Inhalt: Geschlechtsspezifische Ungleichheit ist ein Phänomen, das überall auf der Welt bei der Mehrzahl der Kulturen, Religionen, Nationen und Einkommensgruppen auftritt. Diese sog. 'Geschlechterkluft' manifestiert sich in den unterschiedlichsten Formen und es bedarf daher eines allgemeinen Bezugsrahmens zur Entwicklung wirksamer Bekämpfungsmaßnahmen. Das World Economic Forum stellt mit dem Global Gender Index einen derartigen Bezugsrahmen zur Verfügung. Der Index ist ein Instrument zur Ermittlung und Messung von Ungleichheiten in den Bereichen Wirtschaft, Politik, Erziehungs- und Gesundheitswesen. Auf der Basis der Auswertungen von Daten zu über 30 geschlechtsbezogenen Variablen wird eine Ranglisten von Staaten präsentiert, die eine weltweite Bestandsaufnahme der gesetzlichen und gesellschaftlichen Faktoren, die die Disparität zwischen den Geschlechtern in jedem einzelnen Land bestimmen, ermöglicht. Rangliste und Länderprofile sollen als Katalysatoren gesellschaftlichen Wandels dienen und den politischen Entscheidungsträgern Informationen über die relativen Stärken und Schwächen ihrer Länder im Vergleich zu anderen Nationen liefern. Inhalt: "The 2007 Social Situation Report presents some key findings from the EU's new tool for monitoring the social situation and, in the future, social trends, namely the EU-SILC (Statistics on Income and Living Conditions). It looks at income inequality and how this is related to economic performance and at how people on low incomes are distributed across the EU as a whole. Incomes are more evenly distributed within the EU than in the US, and in the EU a high level of economic performance often goes hand in hand with greater equality. In 2004, around 100 million Europeans (22% of the total population) had less than 60% of the EU median income of around EURO 8000 per year for a single person or EURO 22 a day. In a majority of member states the largest segment of the population at risk of poverty consists of couples with one or two children where one of the partners is not working (at least throughout the year) - the 'male breadwinner' family type. Single parents, while being exposed to a high risk of poverty, represent a large share of the population at risk of poverty only in countries where this type of household is widespread." Inhalt: "Educational attainment levels in the EU have tended to increase almost continuously over the last decades as a growing proportion of young people have gone on from compulsory schooling to upper secondary programmes and from there to tertiary education. This is especially true for women. Whereas the number of women of working age who had completed tertiary education used to be significantly smaller than the number of men, it is now only marginally less. At present, more women than men in younger age groups have university degrees or the equivalent and fewer have no qualifications beyond basic schooling in all but a few countries. In the EU-25 as a whole, 30% of women aged 30-34 had tertiary level qualifications in 2005 as opposed to 27% of men, whereas among those aged 50-54, the share of women with this level of qualifications was some 3 percentage points smaller than for men - 19% and 22%." Inhalt: "In May 2005, the World Economic Forum launched its first study attempting to assess the size of the gender gap in 58 countries using economic-, educational-, health- and political-based criteria1. The Global Gender Gap Report 2006, the second in the series, contains a unique new methodology to create the Gender Gap Index 2006. The index covers over 115 economies, including all current and candidate European Union (EU) countries, 20 from Latin America and the Caribbean, over 20 from sub- Saharan Africa and 10 from the Arab world. Together, the 115 countries cover over 90% of the world's population. Merging publicly available data from international organizations and unique survey data from the World Economic Forum's Executive Opinion Survey, the study assesses the level of equality between women and men. We find that no country in the world has yet managed to eliminate the gender gap. Those that have succeeded best in narrowing the gap are the Nordic countries, with Sweden standing out as the most advanced in the world, having closed over 80% of its gender gap, followed closely by Norway (2), Finland (3), Iceland (4) and Denmark (8). Germany (5), United Kingdom (9) and Ireland (10) all hold spots in the top ten. The Philippines (6) is distinctive for being the only Asian country in the top ten while South Africa (18) holds the highest position among the African countries covered by the Report. Latvia (19) and Lithuania (20) are some of the new EU members that place well ahead of long-time EU members Austria (26) and Belgium (33), but behind Spain (11) and the Netherlands (12). Both New Zealand (7) and Australia (15) are leaders in closing the gender gap. At the other end of the rankings, Greece (69), France (70), Malta (71) and Italy (77) have the lowest rankings in the EU. The United States (22) falls behind many European nations in addition to lagging behind Canada (14). Russia (49), China (63) and Brazil (67) occupy the middle of the rankings. The lowest ranks are occupied by some of the most populous developing countries such as Nigeria (94), India (98) and Iran (108) in addition to Arab world countries such as Egypt (109), Saudi Arabia (114) and Yemen (115). The country comparisons are meant to serve a dual purpose: as a benchmark to identify existing strengths and weaknesses; and as a useful guide for policy, based on learning from the experiences of those countries that have had greater success in promoting the equality of women and men. The index quantifies the gender gap within the four critical categories - economic-, educational-, political- and health-based criteria - thus highlighting the priority areas for reform. Finally, the country profiles in part II of this report provide an overview of the national genderrelated environment in each country. They transparently represent the original data that feed into the index, in addition to other variables that encapsulate the legal and social aspects of the gender gap. Erwerbstätigkeit - Arbeitsmarktintegration von Frauen und Männern

Inhalt: "Überall in Europa sind Frauen zu einem geringeren Anteil erwerbstätig als Männer. In den skandinavischen Ländern und in manchen osteuropäischen Ländern sind die Geschlechterdifferenzen aber deutlich geringer als in Deutschland. Teilzeitangebote und geringfügige Beschäftigung haben es im Westen Deutschlands immer mehr Frauen ermöglicht, erwerbstätig zu sein. Während die Erwerbstätigenquoten von Frauen und Männern im Osten, aber auch von Männern im Westen nach 1991 deutlich sanken, stiegen die der Frauen im Westen. Der Übergang von der Industrie- zur Dienstleistungsgesellschaft kam der Beschäftigung von Frauen zu Gute. Der Umfang der Männererwerbstätigkeit reduzierte sich dagegen. Die Erwerbstätigenquote der Frauen im Westen hat die Quote der erwerbstätigen Frauen im Osten erreicht, beschränkt sich im Westen aber häufiger auf Teilzeitarbeit und geringfügige Beschäftigung. Während vor allem den gering qualifizierten Männern der Eintritt in das Erwerbsleben immer schwerer fällt, können Frauen von ihren besseren Abschlüssen profitieren. Frauen und Männer ohne deutschen Pass sind insgesamt schlechter in den Arbeitsmarkt integriert als die deutschen. Dies gilt verstärkt für ausländische Frauen in der Familienphase. Ungünstige Arbeitsmarktbedingungen drängen arbeitssuchende Frauen und Männer zum Teil in atypische Beschäftigungsformen. Von unerwünschter Teilzeit sind vor allem Beschäftigte im Osten, dabei ganz besonders Frauen betroffen. Trotz des erheblich gestiegenen Bildungs- und Ausbildungsstandes von Frauen sind diese in Führungspositionen an der Spitze von Großunternehmen extrem unterrepräsentiert. Arbeitslosigkeit ist ein anhaltendes Problem mit der Folge, dass die Langzeitarbeitslosigkeit zunimmt. Seit einigen Jahren sind Frauen unter den Arbeitslosen nicht mehr über-, sondern unterrepräsentiert." (Autorenreferat)
