Gendered practices in child protection: shifting mother accountability and father invisibility in situations of domestic violence

Inhalt: This article reports on an exploratory, qualitative, multiple-methods study that included individual interviews and a focus group with child protection services (CPS) workers in a large city in Alberta, Canada. The findings illuminate current CPS worker practices in situations of domestic violence where inclusion and exclusion decisions are made for service provision, and the ways in which documents reflect these day-to-day practices; how service user descriptions are constructed and reconstructed, the social problem of domestic violence conceptualized, and the ways in which professional development training encourages critical thinking about existing practices to create new solutions for families experiencing domestic violence. Thematic analysis reveals three themes about CPS workers' experience: 1) current practices reflect invisibility of men and accountability of women; 2) personal and professional shift in perspectives on who to work with, gender expectations, and how CPS are delivered; and 3) reflexive practice into potential intervention strategies and professional development training. The findings suggest specific recommendations for practice including the need to engage men in child welfare practice, shift perspective about service delivery with families experiencing domestic violence, and account for gender norms and practices in service delivery.
Role of non-governmental organizations in the daily lives of the Afghan and Pathan children and youth working on the streets

Inhalt: This article aims to investigate the role and effectiveness of Non-Governmental Organizations (NGOs) in the daily lives of the Afghan and Pathan children and youth working on the streets. In this ethnographic research, 30 girls and boys, aged 12 to 16, were involved in the data generation. Three NGOs were selected in Rawalpindi and Islamabad. In this research, children and youth discussed that one of the NGOs is meeting the needs of education and other two NGOs are putting their efforts but to a limited extent. This investigation also revealed that none of the studied NGOs have focused on the work based learning and skills development, however contributing to a very limited scope. The studied group has valued the NGOs' consideration of respect and dignity aspects in their operations. It is concluded that NGOs need to plan comprehensively to play an effective role to improve the daily lives of their target groups such as children and youth working on the streets.

Inhalt: In this research, we have studied the population of street children in Khorram Abad in Iran, in 2015, with the emphasis on the role of economic and legal factors forcing children to work on the streets. The results of this research show that the issue of child labor is the consequence of both global and local matters. These children are the products of the urban society, poverty, and cultural, legal, and local factors. The research method is a survey, and the statistical population is the street children, aged between 7 to 18 living in Khorram Abad, in 2015. The sample population chosen randomly includes 242 people, and the required information was gathered using the questionnaire and interview technique. In Khorram Abad, Lorestan, economic crisis and parents' misdemeanor are the two main factors that force the children to fill their fathers' missing place by working in the streets. But, gender factors such as being a boy, and cultural factors such as belonging to a specific tribe are influential in the howness of this phenomenon. In this article, we have attempted to use native sources for a better understanding of the local situation of the phenomenon, and have proposed a few solutions to alter the current situation.

