Closing the gender gap in academia? Evidence from an affirmative action program

Inhalt: This study investigates a unique incentive-based affirmative action program in Germany’s academic labor market. By analyzing a sample of business administration professors, we document that the probability that a newly tenured professor is female increases at universities that participate in this government program compared to universities that do not. By delving deeper into the mechanisms of the program, we show that program universities lowered the entry barrier for tenured professorships regarding publication records for new female professors. While favoring women, we show that the program had no harmful effects on male professors regarding the entry barrier to tenured professorships. Overall, we provide evidence

Support on the way to the top? The effect of organisational equal opportunities measures on women’s promotion prospects

Inhalt: Even though women have been able to increase their participation in management positions to a small extent in recent years, they are still significantly underrepresented in management positions. Organisational measures to promote gender equality and work-life balance are seen as an option to reduce inequalities between men and women. However, there are relatively few firms that have formalised organisational gender equality policies. Against this background, I examine whether organisational measures may increase women's career opportunities or promote the assumption of management positions on a part-time basis. This is investigated using a German Linked-Employer-Employee dataset (LIAB) from 2012 to 2016 and logistic panel regression models. The results show that the targeted promotion of women in particular improves their chances of promotion. However, this is not the case for mothers and their chances of achieving a part-time management position: these are lower when targeted promotion of women is practised in a firm. Measures to improve reconciliation, such as firm support for childcare or for employees with dependents in need of care, have a positive effect on advancement to management positions. The effect of family-friendly working conditions in a firm is heterogeneous: while women have lower chances of promotion, their chances of obtaining a management position with reduced working hours are higher. In contrast, a firm's membership in a family-friendly network has a negative effect on the career and promotion opportunities of women.
Change and Persistence of Gender Disparities in Academic Careers of Mathematicians and Physicists in Germany

Inhalt: This article discusses whether or not gender-related disparities exist within the academic fields of mathematics and physics regarding the application of career knowledge and the experiences of disadvantage in relation to recognition of performance, assessment of professional competencies, and integration into networks. To answer this question, primary data was collected with a structured online survey addressing graduates in both academic fields (n=5,174). The article considers a subsample of respondents working at a university or university of applied sciences (n=1,613). Apart from the gender perspective, other factors potentially influencing the academic careers of mathematicians and physicists, such as being in a certain subject, age cohort or having children, are also considered. Inhalt: "Recent research on the compatibility of family and work suggests decoupling as typical strategy businesses pursue with regards to societal expectations for family-friendly policies. The article presents three qualitative organizational case studies which basically confirm this diagnosis. However, it also brings to light findings that cannot be subsumed under the neoinstitutional explanatory model, including work-life balance policies as career policies. This gives rise to further theoretical considerations: Based on the pragmatist theory of differentiation (Renn 2006) this decoupling is reframed as context-sensitive translation. The case studies show that such a strategy opens up new possibilities of analysis: they can also be understood in terms of control theory, mechanisms of domination and inequality. Inhalt: "This comparative study examines the issue of gender and career development and explores the continuing barriers to achieving equality of opportunity in this area. Looking at the current European Union countries (with the exception of Sweden) and Norway, the study explores the extent to which career patterns are changing in response to the restructuring of work and organisations and how this impacts on women's career experiences. It also examines the attitudes of the social partners regarding gender and career development. The study finds that although careers are changing in most countries, the nature of this change is best described as a gradual erosion of traditional work patterns, rather than a transformation which is likely to improve opportunities for women. Gender segregation remains a significant problem, despite women's increased activity rates. Female-dominated part-time work, associated with poor opportunities for training and promotion, also persists. The study reveals that most trade unions have been proactive in campaigning on this topic and in increasing their members' awareness of and ability to raise such issues with employers. However, it also shows that many employers appear to remain unconvinced about the need to prioritise gender and careers. While there are examples of some innovative attempts to tackle the problem, these often occur in isolation. In particular, translating legislation into practice at company level remains a significant problem." (author's abstract)

