Inhalt: "This article argues that the low levels of descriptive representation of women in local political office in Mexico and Latin America is much more than a problem of the purported patriarchal cultures of indigenous and rural communities. The authors claim, based on a comprehensive survey of 466 municipal governments in the indigenous state of Oaxaca, that the underrepresentation of women is a function of institutions limiting female candidates. They test this 'candidate supply' hypothesis, adapted from US-based studies, against the hypothesis that culture - as measured by indigenous ethnicity - has an independent effect on women's representation. They disconfirm that patriarchal, traditionalist cultures of indigenous communities cause underrepresentation in the election of women and instead find that a particular set of local institutions, which are more prevalent in indigenous municipalities, blocks the supply of potential women candidates. The authors conclude by considering the normative implications for women's representation in local politics in Mexico and Latin America." (author's abstract)

Inhalt: "In this paper I examine women survivors' stories about childbirth and child-raising during the period of mass violence following Indonesia's 1965 coup, as well as some accounts of abortion during detention. The focus of my research is not on children's experiences per se but rather on women survivors' accounts about what happened to their children. I discuss various aspects of these experiences, including: being pregnant and giving birth; caring for children in and outside detention; the harm and abuse of children; losing children; and forced abortions. These stories reveal much about how women cared for and lost children as well as about what happened to children during the violence of 1965. I argue that examining these experiences must therefore also be central to understanding how women and their children survived and coped with the mass violence of 1965-1966. I also argue that these stories of caring for children, as well as of how children were harmed or lost, were fundamental parts of many women's testimonies." (author's abstract)
NGOs in India: the challenges of women's empowerment and accountability

Inhalt: By examining how NGOs operate in Southern India in the early 2000's, this book discusses the challenges faced by small, local NGOs in the uncertain times of changing aid dynamics. The key findings focus on what empowerment means for Indian women, and how NGO accountability to these groups is an important part of the empowerment being realised. The notion of community empowerment, in which the 'solidarity' of a group can be a path to individual empowerment, is discussed, as well as analysing how empowerment can be a useful concept in development. Based on case studies of 15 NGOs as well as in-depth interviews with 80 women's self-help groups, the book highlights the key features of effective empowerment programs. The author uses innovative statistical analysis tools to show how a key factor in empowerment of marginalised women is the accountability relationship between themselves and the supporting NGO. The book goes on to discuss the ways that NGOs can work with communities in the future, and recognises the limitations of a donor-centric accountability framework. Inhalt: In dem Maße, wie die südafrikanische AIDS-Epidemie voranschreitet und der Zugang zu Medikamenten die Überlebenschancen verbessert, bilden die Erfahrungen und Auswirkungen der Krankheit einen immer wichtigeren Bestandteil biografischer Selbst-Konstruktionen der Infizierten. Der Artikel widmet sich der Untersuchung von typischen Strategien des Umgangs mit biografischer Unsicherheit im Kontext von AIDS, die sich aus neuen Herausforderungen ergeben, nachdem der mit der Diagnose verbundene Schock ontologischer Unsicherheit überwunden wurde. Die Untersuchung basiert auf der kontrastierenden Interpretation problemzentrierter biografischer Interviews, in deren Verlauf Ergebnisse in Hypothesen zum Zusammenhang von biografischer Situationstypik und Handlungsstrategie überführt und im Fallvergleich validiert wurden. Im Mittelpunkt des Beitrags steht die empirisch begründete These, dass "persönliche Transformation", "soziale Unterstützung" und die Auseinandersetzung mit "Normalitätsfolien" Schlüsselkategorien für das Verständnis dieser Strategien darstellen. Darüber hinaus zeigt der Beitrag, anhand welcher sozialen Prozesse diese Kategorien in den Sphären von Religion, AIDS-Aktivismus und Jugendkultur ihre konkrete empirische Gestalt erhalten.
Inhalt: As South Africa is witnessing a maturing AIDS epidemic, the experience and impact of the disease are written ever more firmly into the biographical self-constructions of the infected. In this article, I explore typical strategies of dealing with uncertainties arising from new challenges, after the shock of ontological insecurity ensuing from the diagnosis, has been overcome. The analysis is based on contrasting interpretations of problem-centered biographical interviews with HIV-positive South African women. In the process, results have been formulated in terms of hypotheses regarding links between biographical situatedness and strategies of action. The hypotheses have been validated through case comparisons. The article highlights personal transformation, social support and the search for normality as key aspects for understanding these strategies and spells out how these are enabled, constrained and shaped within the social domains of religion, AIDS activism and township youth culture.

Auch in Liberia schließen peace-building-Konzepte an erster Stelle international erarbeitete Zielvorgaben zur Repräsentanz ein und sehen erstens eine Beteiligung von Gruppen mit niedrigem sozialen Status vor und zweitens die Unterstützung traditioneller Institutionen, die als soziales Kapital im Aussöhnungsprozess angesehen werden. Die Autorin untersucht am Beispiel Liberia, inwieweit NRO-workshops – die beliebteste Form der partizipativen Intervention – in Konfliktzonen von lokalen Akteuren interpretiert und für eigene Ziele genutzt werden; sie verweist auf irrtümliche Annahmen und unbeabsichtigte Konsequenzen der praktischen Anwendung inklusiver Verfahren und stellt die Unterstützung in Frage, die Oberhäuptern geschlechtsspezifischer Geheimgesellschaften zuteil wird.
Inhalt: In post-war situations, non-governmental organizations (NGOs) feature highly in peace-building processes in their (perceived) capacities as both representatives of civil society and as grassroots agents to be employed in the reconstruction and transformation of society. As elsewhere, in Liberia, peace-building approaches include, first, international blueprints of representation that intend to empower groups generally perceived to be socially subordinate and, second, supporting traditional institutions considered social capital in reconciliation. Using the example of Liberia, this paper explores how in local conflict arenas, NGO workshops – the most popular mode of participatory intervention – are interpreted and appropriated by local actors; it highlights some fallacies and unintended consequences of inclusive procedures in practice and questions the support furnished to heads of gendered secret societies.

Inhalt: This paper presents an analysis of the everyday practices of individuality among the migrant workers with whom I worked at 'Lamb Buddha', a hotpot restaurant in Anshan City, Liaoning Province, during the summer of 2007. The majority of the data comes from four young men, meaning that the analysis complements extant studies of Chinese female migrant workers by allowing male-gendered inflections of discourse prominence. The paper examines the internal structure of 'symbolic boundaries' drawn and managed in judgements, positioning statements, and so forth, attempting to regress the modalities by which these migrants assert themselves, thus showing how individuality arises from a discursive environment structured by relation to similar peers and distinctly different others.
