Inhalt: How do local labour market structures, in tandem with workforce dispositions and attitudes, influence the way multinational companies localise their standardised work and production systems? This article investigates the conflict-ridden factory regime of a lean automotive plant in provincial Russia at which the management was able to secure a relatively high level of consent among its female workers but not among male workers. In order to explain this gendered pattern of worker consent, the plant-internal gender division of labour and two societal factors proved crucial: the gendered segmentation of the local labour market and the workers' cultural dispositions. At the same time, the analysis points to the transformative effect that the company’s work and production system had on the local labour regime. The case study relies on a combination of quantitative survey data and qualitative interviews. It emphasises the need to reconnect the analysis of branch-plant factory regimes to a nuanced understanding of their embeddedness within local labour markets - also in the case of highly standardised work and production systems.

Doppelte Berufsrückkehr : nachgeholte Integration von hochqualifizierten Migrantinnen
Titelübersetzung:High-skilled female migrants in the German labour market : how to facilitate their entry into adequate jobs
Autor/in:
Beer, Doris
(Autorenreferat)
Inhalt: "Training measures for, and consultations of, high-skilled female migrants in Gelsenkirchen revealed several barriers for their entry into adequate jobs. There are legal constraints, few possibilities to recognize foreign professional certificates, insufficient provision of affordable high-level German-language courses, too few opportunities for further training, conflicts between family work and demanding work time arrangements in high-skilled positions, and last, but not least, practices of misallocation and discrimination towards migrants in the employment centres. This article puts forward measures and institutional reforms in order to facilitate the access of high-skilled migrants to adequate employment in the German labour market." (author's abstract)

Inhalt: "Bringing more Women into Technology is currently a much discussed theme with a strong economic Background: the shortage of qualified technicians in high tech industry. This causes an increasing demand for specialized female technicians thus resulting in an increase of versatile initiatives for the transition from university to the Labor market; however their effect was unconvincingly so far. The project CHANGES was carried out at Vienna University of Technology (TU) together with two Austrian companies positioned in the field of cooperative research. The aim was to accompany female technicians in their career entry. Based on the experiences of CHANGES, this article reflects systematically upon the conception and realization of measures at the intersection of universities and companies and provides recommendations for further discussion. Starting point for further considerations are the socio-scientific debates about affirmative action programs in the field of engineering science. The article concludes with practical recommendations and shall facilitate the recruiting and engagement of female personnel in the field of technology." (author's abstract)

MINT occupations - claims of a skills shortage are often overstated : analyses from the first BIBB-IAB qualification and major occupational field projection
(Autorenreferat, IAB-Doku)
Inhalt: "MINT occupations, the umbrella term for job qualifications involving mathematics, information technology, natural sciences and technology, are often cited as a prime example of the imminent skills shortage. This apparent perception of a skills short - age is the subject of the following article. The principal question is whether there is actually any problem with the supply of newly qualified workers. With the help of reference data from official statistics on this occupational field and the first interpretations of the BIBB-IAB Qualification and Major Occupational Field Projections, the article aims to give a more nuanced description of the real situation in this occupational field." Familienpolitik, Bildung und Berufskarrieren von Müttern in Deutschland, USA und Schweden

Grunow, Daniela; Aisenbrey, Silke; Evertsson, Marie
(Autorenreferat)
Inhalt: "This article compares the duration of and consequences for employment interruptions for mothers with distinct educational qualifications in cross-national perspective. We analyze the duration of mothers' employment interruption and the relative quality of the job after childbirth, for high and low qualified mothers in Germany, Sweden, and the United States. Analyses are based on harmonized national longitudinal data sets (GLHS-West, NLSY, LNU), which allow us to study mothers' careers over the past 30-35 years. We apply event-history analysis to study how long mothers with distinct educational levels interrupt employment after childbirth, and how the patterns of return to work differ with respect to mothers' educational level. In all three countries the highly educated display a greater labor market attachment. In the US, almost half of the mothers with some college background, compared to only a quarter of high-school dropouts stay employed continuously after childbirth. In Sweden, basically all mothers take time-out for at least half a year. In Germany, 25% of mothers with university entrance qualification do not claim parental leave. In Germany and Sweden consequences of leave extensions seem to operate independent of mothers' educational levels. In the U.S. medium and highly educated mothers tend to return more slowly after the enactment of the FMLA." (author's abstract)

(Autorenreferat)
Inhalt: "Due to changed working conditions there is growing incertitude about requested skills on the academic labour market. A survey on companies which is run by an ESF-project at the University of Augsburg will bring some answers to the following questions: How is the perception of graduates by regional companies? Which are the apparent strengths and weaknesses? What requests do they have on job applicants and to what extent do academics fulfill them? It appears that companies perceive and appreciate especially openness, willingness to learn, and professional expertise. The decisive criteria of employee selection are personal skills and attitudes like initiative and the ability to work under pressure but also communicative and cooperative skills. The capacity of teamwork and conflict management were identified as weaknesses." (author's abstract)
Titelübersetzung:Internal labour markets and career mobilitiy of higher education graduates in Germany and Great Britain
Autor/in:
Leuze, Kathrin
(Autorenreferat)
Inhalt: "This paper analyses graduate employment patterns in professional and public sector jobs in comparative perspective. It develops an explanatory framework based on the concept of internal labour markets and asks how the coupling between higher education and the public and professional sector as well as their degree of social closure shapes individual transitions from higher education to work. To answer this question, the paper looks at two countries strongly varying in their institutional organisation of public and professional services, namely Britain and Germany. Empirically, hazard models for the transition to public and professional sector employment as well as between-sector career mobility are applied. Results indicate that both, the coupling between higher education system and internal segments as well as the social closure of these segments is more pronounced in Germany than in Britain, resulting in higher transition rates to and to lower mobility patterns between the segments." (Autorenreferat)
Inhalt: "Family forms and relationships within the family are increasingly affected by the labour market demanding the work force to be spatially mobile. Changes of employer, alternating job locations, and mobile professions make it necessary to relocate, go an frequent business trips, or to commute over large distances. These mobility demands have increased over the last two decades. This development will be additionally accelerated by an increase of the spread of dual career couples with different places of work and the delocalisation of partner markets as a consequence of the increasing importance of the internet for finding a partner. The consequences can be manifold: Family planning will be impaired and the division of labour between partners within the household will be re-traditionalised. The emotional ties within the family and the kinship will need to be organised over larger distances and therefore in different ways as yet." (author's abstract)
