A New Service Class in the Public Sector? The Role of Femonationalism in Unemployment Policies

Inhalt: This article aims to explore the content embedded in the figuration of ‘foreign-born unemployed women’ and how discourses of gender equality are used to create an emerging racialised service class within the Swedish public sector. Influenced by the concept of femonationalism, the article explores how the introduction of the Extra Services unemployment reforms facilitates the creation of a service class whose purpose is to make it possible for the regular workforce to continue to function despite cutbacks and the neoliberal management of professional care work in the public sector. The study identifies a shift in the discourse, where, while migrant women continue to be represented as victims in public discourses concerning unemployment, they are also represented as being lazy and unwilling to work, qualities that legitimate the need for more repressive interventions towards the group, often described as feminist interventions that will rescue migrant women and their children.

Inhalt: Die 40- bis 85-Jährigen mit Migrationshintergrund sind eine sehr heterogene Gruppe, die sich in unterschiedlichem Ausmaß von Personen ohne Migrationshintergrund unterscheiden. Personen mit Migrationshintergrund sind sozioökonomisch schlechter gestellt als Personen ohne Migrationshintergrund. Die vergleichsweise schlechte Gesundheit von Personen mit Migrationshintergrund zeigt sich vor allem bei den Arbeitsmigrantinnen und -migranten. Ko-Residenz mit erwachsenen Kindern ist unter Arbeitsmigrantinnen und -migranten und Zugewanderten aus Afrika, Asien, Lateinamerika, dem Mittleren und Nahen Osten sowie weiteren Nicht-EU-Ländern am weitesten verbreitet. Migrantinnen und Migranten üben seltener Ehrenamt aus als Personen ohne Migrationshintergrund und Angehörige der zweiten Generation.

Inhalt: Migrantinnen engagieren sich auf vielfältiger Weise in der deutschen Gesellschaft, dies wird jedoch oft nicht oder kaum wahrgenommen. Die wenigen Studien, die sich mit Formen des Engagements von Migrantinnen beschäftigen, erklären nicht, warum Engagement ausgerechnet in einem bestimmten Bereich vollzogen wird und nicht in anderen. Genauso wenig wird etwas über die Umstände und die zeitlichen Ereignisabfolgen ausgesagt, die zum Engagement führen. Die biographische Perspektive ermöglicht es, den biographischen Partizipationsprozess, in dem sich Engagement herausbildet, in den Blick zu nehmen. So werden einerseits Migrantinnen als handelnde Akteurinnen und „Expertinnen“ wahrgenommen und ihre Ressourcen in den Vordergrund gestellt. Andererseits wird sichtbar, dass Engagement nur dann zustande kommt, wenn es zu der Lebenssituation und den jeweiligen biografischen Präferenzen „passt“. Dank dieser Perspektive können die partizipationsbiographischen Potenziale und Ressourcen, die sich prozesshaft in Wechselwirkung mit gesellschaftlichen Strukturen entwickeln und entfalten, in ihrer Entstehung betrachtet und analysiert werden.
24-Stunden-Betreuung in Österreich - die Nutzung migrantisierter Arbeitskraft: Vorzeigemodell oder Arbeitsausbeutung?

