For dwellings in the 1981 Census of Housing and Dwellings, stratification was carried out within each Länder using data taken from the census on social status and level of education of the head of household; number of occupants; age, size and facilities of dwelling. Combining these variables gives 1651 strata. The list of new buildings constructed in each year form separate annual strata.

The stratum consisting of newly constructed buildings is given greater weight. This compensates for the non-inclusion of very recently constructed buildings due to the time lag between buildings being constructed and the sampling frame being updated.
Coverage Adjustment Weight: Method
The grossed-up population is constrained to independent population estimates by Länder, sex and age band, with the further constraint that the total population of foreigners agrees with the latest population estimates. An iterative process is carried out which ensures that all members of a given household have the same weight.
The sample taken from collective households with more than 50 residents is grossed up to the total population in collective households.

The adjustment procedure is based on a three-stage a posteriori stratification. Figures are based on independent demographic estimates. The stratification variable for the first stage is the Local Authority District. This stage makes it possible to make adjustments for different rates of non-response in the various local authority areas and ensures that the results are geographically representative. The second-stage variables are sex by age band This stratification is intended to ensure that the age profile of the 16-24 year old is correct at national level.
