Inhalt: In den Jahren 2012 und 2016 führte TNS Infratest Sozialforschung im Auftrag des Bundesinstituts für Bevölkerungsforschung (BiB) in Wiesbaden Erhebungen zum Thema "Familienleitbilder in Deutschland" durch. Untersuchungsgegenstand sind kulturelle Leitbilder im Kontext von Familie, also subjektive und kollektiv geteilte Vorstellungen von bspw. einer "normalen Familie", einer "guten Partnerschaft", dem "richtigen Alter" zum Heiraten, der idealen Kinderzahl oder von Elternschaft. Grundgesamtheit ist die Wohnbevölkerung Deutschlands im Alter von 20 bis 39 Jahren. Für diese Population wurde auf Basis des Dual-Frame-Ansatzes (unter Einbezug von Mobilfunk-Telefonnummern) eine repräsentative Stichprobe gezogen und mittels CATI-Verfahren telefonisch interviewt. Befragt wurden 5.000 Personen im Zeitraum vom 27. August bis zum 15. November 2012. Ein Interview dauerte durchschnittlich etwa eine halbe Stunde. In der zweiten Erhebungswelle 2016 sollten möglichst viele dieser Zielpersonen erneut befragt werden. Kurzbefragungen in den Zwischenjahren 2013 und 2014 dienten dazu, das Panel stabil zu halten. Im Jahr 2016 konnten daher insgesamt 1.835 Personen erneut befragt werden. Ziel dieser Studie ist es, den Einfluss von normativ-kulturellen Leitbildern auf das generative Verhalten, Partnerschaften, die Rollen von Müttern und Vätern und andere Phänomene des Familienlebens zu analysieren. Durch das Längsschnittdesign soll untersucht werden, wie stabil Familienleitbilder im Lebensverlauf sind und welche Faktoren zu Änderungen beitragen. Außerdem soll geklärt werden, welchen Einfluss Familienleitbilder auf Familienformen, -entwicklungsverläufe und das Geburtenverhalten nehmen. Der vorliegende Bericht dokumentiert unter methodischen Aspekten die Feldarbeit der zweiten Erhebungswelle von der Finalisierung des Erhebungsinstrumentes mittels Pretest über die Bildung der Bruttostichprobe, die Realisierung der Interviews bis hin zu Gewichtung und Datenaufbereitung.
Inhalt: In the years 2012 and 2016 TNS Infratest Sozialforschung conducted surveys on the subject of "Familienleitbilder in Germany" on behalf of the Federal Institute for Population Research (BiB) based in Wiesbaden. The study focuses on cultural leitbilder in the context of family issues, such as subjective and collectively shared conceptions for instance of a "normal" family, a "good" relationship, the "best" age to get married, the ideal number of children and of parenthood. The statistical population refers to the resident population of Germany between the ages of 20 and 39 years. For this population, a representative sample was generated on the basis of the dual-frame approach (inclusive of mobile phone numbers) and telephone interviews were conducted according to the CATI-method. 5,000 persons were interviewed in the time period between 27 August and 15 November 2012. An interview lasted approximately half an hour on the average. In the second wave collected in 2016 as many as possible of these subjects had to be interviewed again. Short surveys in the interim years 2013 and 2014 served to keep the panel stable. Hence, in 2016 it was possible to interview all in all 1,835 persons again. The aim of the study is to analyze the impact of normative-cultural leitbilder on generative behavior, relationships, parental roles and other phenomena of family life. The panel design of the study is intended to investigate the stability of family leitbilder in the life course and the factors that contribute to changes. Furthermore, the study is designed to explain the impact of family leitbilder on family structures, family developments and generative behavior. The report on hand documents in methodological terms the field phase of the second wave starting with the completion of the survey instrument by means of pretest, followed by the selection of the gross sample, implementation of the interviews, weighting and culminating in data processing.

Opportunities, Constraints, and Constrained Opportunities - A Study on Mothers' Working Time Patterns in 22 European Countries

Inhalt: The aim of this study was to analyze mothers' working time patters across 22 European countries. The focu was on three questions: how much mothers prefer to work, how much they actually work, and to what degree their preferred and actual working times are (in)consistent with each other. The focus was on cross-national differences in mothers’ working time patterns, comparison of mothers' working times to that of childless women and fathers, as well as on individual- and country-level factors that explain the variation between them. In the theoretical background, the departure point was an integrative theoretical approach where the assumption is that there are various kinds of explanations for the differences in mothers’ working time patterns - namely structural, cultural and institutional -, and that these factors are laid in two levels: individual- and country-levels. Data were extracted from the European Social Survey (ESS) 2010 / 2011. The results showed that mothers' working time patterns, both preferred and actual working times, varied across European countries. Four clusters were formed to illustrate the differences. In the full-time pattern, full-time work was the most important form of work, leaving all other working time forms marginal. The full-time pattern was perceived in terms of preferred working times in Bulgaria and Portugal. In polarised pattern countries, full-time work was also important, but it was accompanied by a large share of mothers not working at all. In the case of preferred working times, many Eastern and Southern European countries followed it whereas in terms of actual working times it included all Eastern and Southern European countries as well as Finland. The combination pattern was characterised by the importance of long part-time hours and full-time work. It was the preferred working time pattern in the Nordic countries, France, Slovenia, and Spain, but Belgium, Denmark, France, Norway, and Sweden followed it in terms of actual working times. The fourth cluster that described mothers’ working times was called the part-time pattern, and it was illustrated by the prevalence of short and long part-time work. In the case of preferred working times, it was followed in Belgium, Germany, Ireland, the Netherlands and Switzerland. Besides Belgium, the part-time pattern was followed in the same countries in terms of actual working times. The consistency between preferred and actual working times was rather strong in a majority of countries. However, six countries fell under different working time patterns when preferred and actual working times were compared. Comparison of working mothers’, childless women’s, and fathers’ working times showed that differences between these groups were surprisingly small. It was only in part-time pattern countries that working mothers worked significantly shorter hours than working childless women and fathers. Results therefore revealed that when mothers’ working times are under study, an important question regarding the population examined is whether it consists of all mothers or only working mothers. Results moreover supported the use of the integrative theoretical approach when studying mothers’ working time patterns. Results indicate that mothers’ working time patterns in all countries are shaped by various opportunities and constraints, which are comprised of structural, cultural, institutional, and individual-level factors.