Inhalt: "In an international division of reproductive labour, responsibilities over domestic and care work in many high and middle income countries have increasingly been shifted towards an exploitable migrant work force. Restrictive migration regimes, gender discriminations, and flexible labour markets allow for extreme exploitation and human rights abuses rendering working conditions at times akin to forms of unfree labour. In Lebanon, domestic workers from diverse Asian and African countries experience the consequences of these global trends, while attempts to improve their situation face obstacles constituted by the complex and far-reaching structures of exploitation. However, the agency of migrants and the civil society has recently led to an increase of initiatives aimed at mobilizing and empowering workers, most notably a union for domestic workers established in January 2015. In view of these developments, the article will present the structural challenges migrant domestic workers face on global and national levels and the internal divisions that constrain collective organisation and resistance. Particular attention will be paid to inequalities in the international division of reproductive labour and to the social relations and interests which perpetuate the continuous exploitation of migrant workers making a profound change of conditions without substantial collective and transnational mobilisation unlikely." Inhalt: In diesem Artikel diskutiere ich die Erfahrungen aus der Forschung über polnische Migration nach Schottland aus der Perspektive vermeintlicher "outsider". Ich plädiere für eine kritische Auseinandersetzung mit der Insider/Outsider-Dichotomie, weil diese nicht die Komplexität der multiplen Intersektionalitäten im Forschungsprozess widerspiegelt. Der Beitrag basiert auf biografisch-narrativen Interviews mit jungen Pol/innen, die in Edinburgh leben, zu der Erfahrung von Mobilität innerhalb der EU. Während meines Zusammentreffens mit ihnen im Laufe der Interviews wurden Migrationsnarrative offengelegt, die die Unterscheidung von "Forscher/in" und "Beforschten" verwischten. Insbesondere richtet sich der Fokus des Artikels auf die Schnittstellen von Gender, Klasse und Nationalität. Damit wird gezeigt, wie verschiedene Positionalitäten reflexiv konstruiert und konfrontiert werden: Das Interview ist ein kreativer Prozess, in dessen Verlauf im Dialog Narrative verhandelt werden, wodurch körperliche Performanzen und nicht-kognitive Assoziationen die multiplen Intersektionalitäten beider Parteien ans Tageslicht bringen. In diesem Prozess wird die Binarität von Insider/Outsider infrage gestellt. Der Beitrag analysiert die Brauchbarkeit dieser Dichotomie als Rahmen zum Verständnis der Forschungsbeziehung. Inhalt: This article offers a reflexive account of conducting research on Polish migration to Scotland from the perspective of the "outsider". The contribution argues for a revision to the insider/outsider dichotomy viewing it as inadequately nuanced in relation to the multiple intersectionalities performed through the research encounter. It is based on data collected from biographical-narrative interviews with Polish young people living in Edinburgh, Scotland. The article explores the interview encounter between an English researcher and Polish young people about the experience of EU mobility and argues that as migration narratives unfold the distinctions between the "researcher" and the "researched" blur. In particular, I focus on the intersections of gender, class and nationality to show how different positionalities are negotiated and confronted through reflexivity. The interview is a creative process involving co-construction of narratives through dialogue, embodied performances and non-cognitive associations that draw out the multiple intersectionalities of both parties. Through this process the binary of insider/outsider is called into question and this article examines the usefulness of this dichotomy as a framework for understanding the research relationship.(author's abstract)

Inhalt: In diesem Beitrag reflektiere ich Forschungserfahrungen mit Migrant/innen derselben ethnischen Herkunft in London, um das Verständnis von "Insiderness", verstanden als geteilte ethnische Zugehörigkeit, sowie die Nützlichkeit der Unterscheidung von Insider/Outsider in der Migrationsforschung infrage zu stellen. Hierzu nutze ich Beispiele aus einer Studie zu sozialen Beziehungen unter Migrant/innen, um zu demonstrieren, wie Geschlecht, der migrantische Status und die berufliche Stellung oft die Begegnungen während des Forschungsprozesses stärker beeinflussen als eine gemeinsame Ethnizität. Während eine geteilte Ethnizität in einigen Momenten unzweifelhaft nützlich sein kann, können ethnisierte Diskurse und Praktiken von Teilnehmenden ebenso Gefühle der Distanz bei den Forschenden hervorrufen. Unter Berücksichtigung der Kritik der "ethnischen Verzerrung" beleuchtet die Analyse der Forschungssituationen, wie ethnische Faktoren einerseits und nicht-ethnische Faktoren andererseits sich gegenseitig beeinflussen und Empfindungen von "Insiderness" oder "Outsiderness" in spezifischen Forschungskontexten hervorrufen. Inhalt: This article reflects on fieldwork experiences with coethnic migrants in London to challenge understandings of insiderness centred in shared ethnicity, as well as the usefulness of the insider-outsider divide in migration research more generally. Drawing on examples from a study of migrants' social relations, it shows how gender, migrant status, and occupational position sometimes shape research encounters in more important ways than shared ethnicity. Furthermore, whilst shared ethnicity is undoubtedly useful in certain respects, participants' ethnicised discourses and practices may also generate feelings of distance in the coethnic researcher. Whilst supporting the "ethnic bias" critique to migration studies (Glick Schiller, Çağlar & Gulbrandsen, 2006), the analysis thus highlights how both ethnic and non-ethnic factors alternate or interact to create perceptions of insiderness or outsiderness in specific research contexts. Socialization and gendered biographical agency in a multicultural migration context: the life history of a young Moroccan woman in Germany

