U-Multirank Gender Monitor 2022 : Gender disparities in higher education

Inhalt: This past September, U-Multirank launched the second edition of its analysis on gender balance in higher education. While gender inequality has been a major dimension of inequality in higher education, data from the latest U-Multirank edition confirm that still today there are strong gender imbalances among males and females in academic careers. While women in total count for more than half of bachelor’s (BA) and master’s (MA) students, their share is smaller among PhD students (48%), academic staff (45%) and professors (29%). The new edition analyses gender ratio among rectors/vice-presidents for the first time: Only one out of five leaders of higher education institutions are female. According to U-Multirank data this pattern is very much the same among EU and non-EU institutions.
Findings from the U-Multirank data show that women are particularly underrepresented in research intense universities. Only 24% of professors are women in institutions with high or very high percentages of expenditures on research – compared to 36% in institutions with a low share of research expenditures. In addition, our data show a strong effect regarding the subject focus of institutions: At institutions with a majority of graduates in science, technology, engineering and mathematics (STEM fields), women are underrepresented both at the student level and among academic staff.
Still worlds apart: Gender balance by subjects
Furthermore, data from the U-Multirank subject rankings suggest that differences between study subjects still follow traditional patterns of ‘male and female study subjects’. While women are still a minority in most of the science and engineering subjects, both among students and academic staff, subjects like nursing, social work, education and psychology are still strongly dominated by women. In these subjects, the majority of both students and academic staff are female. In social work for example, U-Multirank found only 17 out of almost 200 departments where men make up for more than half of the students. Furthermore, at four out of five departments the majority of academic staff is female. Comparing science and engineering data from the rankings 2019 and 2022, we see that gender patterns did not change overall within these three years.
Among the subjects with the most balanced gender ratio are business studies, economics, political science, agriculture, history and – as the only science subject, chemistry. Here the percentage of males and females among both students and academic staff are between 40% and 60%. In many other study subjects, there are only a few, or even no departments with a balanced gender ratio (see appendix 3).
Hilligje Van’t Land, Secretary General of the International Association of Universities (IAU) comments on the monitor: “I highly recommend this second U-Multirank Gender Monitor. To assess the current state of play and to inform future decision making to address the existing issues, U-Multirank’s analysis shows how women and men are generally distributed at universities, and whether the well-known ‘male and female subjects’ still exist at higher education institutions.”
U-Multirank’s latest results not only give insights on balance among males and females in higher education, but as a multi-dimensional global ranking it makes transparent the detailed performance of universities. In doing so, students can make better informed choices about what, or where to study based on what matters most to them - including the gender balance of a study programme. Universities can use U-Multirank data to assess their strengths and weaknesses and find ways to create or strengthen their strategic plans, including aspects of gender balance.
Although a modern notion of gender requires more than a binary classification of female and male, the current data available for such an analysis is limited. Therefore, this analysis concentrates on gender in a binary system, but will be improved upon in future years. As a first step in 2020, U-Multirank introduced the category ’non-binary/diverse’ into its student survey. Additionally, U-Multirank will continue to extend its definition of gender in ongoing and upcoming data collections, including surveys at the institutional and department levels, which are the basis for the U-Multirank gender monitor.
Inhalt: The She Figures Handbook (2018) provides methodological guidance on the calculation of indicators included in the She Figures 2018 publication, the sixth iteration of the European Commission’s She Figures publication since the release of its seminal version in 2003. Organised by data source, information provided on each indicator includes a brief definition, rationale, computation method and any comments or critical issues for the reader to note. The handbook also includes a section on the verification and validation of data that outlines coherence checks and additional data considerations to be taken into consideration in the computation and interpretation of indicators. Finally, the annexes outline important information regarding international classification standards (e.g. ISCED, ISCO) to which data for several of the indicators are tied, as well as key terminology and definitions. The release of the 2018 version of the handbook beyond the groups directly involved in the production of the She Figures publication is intended to strengthen the capacity of other stakeholders to systematically produce meaningful, systematic data on gender in research and innovation.

Inhalt: "The present paper consists of a statistical analysis of the situation of women in academia in Poland. It will bring to completion a first training paper published in the framework of the Women in European Universities Network. That first paper aimed to present an overview of the Polish education system by focusing on current mutations (marketisation, financial reform, ) and career track. The paper stressed the following main facts: that the private sector is becoming more and more important, that the increase in the number of students was not followed by a similar increase in the number of academic staff, that Polish academia is, on a European scale, quite feminised, but that women are rare in the top-ranking positions. Moreover, the economic transformation led to a drop in the living standards of academic staff, whereas at the same time there appeared new opportunities in the private sector. The brain drain from the public to the private sector was mostly a male affair. So one could also analyse the above-mentioned feminisation from a very pessimistic perspective - according to Renata Siemienska (2000), women should be regarded as 'winners among losers'. In this second training paper we will analyse the current situation of women in academia and the evolution of the proportion of women among students and professors since the 70's. This study presents figures at the national and institutional level and is mainly based on data collected by the Central Office of Statistics (GUS). The aim is to clarify the impact of recent transformations on the situation of women in academia, and above all to enlighten the mechanism of the glass ceiling. This part of the research in progress allows us to sort higher education institutions according to the proportion of women among professors, and the feminisation process in general. These proportions could be regarded as indications of best and worse practices and thus help us to define a sample for the forthcoming case studies. Besides that, on the basis of problems we faced in collecting and analysing the data, we will propose some recommendations aiming at improving the gender sensitivity of Polish data. All the results presented in this paper must be regarded as hypotheses that will be subject to further analysis through a questionnaire survey and case studies. The paper is divided into four parts. The first deals with the quality of data available, the second proposes an overview of the women's situation in studentship, the third part will be dedicated to an analysis of the body of professors and the last part to the verification of common hypotheses concerning the structural determination of feminisation in academia." European handbook on equality data : 2016 revision