Inhalt: "Zielsetzung der vorliegenden Arbeit ist es, die Benachteiligung von Frauen in der Wirtschaft zu beleuchten und zu zeigen, ob und wie diese mit dem Konzept 'Managing Diversity' abgebaut werden kann. Die Thematik wurde unter besonderer Berücksichtigung der gesellschaftlichen Rahmenbedingungen der Wissensgesellschaft der Bundesrepublik Deutschland diskutiert. Der Einsatz für die Chancengleichheit von Frauen in Unternehmen wird oft in Anbetracht ökonomisch scheinbar zwingenderer Gründe unterlassen. Dass die Teilhabe von Frauen an Management-Funktionen jedoch ökonomisch notwendig ist, soll ein komplexer Begründungszusammenhang verdeutlichen, in dem bisher vernachlässigte Vorteile von Diversity erstmals analysiert werden. Die Untersuchungen zu Frauen und Karriere wurden in der Telekommunikationssparte der Siemens AG durchgeführt (in enger Zusammenarbeit mit dem Vorstand). Dieses Unternehmen hat in seiner Politik bezüglich Chancengleichheit der Geschlechter eine klare Zielsetzung. Dazu wird das Programm 'Promoting Diversity', welches sich am Konzept des 'Managing Diversity' orientiert, näher betrachtet. Nach einem Einsatz bei Siemens Ltda. in Brasilien wurde der dortige Diversity-Ansatz dem deutschen vergleichend gegenübergestellt. Relevante theoretische Aspekte der Einflussfaktoren auf die Karriere von Frauen werden behandelt. Mit welchen Karriere-Barrieren Frauen in Unternehmen zu kämpfen haben und wie diese überwunden werden können, soll neben der Darstellung bestehender Modelle ein von der Verfasserin entwickeltes Barrieren-Schema aufzeigen. Im Rahmen des Programms 'Promoting Diversity' wurde eine Studie erstellt. Es wurde untersucht, welche Gemeinsamkeiten diejenigen Frauen aufweisen, die es in den Übertariflichen Kreis geschafft haben und welche dieser Ergebnisse für andere ambitionierte Frauen nützlich sein können. Dazu wurde eine Fragebogenaktion in den Bereichen 'Information and Communication mobile' und 'Information and Communication Networks' durchgeführt. Als Ergebnisse der Studie lassen sich folgende Punkte festhalten: Im privaten Bereich ist besonders interessant, dass der Großteil der Befragten nicht dem Bild der einsamen Einzelkämpferin entspricht, sondern in einer stabilen Partnerschaft lebt. Die Ausbildungswege der Teilnehmerinnen der Studie sind sehr linear, die viel zitierten Patchwork-Karrieren sind nicht erkennbar. Erstaunlich ist sowohl bei Ausbildung als auch bei Arbeitsstationen, dass weniger als die Hälfte der Befragten im Ausland waren, was aber allgemein als Karrierefaktor gilt. Die Hindernisse für die Karriere von Frauen liegen hauptsächlich in Strukturen im Arbeitsumfeld, aber auch in persönlichen Faktoren begründet. Vorwärts kamen die befragten Frauen am meisten durch persönliche Kontakte und durch Förderung von Vorgesetzten. Ein gutes Netzwerk scheint einer der wichtigsten Bausteine für eine Karriere auf hoher Ebene zu sein. Aber auch Coaching und Mentoring werden als sinnvoll erachtet. Bei den Weiterbildungsmaßnahmen gibt es eine erhebliche Diskrepanz zwischen der Anzahl, die daran teilgenommen haben, und denen, welche die Teilnahme letztendlich als sinnvoll bezeichnet haben. Weiter wird Durchsetzungsvermögen als sehr wichtig erachtet, um als Frau Karriere zu machen. Zum Abschluss wurde aus den gewonnenen Erkenntnissen ein Modell der 'Karrierefrau' in der Telekommunikationssparte der Siemens AG generiert. Inhalt: "Objective of the presented work is to show the disadvantages of women in the economy as well as if and how using the concept 'Managing Diversity' can diminish them. The topic is embedded in the basic social conditions of the knowledge society of the Federal Republic of Germany. Actions for the equal chances of women in enterprises are often omitted considering other economically more forcing issues. A complex combination of reasons clarifies that it is economically necessary to have women in management functions. So far neglected advantages of Diversity are analyzed for the first time. The investigations were accomplished in the telecommunications section of Siemens AG (in close co-operation with the managing board). This company pursues a clear objective in its managerial policy concerning equal chances of the sexes. Therefore the program 'Promoting Diversity', which is oriented on the concept 'Managing of the Diversity', was examined. After a stay at Siemens Ltda. Brazil the Brazilian Diversity-issues were contrasted to the German focus. Relevant theoretical aspects regarding women and career are pointed out. A presentation of existing models and a new barrier pattern developed by the author show with which career barriers women in enterprises have to struggle with and how these can be overcome. Connected to the 'Promoting Diversity' program a study was provided. The examination was about what women in the exempt personnel have in common and which of these results might be useful for other ambitioned women. In addition to that a questionnaire action was accomplished in the 'Information and Communication mobile' group as well as in the 'Information and Communication Network' group. Results of the investigation are: Most of the participants are not lonesome warriors, on the contrary they do have stable relationships. The education of the women asked is rather linear, the so-called 'patch-work-career' did not appear significantly. Apart from that it is surprising that less than half of the women have working experiences abroad which is often considered as an important factor in career advancement. Concerning career obstacles the investigation found out that the career of women is mainly prevented by structures in the work surrounding and by personal factors. The women asked advanced the most via personal contacts and promotion of superiors. A good network seems to be one of the most valuable determinants for a high level career. Furthermore Coaching and Mentoring are considered as meaningful. Concerning the measures for further education there is a substantial discrepancy between the number of women, which participated in such measures and the ones, which called the participation finally meaningful. Furthermore enforcement strength is seen as very important in order to get ahead as a woman. The findings resulted in a model of a successful woman in the telecommunications section of the Siemens AG. This is to give ideas to the management and to create a possibility to compare for the women in the enterprise in order to develop their own career." (author's abstract)