Wie lässt sich dies am besten verstehen und erklären? Ausgehend von Birgit Pfau-Effingers Konzept des Geschlechter-Arrangements zeigt der Artikel Dissonanzen in Geschlechterkultur und -ordnung Polens auf und analysiert exemplarisch die Argumentationen in vier Parlamentsdebatten zwischen 1999 und 2005 zu einem Gleichstellungsgesetz. Es zeigt sich, dass im Vergleich zur Bevölkerung national-konservative Diskurse über Geschlechtermodelle und Mütterrollen in der Debatte überrepräsentiert sind. Liberale Voten sind kaum vorhanden und linke BefürworterInnen entwickeln nur wenige positive Bilder über Gleichstellung. Der Artikel stellt die These auf, dass der vergangene Staatssozialismus noch immer bewirkt, dass AkteurInnen rhetorisch und inhaltlich Distanz zu ihm markieren müssen. Inhalt: "Since 1989, Poland has experienced strong political conflicts over gender. However, promoted gender order, prevalent norms, and social reality often diverge. How can this fact be understood and explained? Taking Birgit Pfau-Effinger's concept of gender arrangement as a starting point, the article shows inconsistencies between gender culture and gender order in Poland and analyses argumentative patterns in four parliamentary debates on a gender equality law between 1999 and 2005. Ultimately, it is shown that national-conservative discourses on gender models and mothers' roles are over-represented compared to the population. Liberal voices are almost absent and leftist proponents barely develop positive visions on gender equality. The article hypothesizes that past state socialism continues to influence the debate, as actors still rhetorically and politically distance themselves from the old regime. Furthermore, reasons for the gap between the hegemonic national- conservative discourses, actual ways of living and gender policies are discussed." (author's abstract)

Inhalt: "In the following article the influence of social and political developments on the negotiation of gender roles will be outlined using the example of Serbia. The analysis will focus on the years 1980 to 2009. Even though in socialist Yugoslavia gender equality had been legally confirmed its de facto implementation remained problematic. This will be demonstrated using, for instance, the example of the division of paid and unpaid work. When Yugoslavia was falling apart and a violent war of secession was being carried out in the region the gender-specific public-private division in Serbia was even more enforced by an increasing militarization of society. It was only when Milosevic' was overthrown that the democratization of Serbia could really begin. Since then nationalistic gender roles have slowly lost importance again. Instead the division of responsibilities between women and men has become more and more influenced by the implementation of market economy." (author's abstract)

Inhalt: "Im vorliegenden Beitrag werden Einstellungsunterschiede zur Erwerbstätigkeit von Müttern zwischen Ost- und Westdeutschland anhand der Daten des ALLBUS aus dem Jahr 2008 untersucht. Es werden Hypothesen zu den Effekten der Region, des Geschlechtes und der Religion auf die Ansichten zur Mutterrolle getestet. Die Ergebnisse zeigen, dass die modernen ostdeutschen Einstellungen zu Geschlechterrollen das Ende des Sozialismus überlebt haben und dass weiterhin Unterschiede diesbezüglich zwischen Ost- und Westdeutschland zu finden sind. Die Region ist die wichtigste Determinante, wenn es um die Frage geht, was die Einstellungen zur Müttererwerbstätigkeit bestimmt. Außerdem befürworten Frauen Müttererwerbstätigkeit eher als Männer. Der Einfluss der Religion ist negativ, das heißt, dass religiöse Personen sich für traditionale Geschlechterrollen aussprechen. Nach fast zwei Jahrzehnten der Wiedervereinigung gibt es innerhalb der Diskussion um die Position der Mutter noch immer keine innerdeutsche Angleichung der Einstellungen." (Autorenreferat)
Inhalt: "This article analyses differences between East and West Germany in attitudes towards the employment of mothers, using data from the 2008 ALLBUS. I test hypotheses about the effect of the region, gender and religion on attitudes towards the maternal role. The results show that the modern attitudes of East Germans towards gender roles survived the end of the socialism and that there are still differences between East and West Germany concerning this issue. Furthermore, women approve the employment of mothers more strongly than men do. There is a negative effect of religion, i.e. that religious people support traditional gender roles. After more than one decade of reunification there is still no consensus German position regarding the discussion of maternal role attitudes. Instead, the discussion continues." (author's abstract)
