischen Gesellschaften differiert vor allem auch auf der Grundlage unterschiedlicher kultureller Familien-Leitbilder und von Differenzen in den wohlfahrtsstaatlichen Politiken im Kontext verschiedener Entwicklungspfade. Die zukünftige Entwicklung der Kinderbetreuung ist, so die Annahme, durch die Entwicklung zur 'globalisierten Wissensgesellschaft' gekennzeichnet. In dem Kontext wird ein kulturelles Leitbild der Familie an Bedeutung gewinnen, das auf der Idee der umfassenden Erwerbsintegration aller Erwachsenen und des Einbezugs der Kinder vom Kleinkindalter an in das Bildungssystem, in dem sie auf ihr späteres Leben als Erwerbsarbeitsbürger vorbereitet werden, beruht. Es ist allerdings nicht zu erwarten, dass dieses Leitbild in den europäischen Ländern in der gleichen Art und Weise adaptiert werden wird. Inhalt: "The aim of this contribution is to analyse the course of development the relationship between family and childcare has taken since the 1990s in European societies, and to show on this basis what further development can be expected in the next two decades. It is argued that in the last decades, new forms of childcare have emerged which in part render the established distinction between formal and informal childcare obsolete. The respective significance attached to these forms of childcare in European societies can be distinguished on the basis of different cultural family models and of differences in the welfare state policies in the context of divergent development paths. It is assumed that the future development of childcare will be characterized by the development towards a 'global knowledge society'. In this context, a model of the family will become increasingly important which is based on the idea of comprehensive labour market integration of all adults and the inclusion of children, from toddlerhood onwards, in the education system, in which they will be prepared for their later lives as citizens in gainful employment. However, it cannot be expected that this model will be adapted in the same way in different European countries. Rather, it can be assumed that based on the cultural development path upon which a country finds itself, and on the strength of the welfare state, the model will be interpreted differently and realised in different ways." Based on a keyword search in the database of European Union law Eur-Lex, a dataset of 83 documents (42 pieces of secondary legislation and 41 Presidency Conclusions) is formed. The latter is subsequently examined through qualitative content analysis.