Inhalt: Equality data refers to anonymous data in relation to equality and discrimination collected for statistical and evidence purposes and excluding the identification of natural persons concerned. Such data contributes to the fight against discrimination and promotes equality by providing evidence of existing discrimination, making it transparent and quantifying it.
The new Handbook is a revision of a previous Handbook from 2007, which has been updated in the light of current European framework and to promote new best practices from the Member States. The aim is to help Member States in developing their data collection practices, but the Handbook is also meant for all those needing and using equality data, including victims of discrimination, employers, statisticians, researchers and civil society.

Inhalt: "In May 2005, the World Economic Forum launched its first study attempting to assess the size of the gender gap in 58 countries using economic-, educational-, health- and political-based criteria1. The Global Gender Gap Report 2006, the second in the series, contains a unique new methodology to create the Gender Gap Index 2006. The index covers over 115 economies, including all current and candidate European Union (EU) countries, 20 from Latin America and the Caribbean, over 20 from sub- Saharan Africa and 10 from the Arab world. Together, the 115 countries cover over 90% of the world's population. Merging publicly available data from international organizations and unique survey data from the World Economic Forum's Executive Opinion Survey, the study assesses the level of equality between women and men. We find that no country in the world has yet managed to eliminate the gender gap. Those that have succeeded best in narrowing the gap are the Nordic countries, with Sweden standing out as the most advanced in the world, having closed over 80% of its gender gap, followed closely by Norway (2), Finland (3), Iceland (4) and Denmark (8). Germany (5), United Kingdom (9) and Ireland (10) all hold spots in the top ten. The Philippines (6) is distinctive for being the only Asian country in the top ten while South Africa (18) holds the highest position among the African countries covered by the Report. Latvia (19) and Lithuania (20) are some of the new EU members that place well ahead of long-time EU members Austria (26) and Belgium (33), but behind Spain (11) and the Netherlands (12). Both New Zealand (7) and Australia (15) are leaders in closing the gender gap. At the other end of the rankings, Greece (69), France (70), Malta (71) and Italy (77) have the lowest rankings in the EU. The United States (22) falls behind many European nations in addition to lagging behind Canada (14). Russia (49), China (63) and Brazil (67) occupy the middle of the rankings. The lowest ranks are occupied by some of the most populous developing countries such as Nigeria (94), India (98) and Iran (108) in addition to Arab world countries such as Egypt (109), Saudi Arabia (114) and Yemen (115). The country comparisons are meant to serve a dual purpose: as a benchmark to identify existing strengths and weaknesses; and as a useful guide for policy, based on learning from the experiences of those countries that have had greater success in promoting the equality of women and men. The index quantifies the gender gap within the four critical categories - economic-, educational-, political- and health-based criteria - thus highlighting the priority areas for reform. Finally, the country profiles in part II of this report provide an overview of the national genderrelated environment in each country. They transparently represent the original data that feed into the index, in addition to other variables that encapsulate the legal and social aspects of the gender gap. Inhalt: "The Generations and Gender Survey (GGS) is one of the two pillars of the Generations and Gender Programme designed to improve understanding of demographic and social development and of the factors that influence these developments. This article describes how the theoretical perspectives applied in the survey, the survey design and the questionnaire are related to this objective. The key features of the survey include panel design, multidisciplinarity, comparability, context-sensitivity, inter-generational and gender relationships. The survey applies the life course approach, focussing on the processes of childbearing, partnership dynamics, home leaving, and retiring. The selection of topics for data collection mainly follows the criterion of theoretically grounded relevance to explaining one or more of the mentioned processes. A large portion of the survey deals with economic aspects of life, such as economic activity, income, and economic well-being; a comparably large section is devoted to values and attitudes. Other domains covered by the survey include gender relationships, household composition and housing, residential mobility, social networks and private transfers, education, health, and public transfers. The third chapter of the article describes the motivations for their inclusion. The GGS questionnaire is designed for a face-to-face interview. It includes the core that each participating country needs to implement in full, and four optional sub-modules on nationality and ethnicity, on previous partners, on intentions of breaking up, and on housing, respectively. She Figures 2018 : Gender in Research and Innovation

