Education gender gaps in Pakistan: is the labour market to blame

Inhalt: Differential labor market returns to male and female education are one potential explanation for large gender gaps in education in Pakistan. We empirically test this explanation by estimating private returns to education separately for male and female wage earners. This article contributes to the literature by using a variety of methodologies (ordinary least squares, Heckman correction, two‐stage least squares, and household fixed effects) in order to estimate economic returns to education. The latest nationally representative data - the Pakistan Integrated Household Survey (2002) - are used. Earnings function estimates consistently reveal a sizable gender asymmetry in economic returns to education, with returns to women's education being substantially and statistically significantly higher than men's. The return to an additional year of schooling ranges between 7% and 11% for men and between 13% and 18% for women. There are also large, direct returns to women's education at low levels of schooling, and the education‐earnings profile is more convex for women than for men. However, a decomposition of the gender wage gap (into the component "explained" by differing male and female endowments and the residual component) suggests that there is highly differentiated treatment by employers. We conclude that the total labor market returns are much higher for men, despite returns to education being higher for women. This suggests that parents may have an investment motive in allocating more resources to boys than to girls within households.
Using qualitative content analysis of popular literature for uncovering long-term social processes: the case of gender relations in Germany

Eine spezifische, oft vernachlässigte und als wissenschaftlich irrelevante Datenart stellt die populärwissenschaftliche und Ratgeberliteratur dar. Diese besondere Textgattung kann sich für eine soziologische Inhaltsanalyse als gewinnbringend erschließen lassen. Der Aufsatz untersucht in Form einer qualitativen Inhaltsanalyse dieser Texte vom 18. Jahrhundert an exemplarisch die Hervorbringung zeitgenössischer Verhaltensideale über die Geschlechterbeziehungen. Unter Rekurs auf das theoretische, prozesssoziologische Etablierte- und Außenseiter-Modell von Norbert Elias und John L. Scotson wird dadurch die Persistenz geschlechterstereotyper Konstruktionen von Führung deutlich. Methodologisch erfordert dies innerhalb der möglichen Fülle einer sehr breiten Datenbasis Klassifikationsmerkmale, Fragestellung, Hypothesen, theoretische Einbettung u.a. zu extrapolieren und strukturelle Eigentümlichkeiten der ausgewählten Texte aufzuzeigen. Als ein Teilbereich dieses gesellschaftlichen Strukturwandels wird die Geschlechterbeziehung herausgegriffen und auf die Frage konzentriert, wie das Thema der Erwerbstätigkeit, Wissensfähigkeit und Wissenschaftstätigkeit von Frauen verarbeitet wird. Inhalt: 'Studies in long-term figurational approaches provide explanations for social problems and the development of society. A specific but often neglected kind of data in Social Science Research is the so-called popular literature being regarded as non-scientific. But it was and actually is still playing an enormous role in social life. The paper discusses how we can use this literature as a source for studying long-term processes. The presented case observes the work relations between the sexes and the contemporary behavioural ideals. Several research methods and theoretical models are adopted: the qualitative content analysis refers to 18th century books on etiquette and present-day career guides reconstructing the persistence of women's under-representation in leadership posts. It moreover refers to a model of gossip and gossip control from Elias/ Scotson to explain social inequalities between groups. This demands to extrapolate within a very broad database of classification profiles, hypotheses, theoretical imbedding and to point structural peculiarities out of the selected texts. In this context I examine the example of the intellectual women and how the topic of women's and men's employment, knowledge ability and scientific activity is processed. The content analysis refers to n=86 as main unit of selected etiquette books and modern career guides. Some of the works are present in single, some in repeated edition. A minimum and maximum text component is the prologue, preface, chapter titles etc. covering the question of erudition, education and profession as well as the sex characteristics.' Inhalt: 'This