Inhalt: "Research on EU conditionality in equality policy in Hungary shows that while the formal EU acquis has been transposed in a fast and successful way, its enforcement and application largely lag behind. Most researchers explain this weak enforcement with factors such as state capacity problems, the absence of inclusive policy making, and low norm resonance at the domestic level. This paper analyzes how changes in EU influence in the post-accession, post-conditionality period contribute to maintaining compliance with and improving the enforcement of EU equality policy in Hungary. It aims to understand implementation processes that take place in the post-accession period through the Hungarian case of equality policy. The paper argues that in order to capture the impact of the EU in the post-accession period, one must look beyond formal transposition-related mechanisms and increasingly at financial assistance and social learning mechanisms. While mechanisms connected to formal transposition might suggest major drawbacks in formal compliance, financial assistance and social learning mechanisms seem to address more directly the application and enforcement problems that Hungary faces in the equality realm. The paper shows that these mechanisms directly and indirectly impact the most crucial factors that determine enforcement - state capacity, the strength and involvement of civil society, and norm resonance. A slow but steady move toward sustainable improvement in enforcement is indicated." (author's abstract)

Inhalt: "This paper presents empirical (both statistical and prosopographical) data about the professional cluster of women medical doctors in Bulgaria from the establishment of Bulgarian Nation State till the Second World War. Medical doctors in Bulgaria were a main part of national intellectual elites, formed as a professional group of the Bulgarian intelligentsia during the 1830s-1870s. The first Bulgarian woman graduated from a university in the very beginning of national independence (1878) and she was a medical doctor, Anastassia Golovina. 1) This paper deals with the education and training of Bulgarian women medical doctors. Data regarding their number, educational centers and migrations would be summoned in order to explain if the relevant social transformation was influenced by foreign experience. The paper summarizes facts concerning the professional career of Bulgarian women medical doctors: employment opportunities, career interruptions, discriminatory appointment and promotion practices, cultural stereotyping. Also their professional activity in promoting hygiene and vaccination, in school medical care and as pioneers in the fields of neurology and gynecology will be commented. Some biographical examples should be presented there. The paper dwells upon the social, political and cultural activities of women medical doctors. They were members and leaders of feminist, charity and Social-Democratic organizations, as well as gifted translators and publicists. The paper makes an attempt to compare the 'Bulgarian case' of women doctors with the experience of women doctors in the same period in the Southeastern and the Western Europe." (author's abstract)

Inhalt: "The object of research is the implementation of the European equal opportunities policy 'gender mainstreaming' (GM), in the ministerial administration of the new European Union member state Estonia. GM is a transversal task that employs the instruments of administration modernisation (impact assessment, knowledge management and others), its aim is equal opportunities for men and women at all levels. This paper describes and analyses how GM strategy is received, interpreted and implemented by the ministerial administration, as executive body of government, in a country that has had to rebuild its national administration following years of subjugation to the communist equality postulate. The dissertation is divided into four parts. Part I introduces the research object and methodology. Part II describes the socio-political and administrative framework of the case example Estonia. Part III is devoted to the research object 'Implementation of GM in the Estonian ministerial administration'. Inhalt: "The international mobility of students has considerably gained ground as a major policy in Europe over the last decades. As a result of the heightened political importance attached to international mobility, and the manifold practical attempts to increase it, there is an enhanced need for comprehensive, up-to-date, and reliable information on the phenomenon: statistical data on mobility are needed to measure progress - or otherwise - towards the various mobility goals and thus to inform the political actors of the impact of the programmes and other measures launched. However, data measuring real mobility (as opposed to foreign nationality) is not always available and is rarely sufficiently differentiated. This publication has therefore a double objective. First, it investigates which data on international mobility are being compiled and made available and which are not, both at the international, the national and the programme level. Second, this study presents in one volume the student mobility data identified, and - based on an analysis of these data - it tries to depict a picture of the main trends in international student mobility into and out of 32 European countries. Next to analysing and presenting the availability and quality of data on international student mobility, this report also makes recommendations for the improvement of student mobility statistics both at national and international level."