Breaking taboos like heavy drinking or being rebellious and also the sticking to radical political ideas are mainly judged as 'normal' events on the way of youngsters to adulthood. So, is political extremism of young people also a mere developmental phenomenon? Using the example of right wing extremism, this paper will argue against the idea that embracing extreme political ideas is a mere developmental phenomenon. Besides the often researched individual reasons for entering political extreme groups there will be emphasized the impact of societal discourses and power relations for adopting political extreme convictions." Inhalt: 'Der Beitrag thematisiert die Rolle junger Aussiedlerinnen im Milieu der Straßenkultur. Auf der Datengrundlage der Dissertation 'Ablauf, Funktion und Prävention von Gewalt. Eine soziologische Analyse der Verhaltensweisen in den Cliquen junger Russlanddeutscher' sowie weiterer Befragungen werden Erkenntnisse zum Konfliktdenken und -verhalten der Frauen vorgelegt. Es zeigt sich, dass von ihnen in dem traditionell patriarchalischen Milieu Passivität in Konflikten erwartet wird, dass sie in verschiedener Weise sowohl als Opfer als auch als Täter von Gewalt auftreten und zudem als Mütter großen Einfluss auf die Tradierung des Regelwerkes der Straßenkultur haben. Es gilt, Präventionsangebote zu entwickeln, die sich dieser Problematik annehmen, zumal es Anzeichen dafür gibt, dass die Straßenkultur in unserer Gesellschaft an Bedeutung gewinnen könnte. Deshalb sollten diese Maßnahmen darauf abzielen, sowohl den bestehenden Strukturen als auch aktuellen gesellschaftlichen Entwicklungen entgegenzuwirken, die Gewalt in der Bevölkerung - auch durch die Frauen - begünstigen können.' Inhalt: 'This paper addresses on the role of young Russian-German women in the milieu of the street culture. Based on the results of the Ph.D. thesis 'Processes, functions and prevention of violence. A sociological analysis of the behaviour of Russian-German cliques' and on further data findings about the conflict attitudes and behaviour of the women are presented. The author shows that they are expected to act passive in conflicts, that they occur in certain ways as victims and as offenders of violence and that their role as a mother gives them an important influence on keeping the rules of the street culture alive. Thus, prevention is needed that addresses on these problems, especially, because there are signs that the street culture may spread in our society. On one hand, we have to care about the existing structures of that milieu; on the other hand, we have to deal with recent developments of our society that may increase violence - even of women.' Inhalt: 'Der Artikel stellt ausgewählte Ergebnisse einer qualitativen Untersuchung über gewaltauffällige gemischtgeschlechtliche und Mädchengruppen dar. Themen sind: Einstellung zu Gewalt, Gewaltbereitschaft, Gewaltanwendung und Rolle von Mädchen in den Jugendgruppen. Gezeigt wird, dass gewalttätige Auseinandersetzungen für weibliche Gruppenangehörige in gewaltbereiten Jugendgruppen häufige Formen der Konfliktlösung bzw. der Abwehr sind. Motiviert sind sie überwiegend durch den Wunsch nach Anerkennung und Selbstwirksamkeit sowie durch Machtansprüche. Entgegen vorliegender Forschungsbefunde belegen die dargestellten Ergebnisse, dass weibliche Jugendliche in Jugendgruppen nicht immer eine Randstellung einnehmen. Statushohe gewaltbereite Mädchen üben in den Gruppen einen gewaltfördernden Einfluss insbesondere auf andere weibliche Jugendliche aus, und die Statuszuweisung über Gewaltbereitschaft verstärkt bei den Gruppenmitgliedern die Gewaltneigung. Gewaltbereitschaft und Gewalttätigkeit werden weder von den gewaltbereiten Mädchen noch von ihren Cliquen als 'unweiblich' etikettiert, sie bilden vielmehr einen integralen Bestandteil eines Weiblichkeitskonzepts, das sich gegen herkömmliche Geschlechterstereotypen abgrenzt. Die Ergebnisse führen zur Forderung nach einer geschlechterdifferenzierten Gewaltprävention.' (Autorenreferat)
Inhalt: 'The article presents qualitative research findings on youth gangs with female and male members, and girl gangs orientated toward violent behaviour. It focuses on their attitudes towards violence and discusses the role of girls in gangs. These girls solve interpersonal conflicts with non-group members by violent means and they engage in offensive attacks. Their aggressive attitude and violent behaviour are motivated by their wish to be accepted, and by striving for power and identity. In contrast to most results of sociological research about gangs, the girls in the groups attained a high position. They influence violent attitudes and behaviour of their female peers in the gang. The fact that status is achieved through violent behaviour and attitudes encourages girls to act accordingly. To act violently or engage in violent actions is not defined as unfeminine, but it is rather part of a concept of femininity that turns away from traditional stereotypes of female behaviour. In conclusion gender differentiated prevention against violence is suggested.' (author's abstract)|

