Abstract
EU-SILC 2010 contains the 2010 Module on intra-household sharing of resources. The 2010 module includes twenty-three variables as a whole, of which eighteen are compulsory and the remaining five are optional. Among the compulsory variables, seven relating to regime and management of household finance are asked at the household level while all the other variables are asked at personal level.The seven compulsory variables relating to regime and management of household finance are asked at the household level.
All the other variables included in this module are to be asked at personal level and have the current situation as a reference period. They relate to two different types of units. The variables related to the contribution to common household budget, to access to a bank account, to the ability to decide about expenses, to time use and expenditure shall be provided for each current household member, or if applicable for all selected respondents, aged 16 years old and over living in a household with at least two persons aged 16 years old and over. The variables related to the decision making (both specific and general) and to the length of cohabitation of the partners shall be provided for each current household member, or if applicable for all selected respondents, aged 16 years old and over living with a couple/partner.

Localities were stratified by size (number of dwellings) in the rotation group 7 and by county and category of size for the rotation group 6, 8 and 9. In group 7, strata with one locality constitute the part of the population where we have one stage sample design (type II) and strata with more than one locality constitute the other part (type I). Within selected localities, the household were stratified by the characteristics of the head of household for group 6, 8 and 9.
Sampling Method
The EU-SILC HU 2010 survey is based on different stratified sampling designs: the rotation groups 7 has a stratified two-stage sample design in a part of the population (Part I, Type I) and a stratified one-stage sample design in the other part of the population (Part II, Type II). Groups 6, 8 and 9 have a stratified three-stage sample design in a part of the population (Part III, Type III) and a stratified two-stage sample design in the other part of the population (Part IV, Type IV). Part II / Part IV consist of mostly the biggest localities and Part I/Part III consists of the rest.

Adjustment are based on a calibration using external data on the household level. All external data are based on variables in administrative registers. In addition to correcting for bias due to non-response on the household level, the SILC cross-sectional weights should reproduce certain demographic and poverty distributions on the personal level. Therefore some data on the personal level have been integrated in the calibration, that is socio-economic status and poverty, age, sex and poverty, family type, education, equivalised income group, income mass and income groups.

Coverage Adjustment Weight: Method
Adjustments are made for the whole sample (combining the four sub-samples) at household and person level using the SAS macro CALMAR. An integrative calibration is applied to ensure consistency between household and persons because all household members receive the same cross-sectional weight of the household they belong to. In the case of the households the calibration variables are “number of households by household size (1, 2, 3 and 4 or more household members)” and “number of households by NUTS II”. The source of the information is the Labour Force Survey at the second quarter of 2008. The calibration variables for persons are the distribution of the population by five year age groups and gender according to the Independent Estimates of the Population in 31/12/2009.

Within each design stratum, the non-response adjustment of the responding households is carried out by the inverse of the response rate, so as to “make up” for non-responding cases in that stratum. Target variable DB080 was adjusted for non-response for the variables 'record of contact at address' and 'household questionnaire result'. The corrections were conducted at subsequent steps. The multiplication of DB080 with each one of the two corrections, results in a corrected DB080 weight that is used as initial weight in the calibration procedure.
Coverage Adjustment Weight: Method
Calibration of the household and personal weights in conjunction is done with external data. The auxiliary variables used at household level are the household size, the tenure status and the region (NUTS2). At personal level the auxiliary variable used is the distribution of population by age and sex. The weights obtained after this procedure of calibration are the household cross-sectional weights. As all the household members reply to the household questionnaire, it is also the weight of each member of the household. The last step involves the calculation of the personal cross sectional weights for household members aged of 16+. The calibration procedure was applied again using as initial weights the weights of each member of the household and as auxiliary variable the distribution of population aged 16+ by age and sex.