Inhalt: "In light of the challenges of globalization, hybridization of cultures, and transnational migration movements worldwide, some central deficits of socialization theory have been identified. As a response to these challenges, the necessity of developing 'biographical socialization research' and a 'subject-oriented socialization theory' are underlined. In this paper, the notion of 'biographical agency', embedded in the social and temporal context of biographies, is proposed to overcome shortcomings of the theories of socialization. Drawing on the concepts of biographical knowledge, biographical work and biographical reflexivity, biographical research can show how individuals develop biographical agency and engage in meaningful social actions within their life courses under the conditions of globalization. On the basis of Samira's case, I will point out the kinds of multiple exclusion/ inclusion mechanisms that operate in multicultural societies, mechanisms produced both by majority and minority groups, and how daughters of migrants can acquire biographical resources through their socialization in multicultural contexts to struggle against hierarchical gender norms, conflicting expectations, and restrictive social sites as well as enlarge their sphere of action." Becoming women: awareness of migration and double loyalty

Inhalt: "Based on two case studies of adolescent daughters of migrant and mixed families in Bavaria (Germany) and in Veneto (Italy), the paper aims to study how the daughters solve the conflicting interactions between the contents of the transmission and of the socialization. Focused mostly on gendered interactions and on a sense of belonging, the reflection investigates if and how structural elements (e.g.: family configuration, national context and migration trajectories of parents) impact on continuity and discontinuity in passing on values and other sets of information. The observation of 'status passages' and 'socio-ecological transitions' in and between private and public spheres thanks to the analysis of life histories are suitable to grasp the specific effects of handing down and its interaction with the socialization over generations. This approach entails the articulation of 'time' (namely the interplay between past and present) and 'space' (namely the private and public spheres) allowing retracing the outline of the 'generational work' that each family performs consciously and unconsciously. In different geographical and socio-cultural contexts as well as in different family patterns, parenting and adolescent dynamics reveal common features. By pointing out the restructuration that adolescence imposes in life courses, we show that it is the meaning given to the parental experience of migration that entails specific form of 'loyalty' due to emotional and juridical (de)nationalized belonging, as well as to previous experiences of socialization and discrimination. The originality of the reflection is connected to the patterns of the families compared. The authors widen the concept of migration classically employed in academia introducing the innovative concept of 'migration of contact'." (author's abstract)
Three women in a city: crossing borders and negotiating national belonging

Inhalt: "The major theoretical literature has considered the concept of nation primarily from a macro level. This article explores the question of national belonging departing from an individual's point of view, more precisely from the life story of three migrant women. Migration and transnational practices have challenged the perception of the homogeneity of nations, questioning the idea of fixed boundaries, and showing how different national and social forms of belonging may develop simultaneously through migration experience. Drawing on biographical interviews conducted with three migrant women, Amina El Asri, Gule Yildiz and Zuzana Svitá, the present analysis focusses on the construction of national belonging of the women in an intersectional perspective. Mrs. El Asri, Mrs. Yildiz and Mrs. Svitá originate from different countries (respectively Morocco, Turkey and Czechia). They have different social origins and ages, but share the same sex, their residence in the same city in West Germany and the fact that they all have children. The analysis reveals the profound impact of the socio-historical contexts the women come from on their construction of national belonging, but also of age and of transmission processes to their children. It is mainly through passing on their mother tongue and reshaping their conception of national belonging over time that the women manage to establish strong ties to their children, and contribute, by articulating different lines of belonging, to the redefinition of (trans)nation building processes."
