The Reluctant Feminist: Angela Merkel and the Modernization of Gender Politics in Germany

Inhalt: Academic studies regarding the impact of various forms of gender representation focus largely on quantitative evidence that women in power can make a difference, downplaying qualitative case studies that can establish causal links between women's participation in government and better policies for women. Analyzing policy changes initiated by Germany’s first female Chancellor since 2005, the paper argues that despite her CDU-affiliation, Angela Merkel has contributed more to gender equality in Germany than all previous chancellors, even though she refuses to label herself a feminist. The author explores three factors shaping Merkel's reluctance to embrace the (western dominated) feminist label, e.g., her socialization under a diametrically opposed GDR gender regime, her preference for data-driven policy learning, her aversion towards “ideological” framing, coupled with a tendency to pursue mixed motives, respectively. The paper concludes with recent examples geared towards leveling the global gender playing-field, attesting to her willingness to embrace transformational representation.

Inhalt: This paper examines the persistent gender gap in electoral politics at the local level in Buenos Aires, Argentina. I argue that the combination of the division of political work and existing social norms regarding the separation of domestic chores contributes to women’s political underrepresentation at the local level. Studying everyday politics in Buenos Aires, a clear division of political work between men and women was found. Only women were in charge of finding solutions to issues of domestic abuse and violence, and of taking care of children, the pregnant, and senior citizens. Using information from Buenos Aires municipalities, I document the gender gap in elected legislative and executive offices at the local level – as well as in non-elected offices within municipal cabinets. It was also found that the types of political work assigned to female activists and candidates reinforce existing stereotypes of women as mothers of the poor.

Addressing Supply-Side Hurdles to Gender-Equal Representation in Germany

Inhalt: One hundred years after being granted the right to active suffrage, German women remain underrepresented in elective office. Quotas have partially addressed demand-side barriers to gender parity in descriptive representation, but significant supply-side gaps remain. Men comprise over 70% of political party members in the Federal Republic, dominating the bodies that provide candidates for elective office. Solutions to this supply-side problem have often focused on “fixing” women to fit into gendered party institutions, rather than altering these structures to be more welcoming to women. In contrast, drawing on interviews with (potential) party members in Germany, this article identifies informal institutions that deter gender-balanced involvement in political parties and suggests ways in which these norms might be changed.

The compatibility of women's involvement in politics and the process of Euro-integration in the modern Georgian reality

Inhalt: Nowadays, women’s involvement in politics is a quite hot discussion topic among public associations and politicians. It is highlighted in various events. It is a fact that the country has to make certain legislative changes for the purpose of women’s (political) activation. It will help to fulfill the international obligations, and to establish (some/additional/further) democratic principles in Georgia and accelerate the country’s process of European integration at the same time. Based on the attitude of women’s political engagement issue in Georgia, with the support of Georgia’s Euro-integration strategy, public organizations and politicians, public awareness and the certain support of political parties, it is possible that in the nearest future the mentioned issue will be given wider resonance and it will be defined the legislative level in order to be more supported, what will add to growth of the women’s engagement.