article traces the discursive constructions of gender in the US war against Afghanistan. Its focus is on Laura Bush's presidential address (Nov 2001), the document 'What we are fighting for' (Feb 2002) signed by major US intellectuals in support of the war, and some US feminists joining them in the name of liberation of the women of Afghanistan (Jean Bethke Elshtain; Catherine A. MacKinnon; Feminist Majority Foundation). Yet this uncanny coalition between feminism and US patriarchal imperialism goes beyond mere strategic essentialism in which the differences between women are temporarily erased. Insofar as moral natural laws of the American Declaration of Independence (1776) constitute their shared symbolic framework, binary oppositions such as male/ female, soldiers/ non-combatants, it/ regular warfare, civilized/ savage are reified. Thus gender inequality by and in times of war results from its specific discursivization and categorization and cannot be attributed exclusively to an incomplete implementation of rights.' Inhalt: 'Der Beitrag analysiert am Beispiel eines lokalen Integrationsprojekts in der Marktgemeinde Telfs in Tirol, wie ein multikultureller Diskurs zum Ausschluss von Frauen aus der Ausverhandlung von Integration führen kann. In den Bemühungen von Gemeinden und lokalen Verwaltungen neue Formen des Zusammenlebens zu finden, stellen MigrantInnenorganisationen oft ein wichtiges Bindeglied zur migrantischen Bevölkerung vor Ort dar. Beide AkteurInnen bedienen sich jedoch meist eines essentialistischen Kulturbegriffs, der hegemoniale Identiätskonstruktionen nicht infrage stellt, sondern dazu tendiert asymmetrische Partizipationsstrukturen als gegeben hinzunehmen und schließlich zu reproduzieren. Die Diskussion struktureller Ungleichheiten zwischen Mehr- und Minderheiten bleibt damit oft aus Integrationsprojekten ausgeklammert. Dieser Beitrag konzentriert sich auf Frauen in bzw. im Umfeld zweier türkisch-islamischer Vereine in der Tiroler Marktgemeinde Telfs. Am Beispiel eines lokal implementierten Integrationsprojekts wird gezeigt, wie ein multikultureller Diskurs zur Legitimation asymmetrischer Partizipationsstrukturen innerhalb der MigrantInnenvereine sowie zu deren Reproduktion durch die Mehrheitsgesellschaft führen kann.' Inhalt: 'The aim of this paper is to show an example of a local integration project in the Tyrolean municipality of Telfs. How does a multicultural discourse contribute to the exclusion of women in the process of negotiating integration? Local municipalities, in trying to find new ways of ´living together liaise with migrant associations in order to get into contact with the local immigrant population. However, both actors often employ an essentialistview of culture that tends to naturalizehegemonic constructions of identity and finally leads to the reproduction of asymmetric structures of participation. Thus, integration projects may fail to address basic structural inequalities between social majorities and minorities. The focus of this paper is on women engaged in two Turkish Islamic associations in the Austrian Tyrolean municipality of Telfs. Discussing the example of a locally implemented integration project, it analyses how a multicultural discourse can serve to legitimate asymmetric participation structures within associations, as well as to reproduce them in the cooperation between migrant organizations and local municipalities.' Inhalt: Gender und Erwachsenenbildung - eine scheinbar hoffnungslose Liaison. Während in anderen Bildungssektoren wie der Schule oder dem Kindergarten die Relevanz des Themas Geschlecht mittlerweile allgemein anerkannt ist, tut sich der Erwachsenenbildungsbereich hier deutlich schwerer. Kaum eine der (rar gesäten) Publikationen zu diesem Thema, die nicht darauf hinweist, dass "Genderpolitik und genderrelevantes Wissen für Theorie und Praxis der Erwachsenenbildung noch nicht übersetzt sind" (Venth 2006, S. 16) - mit anderen Worten: Die Frage nach der Bedeutung von Geschlecht wird in der Erwachsenenbildung bislang zu wenig berücksichtigt.
Inhalt: Gender mainstreaming is a central maxim for political action all across Europe. However, little effect is yet to be felt in adult education. Where there is gender-sensitive adult education, this is still strongly oriented towards the differential approach. In view of participation rates in general and vocational adult education, and the division of interests within the segments, which is again gendered, the author speaks of a "doubly divided structure". For the future, he calls for increased genderrelated skills.
