Inhalt: Diese Studie zeigt die Entwicklungen im Erwerbsarbeitsverhalten von Frauen in Österreich und die Bedeutung vielfältiger Arbeitszeitmodelle auf. Die Ergebnisse machen deutlich, dass die damit zusammenhängenden Leitvorstellungen Geschlechtergleichstellung eher behindern als fördern. Grundlage sind Gruppendiskussionen und Interviews mit insgesamt 30 Arbeitgeber/innen und 25 Arbeitnehmer/innen österreichweit sowie Analysen der Arbeitskräfteerhebungen 2008 bis 2018.

Comparative regional patterns in electoral gender quota adoption: a social network approach

Inhalt: To date, more than 100 countries have implemented some type of quota for women in their national legislatures, leading to one of the most significant developments in the global composition of legislative bodies in the past twenty-five years. One remaining puzzle in understanding the global diffusion of electoral gender quotas is the strong clustering of shared domestic quota policies by region. In this project, I examine the importance of dyadic relationships between countries, including shared membership in inter-governmental organizations (IGOs), regional organizations (ROs), and women’s international non-governmental organizations(WINGOs) in explaining the timing and type of quota adoption. To do this, I employ a social network approach to quantitatively model global and temporal trends in gender quota adoption. Controlling for other possible domestic and transnational determinants, my results indicate that the strongest predictor of
quota policy adoption and design is the existence of similar policies in neighboring countries. These results suggest that, in the case of gender quota adoption, domestic policymakers see surrounding states as their most salient reference group when deciding both whether and how to implement new policy.

Inhalt: "This paper draws upon baseline evidence compiled for the FP7 Project 'INstitutional Transformation for Effecting Gender Equality in Research' (INTEGER) in three very different research and higher education institutions. Despite institutional commitments towards gender equality, there is an under-representation of women at full professorship (Grade A) and equivalent positions. Furthermore, women and men are unequally represented on key committees and other decision-making bodies. INTEGER's task is to address these and other imbalances through the adoption of Transformational Gender Action Plans (T-GAPs). These T-GAPs involve: increasing the visibility and leadership potential of women academics/researchers; monitoring and gender proofing of recruitment/retention and promotion policies and practices; ensuring gender balance on decision-making bodies/committees; providing mentoring programmes and training in gender awareness to overcome unconscious bias at all levels of the institution; setting targets for high level appointments; and promoting gender equality as a core value contributing to research excellence. The T-GAP process is informed by international good practice through peer mentoring with research institutions in the UK/EU and USA and alignment with the Athena SWAN Charter and equivalent award holders. In addition, an external evaluation team assesses progress and impacts of the T-GAPs in each organisation. The paper presents common and different approaches of designing institutional transformation, strategies for building alliances in the institution for effective implementation of the T-GAPs and how the processes can be evaluated." Inhalt: Mit dem Forschungsvorhaben wird erstmals eine umfassende Governance- und Implementationsuntersuchung vorgenommen, wie die Bundesagentur für Arbeit (BA) ihren gesetzlichen gleichstellungspolitischen Auftrag (§ 1 SGB III) umsetzt. Dieser beinhaltet, die Gleichstellung von Frauen und Männern als durchgängiges Prinzip zu verfolgen sowie darauf, dass die Leistungen der Arbeitsförderung die berufliche Situation von Frauen verbessern sollen, indem sie auf die Beseitigung bestehender Nachteile sowie auf die Überwindung eines geschlechtsspezifisch geprägten Ausbildungs- und Arbeitsmarktes hinwirken. Auf Basis der Analyseergebnisse werden insgesamt zehn handlungsbezogene Empfehlungen und Vorschläge (Handlungsempfehlungen) herausgearbeitet, mit denen aus Sicht des Forschungsteams die Beratung und Vermittlung in der BA qualitativ verbessert und eine durchgängige Verankerung von Gleichstellung gewährleistet werden können. Zudem werden Vorüberlegungen für ein gleichstellungsbezogenes Ziel im Zusammenhang mit einer neuen Rahmenzielvereinbarung zwischen Bundesagentur für Arbeit und dem BMAS getroffen. Der Schwerpunkt wird dabei auf die Erhöhung der Qualität von Beratung und Vermittlung durch die systematische Berücksichtigung einer Gleichstellungsperspektive in Bezug auf Kunden und Kundinnen (in der arbeitnehmer- und arbeitgeberorientierten Beratung) gesetzt.

Inhalt: "Die Ergebnisse der international vergleichenden PISA- und IGLU-Studien haben der bildungspolitischen Diskussion in Deutschland eine neue Richtung gegeben. Thematisiert wird insbesondere eine Benachteiligung von Jungen, wobei in den Erklärungsansätzen nicht selten kritisch auf die 'Feminisierung' des Lehrerberufs verwiesen wird. Frauenförderung scheint sich angesichts des hohen Lehrerinnenanteils erübrigt zu haben. Um zu ermitteln, wie es um die Geschlechtergerechtigkeit am Lernort Schule tatsächlich bestellt ist, wurde mittels statistischer Analyse Erscheinungsformen der horizontalen und vertikalen Segregation der Lehrerschaft nach Geschlecht unter besonderer Beachtung der Wahrnehmung von Führungsfunktionen und der Präsenz in den oberen Besoldungs- und Vergütungsgruppen nachgegangen. Trotz heterogener Datenbereitstellung durch die Bundesländer sind die Befunde eindeutig. Frauen sind als Führungskräfte nach wie vor unterrepräsentiert - an Gymnasien stärker als an Grundschulen, an der Spitze der Schulleitung spürbarer als auf Stellvertreterposten. Auch die Einkommenssituation ist durch eine ausgeprägte Geschlechterasymmetrie gekennzeichnet. Je höher die Besoldungs- und Vergütungsgruppe desto kleiner fällt der Frauenanteil aus. Eingebettet werden die statistischen Aussagen in eine sekundäranalytische Auswertung aktueller Forschungsbefunde zu Berufswahl, -motivation und -biographie von (angehenden) Lehrerinnen und Lehrern im Kontext gesellschaftlicher Normen und Rahmenbedingungen." Inhalt: "The results of the international comparative PISA and IGLU studies have triggered a new direction in German educational policy debates. Attention is drawn especially to the discrimination of boys. More often than not, explanations point critically to the 'feminization' of the teacher profession. Facing the high proportion of female teachers, affirmative action for women seems to have come to an end. This report aims to determine the actual state of gender equity in the learning environment school. It does so by statistical analysis of phenomena of horizontal and vertical gender segregation in faculties, and pays special attention to the presence of women in leadership functions and higher salary ranks. Despite heterogeneous data provision by the Länder, the results are non-ambiguous: Women are underrepresented in leadership positions. This is more the case for high schools than for elementary schools, with effects being more drastic for principals than for deputy positions. Also, the income situation is characterized by distinct gender asymmetries: the higher the salary rank, the lower the proportion of women. These statistical claims are linked to a secondary analysis of current research on occupational choice, motivation, and biography of female as well as male teachers in the context of social norms and conditions."
