The Transformative Forces of Migration: Refugees and the Re-Configuration of Migration Societies

Inhalt: In this thematic issue, we attempt to show how migrations transform societies at the local and micro level by focusing on how migrants and refugees navigate within different migration regimes. We pay particular attention to the specific formation of the migration regimes that these countries adopt, which structure the conditions of the economic, racialised, gendered, and sexualized violence and exploitation during migration processes. This interactive process of social transformation shapes individual experiences while also being shaped by them. We aim to contribute to the most recent and challenging question of what kind of political and social changes can be observed and how to frame these changes theoretically if we look at local levels while focusing on struggles for recognition, rights, and urban space. We bring in a cross-country comparative perspective, ranging from Canada, Chile, Spain, Sweden, Turkey, and to Germany in order to lay out similarities and differences in each case, within which our authors analyse these transformative forces of migration.

"Gender Refugees" in South Africa: the "Common-Sense" Paradox

Inhalt: Südafrika ist das einzige Land auf dem afrikanischen Kontinent, das Transgender-Asylsuchende verfassungsrechtlich schützt. Dies erklärt den deutlichen Anstieg dieser Personengruppe im Asylsystem. Untersuchungen zwischen den Jahren 2012 und 2015 zeigen allerdings, dass als transgender bezeichnete Flüchtlinge oder "Genderflüchtlinge" in Südafrika statt Zuflucht weiterhin erhebliche Hürden im Alltag erfahren, die vergleichbar mit der Verfolgung in ihren Herkunftsländern sind. Ich argumentiere, dass dies zum Teil auf die Art ihres Asylantrags in Bezug auf das Geschlecht als ein System der dichotomen Verwaltung "des gesunden Menschenverstandes" zurückzuführen ist. Anstatt geschützte Genderflüchtlinge zu sein, werden sie als die Norm verletzendes Geschlecht angesehen. So finden sie sich paradoxerweise mit Rechten ausgestattet, aber unfähig, diese einzufordern.
Inhalt: South Africa is the only country on the African continent that constitutionally protects transgender asylum seekers. In light of this, it has seen a marked rise in the emergence of this category of person within the asylum system. Drawing on research carried out between 2012 and 2015, I argue that transgender-identified refugees or “gender refugees” from Africa, living in South Africa, rather than accessing refuge continue to experience significant hindrances to their survival comparable with the persecution experienced in their countries of origin. I argue this is in part due to the nature of their asylum claim in relation to gender as a wider system of “common-sense” dichotomous administration, something which remains relatively constant across countries of origin and refugee-receiving countries. Rather than being protected gender refugees, because they are read as violating the rules of normative gender, they find themselves paradoxically with rights, but unable to access them.

Inhalt: Basierend auf Erfahrungen in einem Forschungsprojekt mit iranischstämmigen Migranten geht der Beitrag der Frage nach, inwiefern sich die umfassend reglementierte und damit weitgehend fremdbestimmte Lebenssituation als Flüchtling im deutschen Asyl auf die biografische Selbstthematisierung in Forschungszusammenhängen auswirkt.
Unabhängig vom jeweiligen Forschungsgegenstand beeinflusst der Kontext der Interviewsituation und die darin zustande kommende Beziehung zwischen Forschenden und Beforschten grundsätzlich die Gestalt der biografischen Erzählung. Infolge der Machtprozeduren im "totalen Flüchtlingsraum", die mit institutionell weitreichenden Zugriffen auf die Biografien von Asylsuchenden verbunden sind, ließ sich in den untersuchten Interviews jedoch eine mehr oder weniger stark ausgeprägte Verschärfung des ohnehin vorhandenen Hierarchieverhältnisses beobachten. In Anbetracht der empirischen Beobachtungen wird für eine reflexive biografiewissenschaftliche Migrationsforschung plädiert, die die Machtverhältnisse im transnationalen Raum in ihren Auswirkungen auf den Forschungsprozess systematisch analysiert. Forschende und Beforschte sind dabei nicht lediglich in ihren kulturellen Differenzen zu betrachten, sondern darüber hinaus in ihren unterschiedlichen intersektionellen Positionierungen, die von weiteren Machtmomenten wie dem sozioökonomischen Status, der Nationalität, dem Geschlecht, der Sexualität usw. bestimmt werden.
Inhalt: Based on a research project with migrants from Iran this paper focuses on the influence of a strictly regulated German asylum life situation on autobiographical telling in research contexts. Regardless of the specific research topic the interview situation and the relationship between interviewer and interviewee always influence shape, form and fashion of the biographical narration. As a result of the strict regimentation of the asylum procedures and their far-reaching impact on biographies in the "total refugee space," an intensification of the hierarchical structure in the interview situation can be observed. Considering the empirical results this paper calls for a reflexive biographical research. This approach has to analyze the power relations in the transnational space and their consequences on the research process. It also has to recognize that researchers and interviewees are not only confined to their culture differences, but that the setting comprises all intersectional localizations, which are defined by social and economic status, nationality, gender, sexuality etc.

Inhalt: Die Studie präsentiert die Ergebnisse eines Forschungsprojekts am Deutschen Institut für Menschenrechte. Thematisiert werden die mangelnde Identifikation und Anerkennung der Ressourcen von Flüchtlingsfrauen sowie deren weitgehender Ausschluss vom Arbeitsmarkt und von beruflicher Qualifikation. Die Publikation empfiehlt konkrete Maßnahmen zur Verbesserung der Lage der Flüchtlingsfrauen.

Inhalt: 'In diesem Artikel werden relevante Ergebnisse der gegenwärtigen Flüchtlingsforschung als spezieller Teilbereich der Globalisierungs- und Migrationsforschung vorgestellt. Dabei werden zwei Schwerpunkte gesetzt: Zum einen wird die These vertreten, dass insbesondere die sozial- und kulturanthropologische Forschung das Klischee von Flüchtlingen als 'passive HilfsempfängerInnen' durchbrochen und auf die wesentliche Bedeutung eines Aktiv-Seins für Menschen während und nach der Flucht hingewiesen hat. Zum anderen werden frauenspezifische Fluchtgründe und die Anerkennung von frauenspezifischen Verfolgungsformen erläutert. Inhalt: 'In the context of research about globalisation and migration, this article presents crucial results of refugee studies. Two aspects are covered: social and cultural anthropology help deconstructing the image of refugees as helpless and passive aid receivers, and emphasize the need for an active role of refugees during and after their flight. The gender specific reasons that produce refugees and also gender specific forms of persecution are discussed in detail. Finally, case studies, carried out by the two authors, exemplify these gender issues.' (author's abstract)|