Er beruht auf den Ergebnissen meines Dissertationsprojektes Ostdeutsche Frauen in der Politik. Eine qualitative Analyse. In meinem Beitrag werden die Gründe diskutiert, weshalb gerade der biographieanalytische Zugang geeignet ist, um bisher von den Sozialwissenschaften vernachlässigte Themen der Durchdringung des 'äußeren' Lebensablaufs und der 'Innenweltaufschichtung' biographischer Erfahrungen zu erforschen. Dazu werden zentrale Ergebnisse der Untersuchung skizziert. Es wird aufgezeigt, dass 1989/90 politische und soziokulturelle Systemwechsel einmalige Gestaltungs- und Partizipationschancen für politisch ambitionierte ostdeutsche Frauen bot, um nach dem Aufbau einer neuartigen Politikszene eine Laufbahn als Parlamentarierin einzuschlagen. In dem Artikel wird thematisiert, dass sich die zeitgenössischen Mandatsträgerinnen tendenziell, nicht zuletzt auf Grund ihrer genderisierten Rolle, verschärften Paradoxien in ihrem politischen Handeln ausgesetzt sahen. Inhalt: "The following article makes a contribution to the study of opportunities and difficulties of female East German political mandate holders, and justifies the use of an analytical biography approach. The article is empirically based on the results of my dissertation project East German women in politics. A qualitative analysis. In this present paper I discuss the reasons why exactly the biography-analytical approach is suitable to explore topics of the intertwining of 'outer' life course and 'inner' sedimentation of biographical experiences. The key results of my study are outlined. It is shown that especially the rapid political and socio-cultural change within the former GDR in 1989/1990 offered unique participation opportunities for politically ambitious East German women to pursue a career as parliamentarians after a radically new political scene had been set up. The article also focuses on the paradoxes that the contemporary female mandate holders tend to be confronted with; these paradoxes are exacerbated by the ascribed genderized roles of female politicians. On the empirical base of my (finished) research project, this paper attempts to generate analytical categories and to discuss with their help the work and life situation of women socialized in East Germany within political arenas. The analysis will be pursued in a biography-theoretical perspective, and some ofthe particular features of the field of research of East German women in politics will be formulated." Damit werden zwei Ziele verfolgt: Zum einen wird gefragt, ob die weiblichen Abgeordneten des aktuellen Parlaments in Singapur andere politische Interessen verfolgen als ihre Kollegen. Zum anderen wird ein breiterer Kontext mit Blick auf die Frage betrachtet, ob weibliche und männliche Abgeordnete ein unterschiedliches Rollenverständnis haben. Auf Basis einer Untersuchung der Themen, die männliche und weibliche Abgeordnete im Parlament aufwerfen und diskutieren, wird argumentiert, dass die Kohorte der weiblichen Abgeordneten innerhalb eines maskulinen Paradigmas operiert und sie deshalb dazu tendieren, ihre Stimme nicht ausschließlich dann zu erheben, wenn es um Themen geht, die traditionell als 'Frauenthemen' gelten. Vielmehr äußern sie sich zu einer ganzen Bandbreite von Themen. Indem sie sich nicht auf 'Frauenthemen' beschränken, wird deutlich, dass sie sich als gleichgestellt und fähig sehen, zu jedwedem Thema etwas zu sagen. Inhalt: "This paper investigates the implications of women's underrepresentation in politics in relation to the kinds of issues they raise in Parliament. It has two objectives. First it raises the question of whether the current cohort of female MPs in Singapore has different political interests from their male colleagues, and second, it seeks to understand the larger concern of whether female MPs see their role in politics to be different from that of men's. Through an investigation of the kinds of issues female and male MPs have raised and discussed in Parliament, the paper argues that because the current cohort of female MPs operate within a paradigm that is masculine, they tend not to voice their opinion exclusively on issues thought to belong traditionally to the domain of women but rather on a range of issues. By not restricting themselves to discussing women's issues only, it is evident that these women have consciously chosen to demonstrate that they are equal to men and they are capable of handling any issue. Among Singaporean female MPs, there is an implicit understanding that they were voted in based on their capacity to contribute and serve the community to fulfil the goals of their respective parties rather than on their gender identity." Inhalt: Gegenwärtig stehen drei Frauen als Präsidentinnen an der Spitze lateinamerikanischer
Staaten: Cristina Fernández de Kirchner in Argentinien (2011 wiedergewählt), Laura
Chinchilla in Costa Rica (seit 2010) und Dilma Rousseff in Brasilien (seit 2011). Frauen gewinnen in der Politik in Lateinamerika immer mehr Präsenz. Neben den genannten wurden in der jüngeren Vergangenheit noch drei weitere Frauen ins Präsidentenamt gewählt: Violeta Barrios de Chamorro in Nicaragua (1990-1997), Mireya Moscoso de Arias in Panama (1999-2004) und Michelle Bachelet in Chile (2006-2010). Zahlreiche andere Frauen kandidierten chancenreich. In den Parlamenten konnten Frauen dank Geschlechterquoten innerhalb sehr kurzer Zeit viele Mandate erringen. Dennoch sind Frauen von der Ausübung realer politischer Macht noch weit entfernt. Innerhalb lateinamerikanischer Parlamente arbeiten Frauen vor allem daran, frauenpolitische Themen zu vertreten. Trotz stärkerer Präsenz wird die substanzielle Repräsentation von Frauen in Lateinamerika durch ein parlamentarisches Umfeld behindert, das für Frauen den Zugang zu wirklicher politischer Macht blockiert. Weibliche Abgeordnete sind nur selten in Führungspositionen in legislativen Kammern und ebenso wenig im Vorstand von mächtigen und traditionell als der "männlichen" Domäne zugeordneten Ausschüssen zu finden. In der lateinamerikanischen Gesellschaft nehmen Frauen und Männer sowohl die Wahlgesetze zur Förderung von Frauen als auch die Präsenz von Frauen in Parlamenten und das Durchsetzen frauenpolitischer Anliegen als positiv wahr. Die Repräsentation von Frauen führt zudem zu einer größeren Akzeptanz der repräsentativen Demokratie. Zwischen den einzelnen Ländern in Lateinamerika gibt es bezüglich des Frauenanteils in der Politik große Unterschiede. Allerdings ist in allen lateinamerikanischen Demokratien zumindest ein geringer Anstieg der Anzahl weiblicher Abgeordneter zu verzeichnen, und viele Länder haben den Frauenanteil in ihren Parlamenten substanziell verbessert.