Inhalt: Equality between women and men is a core value of the European Union, enshrined in the European Treaties. The EU, through a large body of legislation, actively promotes gender equality in areas such as equal pay, work-life balance, health and safety at work, social security, access to goods and services, and protection from human trafficking, gender-based violence and other forms of gender-based crime. The EU is also equally committed to advancing gender equality in research and innovation. More specifically, gender equality and gender ‘mainstreaming’ (the integration of a gender perspective in the preparation and evaluation of policies) in academic research is one of the priorities for the European Research Area, and the promotion of both of these policies within research and innovation is among the aims of the EU’s framework programmes. In Horizon 2020, gender equality is both a ‘cross-cutting’ issue and the topic of the dedicated Work Programme ‘Science with and for Society’, which funds specific initiatives in support of the EU’s gender equality strategy. The ‘She Figures’ publication provides a range of indicators on gender equality in research and innovation at pan-European level. It aims to give an overview of the gender equality situation, using a wide range of indicators to examine the impact and effectiveness of policies implemented in this area.

She Figures 2021 : Gender in Research and Innovation - Statistics and Indicators

Inhalt: Equality between women and men is one of the EU’s founding values. Since the European Commission’s ERA Communication of 2012, gender equality in research and innovation (R&I) as a priority has been strengthened progressively. The She Figures 2021 publication uses the latest available statistics to monitor the state of gender equality R&I across Europe and beyond, through providing comparable data and analysis for approximately 88 indicators. The data follow the ‘chronological journey’ of women from graduating from doctoral studies to participating in the labour market and acquiring decision-making roles, while exploring differences in women’s and men’s working conditions and research and innovation output.

Inhalt: Mit dem Hochschulranking nach Gleichstellungsaspekten 2017 legt das Kompetenzzentrum Frauen in Wissenschaft und Forschung CEWS die achte Ausgabe dieses Instruments vor. Die 2015 grundlegend überarbeitete Methodik wurde mit Ausnahme der Auswahl der Hochschulen beibehalten. Seit seiner ersten Erarbeitung im Jahr 2003 hat sich das Ranking als ein Bestandteil der Qualitätssicherung für Gleichstellung an Hochschulen etabliert, das Instrumente wie Evaluationen ergänzt. Das Ranking soll die Entwicklungen der Hochschulen im Bereich der Gleichstellung von Frauen und Männern mit Hilfe quantitativer Indikatoren kontinuierlich vergleichbar und im Abstand von zwei Jahren Veränderungen und Trends sichtbar machen.

Inhalt: Mit dem Hochschulranking nach Gleichstellungsaspekten 2019 liegt die neunte Ausgabe dieses etablierten und langjährigen Instruments zur Qualitätssicherung für Gleichstellung an Hochschulen vor. Das Ranking beruht auf einem mehrdimensionalen Indikatorenmodell und berücksichtigt über das Kaskadenmodell die Fächerprofile der Hochschulen. Für Hochschulräte und ähnliches Gremien stellt die jährliche Datenzusammenstellung des CEWS (Kompetenzzentrum Frauen in Wissenschaft und Forschung), die seit 2003 zunächst mit einer Erhebung des CEWS und seit 2016 mit Daten des Statistischen Bundesamt erscheint, dieses Monitoring zur Verfügung.
2022 erreichte die Teilhabe von Frauen an den Hochschulräten mit 39 Prozent einen Spitzenwert seit Erhebung dieser Daten. Der Bericht präsentiert aktuelle Daten des Statistischen Bundesamtes differenziert nach Bundesländern, Hochschultyp und Trägerschaft sowie im Zeitverlauf seit 2003.

She Figures 2015 : Gender in Research and Innovation

Inhalt: Auszug: “While more women than men work part-time, men are more likely to be doing so against their preference. This disproportionately high male share of involuntary part-timers is concentrated in the services sector, especially among those working in retail and the accommodation and food services sectors, both of which are predominantly female-employing sectors. (...) It is not news that women take more responsibility for the care of their children than men. According to the 2016 EQLS, 88% of mothers compared to 64% of fathers in the EU care for their children every day. These fathers estimate they give 21 hours a week to the care of their children, while the mothers dedicate 39 hours per week. This disparity is duplicated among working parents and is one of the reasons why the working lives of women contrast with those of men – in terms of working time arrangements, occupational choices and pay. (...)Figure 17 shows the care responsibilities of workers according to age. The gender gap in childcare is wider at younger ages, while for adult care, it is particularly wide in the 50–64 age group, where a striking one-quarter of women in paid work (compared to 17% of men) report providing care at least once a week to an ill or disabled family member or friend. It comes as no surprise, then, that a higher proportion of working women report difficulties in reconciling work and care – 40% of women compared with 33% of men. Among those working full time, the proportions are higher and the gap greater – 49% of women and 35% of men. The biggest differences in working time between the sexes are largely related to care responsibilities for children up to the age of 12 (see Figure 18). While the working time of women declines during the parenting phase, the working time of men actually increases slightly."
