Abstract
EU-SILC 2005 contains the 2005 Module on intergenerational transmission of poverty. The Module information will be provided for all current household members or if applicable for all selected respondents, aged over 24 and less then 66.
Coverage
Geographical Coverage
EU-25 member states and Iceland and Norway.
Time Period Covered
Reference period for core variables: constant, at selection, income reference period, usual week, last 4 weeks, last 12 months, since last year, working life, childcare reference period. (Eurostat: DESCRIPTION OF SILC USER DATABASE SECONDARY TARGET VARIABLES: MODULE 2005 Inter-generational transmission of poverty, p. 2.)
The reference period for the 2005 Module is when the interviewee was a young teenager, between the ages of 12 and 16. If the respondent hesitates or asks for a specific age, the age of 14 should be used. Any changes that occurred after the reference period should not be taken into account; the interviewer must accentuate the fact that the reference period is when the interviewee was a young teenager. (Eurostat: EU-SILC 2005 MODULE ON INTERGENERATIONAL TRANSMISSION OF POVERTY. Assessment of the implementation, p. 14.)

In 2003, first year of the survey, two samples are drawn independently:
- A sample of "tax" households, which are in fact a group of persons who depends on the same Social Security system.
- A sample of dwellings wherein none of the members depends on Luxembourgish Social Security system.
- A "tax household" is basically a group of persons living in the same dwelling and who depend on the same Luxembourgish Social Security system.

Sampling Method
The type of sampling design is a stratified three-stage sampling. In 2004, a sample of dwellings is drawn from the 1999 Master Sample updated for the "new" dwellings (i.e. the units that came out after the 1999 Census). The selection is done so as to make the sample self-weighted. At the first stage, selection by groups of municipalities proportional to size (stratified according geographical criteria as NUTS2 and degree of urbanisation). At the second stage, the systematic selection is of dwellings for the urban areas and adhoc groups of municipalities for the rural areas. The third stage only exists for the rural areas and the dwellings are selected by systematic sampling. All the households and the individuals living in the selected dwellings are interviewed.

For the “old” households, nonresponse can be linked with SILC information. To explain initial nonresponse for the “new” households auxiliary information from the Population Register (household size, urban/rural character) and the Financial Statistics (median fiscal income by municipality) is needed.
Coverage Adjustment Weight: Method
Calibration can be done together for “old” and “new” households.

The individual variables are aggregated at the household level by calculating household totals such as the number of male/female in the household, the number of persons aged 16+ etc. After that, calibration is done at the household level using the household variables and the individual variables in their aggregate form. At personal level the calibration variables used were the distribution of population by age
and gender. Based on this calibration procedure and using the weight after non-response adjustment as the initial weight, the household and the personal cross-sectional weights were calculated.References

Non-response adjustments was solved by the correction of weights in relation to the response rate. Information from the 2001 Census is used to weight for non-response. By matching Census addresses with the sampled addresses of EU-SILC UK it was possible to match the address details of the EU-SILC UK respondents as well as the non-respondents with corresponding information gathered from the Census for the same address. It was then possible to identify any types of household that were being under-represented in the survey.
Coverage Adjustment Weight: Method
The population information and EU-SILC UK data were grouped into twenty-eight age by sex categories within six regional categories to form weighting classes. The weighting consists of adjusting the existing weights (including factors for design and non-response) so that the final weights ensure that the weighted totals for the above demographic categories match the population totals.

Within each design stratum, the non-response adjustment of the responding households is carried out by the inverse of the response rate, so as to “make up” for non-responding cases in that stratum.
Coverage Adjustment Weight: Method
Calibration of household and personal weights in conjunction is done with external data.

Non-response Weight: Method
Adjustment for non-response is carried out by multiplying a certain factor to provide an estimate of the inverse probability of response in the stratum.
Coverage Adjustment Weight: Method
The above factor is weighted to adjust estimated distribution to the population distribution by Autonomous Community, age group and gender provided by the Demographic Projections Unit. We have also adjusted the estimated distribution of households by size to our estimate in the first quarter of the current year for the Labour Force Survey (EPA).

Stratification involves the division of the population into strata from which
independent samples are taken. It is done by geographical criteria (NUTS3) into 40 strata.Panel Design

Design Weight: Method
Inverse of selection probability
Non-response Weight: Method
The method of logistic regression was adopted to approximate the response probabilities. The response probabilities were modelled by the explanatory variables age, degree of urbanisation, type of household,
and labour force statusCoverage Adjustment Weight: Method
The calibration was performed using linear consistent weighting, so that individuals within the household have identical weights equal to the household weight. The set of variables used for calibration includes the smaller subset suggested by Eurostat (in document EU-SILC 065/04). Additional calibration variables that correlate strongly with the target variables were added: income data and data on tenure status from the
income register.References

Non-response Weight: Method
Non-response was compensated using the post-stratification technique. For post-stratification the counties were divided into groups that are expected to be homogeneous in respect to the measured variables of the population, i.e. in any group (post-stratum) the households are relatively similar by the measured variables and the response probability.
Coverage Adjustment Weight: Method
Calibration was performed using population data from Estonial Population Register according to sex, age-groups, county and urbanization.