Datengrundlage liefert eine repräsentative Befragung von 1827 deutschen und 402 türkischen Jugendlichen in Duisburg, Münster und Wuppertal. Bei den analysierten ethnisch-kulturellen Konfliktarten lassen sich zwei verschiedene Konfliktrichtungen mit einer je spezifischen Bedingungskonstellation konstatieren: Ressourcen- und anpassungsfordernde Regelkonfliktpotenziale sind vor allem unter den deutschen männlichen Jugendlichen jüngeren Alters in Haupt- und Realschule anzufinden. Hingegen gehen die regelkonflikthaften Anerkennungsforderungen der eigenen Kultur vor allem von Türkinnen höheren Alters und höherer Schulbildung aus. Inhalt: 'This analysis focuses on the connection between social and individual factors that influence the potential for ethnic-cultural conflict among adolescents of German and Turkish origin. The analyses are based on a representative study of 1.827 German and 402 Turkish adolescents in Duisburg, Münster, and Wuppertal. The ethnic-cultural types of conflicts show a specific combination of factors. Conflicts about resources and adaptation resulting in potentials for normative conflicts are mainly found among young male German adolescents in junior high and high schools. However, older Turkish students with higher educational background make demands for acceptance - which are of a norm conflicting type - from their own culture. Attitudes that stress law-and-order, the quality of inter-group relationships as well as area specific rates of unemployment and ethnic minority population were further identified as substantial influential factors on the potential for ethnic-cultural conflicts.' Inhalt: 'Die jüngere Forschung hat verschiedentlich den Nachweis erbracht, dass es sich bei Jugendgewalt um ein Gruppenphänomen handelt. Der Beitrag befasst sich mit der Frage, wie weibliche Jugendliche Gewalt wahrnehmen und welche Rolle dabei die Zugehörigkeit zu einer Freundesgruppe spielt. Als Datengrundlage dient eine schriftliche Befragung von 15-jährigen Schülerinnen einer Schweizer Stadt (Basel). Die Ergebnisse zeigen erstens, dass Schülerinnen, welche einer Freundesgruppe angehören, Gewalt außerhalb ihres Freundeskreises als weniger schwerwiegend wahrnehmen, tendenziell eine leicht höhere Gewaltbereitschaft zeigen, sich weniger oft vor Jugendgewalt ängstigen und häufiger Gewalt ausüben und erleiden als Schülerinnen ohne feste Freundesgruppe. Zweitens wird deutlich, dass mit aufsteigendem Organisationsgrad der Freundesgruppe sowohl die Täter - als auch die Opfererfahrungen der weiblichen Jugendlichen zunehmen. Offen bleibt die Frage, inwieweit neben der Zugehörigkeit zu einer Freundesgruppe weitere Faktoren wie beispielsweise die Bildung die Gewaltwahrnehmung der Schülerinnen determinieren und ob die aufgezeigten Ergebnisse Eigenheiten weiblicher Jugendlicher darstellen oder ob es sich dabei um geschlechtsübergreifende Charakteristiken handelt.' Inhalt: 'Recent research indicates that violent behaviour of young people is a group phenomenon. Against this backdrop, the article examines the influence of peer group participation on young women's perceptions of violence. The analyses are based on survey data of fifteen year-old female students living in a Swiss city (Basel). The results show that female juveniles who are members of a peer group perceive violence as less serious, show a higher readiness for violent behaviour, report less fear of violence, and use force more often, but suffer more from it in comparison to young women who do not belong to a peer group. Secondly, the probability of using violence as well as of becoming a victim of violence increases with a growing level of peer group organisation. Further research is needed to answer the questions whether the perception of violence depends on additional factors, e.g. education, and whether these findings are valid for male juveniles.' Inhalt: Anhand eines Interviewbeispiels wird in diesem Artikel die subjektive Bedeutungszuschreibung an jugendkulturelle Orte (Techno-Szene) und den sich darüber eröffnenden Seins- und Handlungsformen (Partydrogen-Konsum, modische Selbstdarstellungen) nachgezeichnet. Diese unmittelbare Sichtweise der Interviewpartnerin auf ihre Alltags- und Freizeitwelt erfährt jedoch erst im Kontext gesellschaftstheoretischer Phänomene wie dem Geschlechterverhältnis ihre Verstehbarkeit - wodurch letztendlich ein komplexes und differenziertes Bild von weiblicher Adoleszenz und jugendtypischen Seins- und Handlungsweisen entsteht. Der Artikel basiert dabei auf Ergebnissen der qualitativen Untersuchung zum illegalen Drogenkonsum von jungen Frauen.