Reporting Romania's 2009 European elections: press coverage and viability of the male and female candidates

Inhalt: This article aims to analyze and compare the press coverage of the two most visible male and female candidates for a Member of the European Parliament office during the campaign for the European elections held in Romania, June 2009. The present study examines a month of coverage in the four most influential broadsheets and tabloids in Romania: Cancan, EvenimentulZilei, Gândul and Libertatea. Using a design of content analysis, the results of this paper emphasize that Elena Băsescu received less coverage than did George Becali. There were also found qualitative differences in coverage, attributed to Elena Băsescu’s gender, who was depicted as not being viable to represent the Romanians interests in Brussels.

Inhalt: Im Rahmen des Forschungsprojekts "Sozialdemokratinnen im Parlamentarischen Rat und im Deutschen Bundestag 1948/49 – 1969" wurden 38 Biografien von allen sozialdemokratischen Frauen im Parlamentarischen Rat (1948/49) und in den Bundestagen der ersten bis fünften Wahlperiode (1949-1969) erstellt. In diesem Beitrag geht es um die Biografien von zwei dieser Mitglieder, Frieda NADIG und Dr. Elisabeth SELBERT. Zunächst werden das methodische Vorgehen und die Quellenlage erläutert. Anschließend werden die Biografien der beiden SPD-Parlamentarierinnen bis zu der Zeit ihres Zusammentreffens im Parlamentarischen Rat vorgestellt. Dabei soll auch die NS-Zeit angesprochen werden, die für die parlamentarische Arbeit beider Politikerinnen einen wichtigen Hintergrund darstellte. In einem dritten Schritt folgt die Darstellung ihres gemeinsamen politischen Kampfes um die Einschreibung des Satzes "Männer und Frauen sind gleichberechtigt" in das Grundgesetz der Bundesrepublik Deutschland. Durch einen Ausblick auf die Weiterarbeit in verschiedenen politischen Gremien soll die Relevanz der Institutionen, die den Lebenslauf der beiden Politikerinnen gestalteten und das individuelle Leben konstruierten und repräsentierten, in der historischen Situation erfasst werden.
Inhalt: Within the scope of the research project "Female Social Democrats on the Parliamentary Council and the German Bundestag 1948/49-1969," 38 biographies from all the women of the Parliamentary Council (1948/49) and the first five legislative periods (1949-1969) of the German Bundestag were conducted. This paper is about its members Frieda NADIG and Dr. Elisabeth SELBERT. First the methodology and the body of source material will be elucidated. Thereafter, the biographies of the two female members of Social Democrats in the parliament will be introduced up to the point when they were both members of the parliamentary council. The National Socialist period will be discussed within this context since it forms the backdrop for the later political work of both politicians. Thirdly, their common political fight for the inclusion of the sentence: "males and females have equal rights" into the constitution of the German Republic will be presented. Finally, through reviewing the continuing work in various political bodies, the significance of the political institutions that influenced and shaped their lives will be put into historical context.

Inhalt: "With German reunification not only did economic, cultural and political differences clash, but also differences concerning (the representation of) gender issues. Women living in the German Democratic Republic were considered equal; at least this was the goal the socialist doctrine strived for. Women's role in everyday life had been shaped by this perception. In the Federal Republic of Germany a traditional understanding of gender roles was predominant. Simultaneously some women were active in the feminist movement fighting against inequality and marginalization. These different socializations continue to influence the behavior and strategies of women in parliament up the current day.