The anti-terror war in Somalia: Somali women's multifaceted role in armed conflict

Inhalt: 'Es ist Ziel dieses Aufsatzes, den von den USA angeführten Antiterrorkrieg in Somalia zu diskutieren und seine Auswirkungen auf die Stellung und Rolle von Frauen in Somalia zu untersuchen. Mit den Anschlägen der al-Qaeda auf die Botschaften der USA in Nairobi (Kenia) und Dar es Salam (Tanzania) im August 1998 entwickelte sich islamischer Fundamentalismus und Terrorismus zu einer bedeutenden Bedrohung für die Region. Als Antwort darauf initiierten die USA in Ostafrika, insbesondere in Somalia, einen Antiterrorkrieg. Sowohl in diesem als auch im somalischen Bürgerkrieg ist die Beteiligung von Frauen bedeutsam. Bislang existiert keine umfassende Studie über die Rolle von Frauen in bewaffneten Konflikten und deren Auswirkungen auf Frauen in Somalia, einem Land, das bereits von Hungersnot, politischer Instabilität, ethnischem Krieg und geschlechterspezifischer Gewalt geprägt war. Bewaffnete Konflikte bringen neue Möglichkeiten und Zuständigkeiten im privaten wie auch im öffentlichen Bereich, durch die die sozialen Beziehungen zwischen Männern und Frauen neu definiert werden. Nach Ende des Konfliktes bestehen diese Veränderungen jedoch nicht immer fort und patriarchal dominierte Geschlechterrollen treten in vielen Gesellschaften wieder in den Vordergrund. Am Fallbeispiel Somalia geht dieser Artikel der Frage nach, warum Geschlechterrollen, die bereits vor dem Krieg existierten, nach Konflikten wieder auftauchen.' (Autorenreferat)
Inhalt: 'The aim of this article is to explore the U.S.-led anti-terror war in Somalia and evaluate its impact on the status and role of Somali women. With the al-Qaeda attacks on U.S. embassies in Nairobi (Kenya) and Dar es Salam (Tanzania) in August 1998, Islamic fundamentalism and terrorism became a major threat to the region. In response to this threat, the United States initiated an anti-terror war in East Africa, in particular in Somalia. In both the anti-terror war and the Somali civil war, Somali women's participation has been significant. So far, however, no serious research has been conducted into women's role in these conflicts or into the impacts of these conflicts on women in Somalia, a country already plagued by famine, political instability, ethnic war, and gender-based violence. Armed conflicts offer new opportunities and responsibilities in both domestic and public spheres that assist in redefining social relations between women and men. After conflicts, however, the changes in gender roles often do not persist and pre-war patriarchal gender roles re-appear in many societies. By investigating the case of Somalia, this paper examines the reasons behind the re-emergence of pre-war gender roles after conflicts.' (author's abstract)

Inhalt: "Aceh, Indonesia's westernmost province is in a process of political, social and cultural transformation, which is caused by three main factors. First, the process of decentralization, launched by the government of Indonesia starting from the end of the 1990s and as a consequence of the implementation of sharia bylaws since 2001, second, the tsunami calamity 2004 and third, the peace process starting with the signing of the Memorandum of Understanding (MoU) 2005 between representatives of the Government of Indonesia and the Acehnese freedom movement GAM (Gerakan Aceh Merdeka). Today's situation of women in Aceh is influenced by repressions due to a conservative interpretation of Islam, by the impact of international aid organizations, which entered Aceh after the tsunami and by the political, social and cultural reconstruction of Aceh since the beginning of the peace process. The transformation process causes huge challenges for women and at the same time provides a wide range of opportunities for participation and modeling the new province Aceh. In this vibrant atmosphere, where tensions between Islamic religiosity, traditional-cultural structures and Western values are immense, women activists design positions and strategies to aim their desire of gender justice, equity and women's rights. The present impact of the multiple efforts of women activists to take influence in the political and socio-cultural area can be described as opening a window of opportunities. They could benefit from emancipative objectives of international organizations and from the national and international monetary funds. Women activists could develop capacity and raise their bargaining power through the networks with international organizations. Hurdles in the long-term success of implementing the aims of woman activists are the short time-frames of the aid-programs and the top-down approach of most programs. The power of the political elite in Aceh and of religious leaders is strong and the agendas of woman activists are constrained by socio-political and religious acceptance." (author's abstract)
