Women Mobilizing Women: Candidates' Strategies for Winning the Presidency

Inhalt: Latin America has elected more female presidents than any other region in the world, yet dominant theories on campaigning tend to ignore gender. In addressing this lacuna, this article argues that the widespread belief that women are better at mobilizing women means that female candidates tend to invest more significant effort into cultivating a core constituency of women on the basis of gender identity. In contrast, male candidates tend to delegate women-mobilization tasks to female surrogates. An analysis of approximately 1,000 newspaper articles reveals that the “most different” female candidates in Chile and Brazil consistently met with female voters early in their campaigns, evoked gender identities and promised pro-women change. The “most different” male candidates enlisted their wives and female politicians to target women, defend their pro-women promises, and deflect accusations of sexism. The theory illuminates multiple ways in which viable female candidates’ entry into the political arena can improve women’s representation.

Autor/in:
Stojanovic Djordjevic, Dijana
Quelle: Journal of Liberty and International Affairs, 1 (2016) 3, S 30-44
Inhalt: One of the fundamental values of the constitutional order in the Republic of Macedonia is the principle of equality which guarantees the equal rights regardless of the gender. The recognition and the promotion of the gender equal opportunities are a necessary precondition for democratic development. In the past 24 years of the independence, the political parties in the Republic of Macedonia passed through various stages and changes, which include the attitudes of the parties towards women issues. This paper will research the capacity of the main political parties in the Macedonian bloc, SDSM and VMRO-DPMNE, to develop, adopt and implement gender sensitive policies. The research will be based on the analysis of the election programs regarding the Parliamentary elections in 1990, 2002 and2011. The analysis will cover the development of the gender sensitivity in the election programs of SDSM and VMRO-DPMNE for the period of two decades.
Women on the Steering Wheel: Identifying the Potentials of Women in Improving the Protection of Indonesian Women Migrant Workers

Quelle: Journal of ASEAN Studies, 3 (2015) 2, S 102-115
Inhalt: This paper is based on a research that looked into the potentials of women as stakeholders in improving the protection of Indonesian women migrant workers abroad. It was designed based on the assumptions that an identification of the potentials of women at various levels and in various institutions may positively contribute to the efforts of finding solutions for the problems faced by women migrant workers and that rather than being seen merely as victims, women should be seen as actors who can actively participate in addressing the problems. This paper analyzes efforts made by a number of Indonesian women who are publicly recognized for their works in promoting the protection of Indonesian women migrant workers, both as state and non-state actors in the context of policy making. The focus is on how these women perceive the extend to which their efforts have been able to influence the policy making process. The discussion also includes how the women responded to the challenges and opportunities that they encounter as part of their learning process. The data for this paper was gathered through interviews with six prominent woman figures who are known for their work on the issue of women migrant workers. While confirming that as actors outside the government these women have made efforts to influence the policy making process, this paper showcases that the actual impact of their efforts is highly determined by the policy environment.

Titelübersetzung:Movement among comrades: approchement between social democrats and feminists
Autor/in:
Amlinger, Fabienne
(Autorenreferat)
Inhalt: "Only in 1971, Swiss women received political citizenship rights. At that time, feminists from the women's liberation movement had been actively involved in non-parliamentary politics for several years. With the right to vote and the right for election, however, their field of political action was expanded fundamentally. But among powerful parties only the Social Democrats SPS appealed to activists. Thus, by the end of the 1970s, some of the activists joined the party. This article examines how feminists were included into the SPS - a party whose structures were completely different from the non-hierarchical women’s liberation movement, whose comrades often turned out to be 'red patriarchs' and where gender issues were always treated as side contradictions. Were the feminists able to put emphasis on changes regarding content, program and structures of the party Did the SPS only incorporate them for the purpose of own interests? Did the feminists eventually turn their back on the party disappointedly?" (author's abstract)

"Talking point(s)": what Singaporean female politicians choose to say in parliament
Autor/in:
Devasahayam, Theresa W.
(Autorenreferat)
Inhalt: "This paper investigates the implications of women's underrepresentation in politics in relation to the kinds of issues they raise in Parliament. It has two objectives. First it raises the question of whether the current cohort of female MPs in Singapore has different political interests from their male colleagues, and second, it seeks to understand the larger concern of whether female MPs see their role in politics to be different from that of men's. Through an investigation of the kinds of issues female and male MPs have raised and discussed in Parliament, the paper argues that because the current cohort of female MPs operate within a paradigm that is masculine, they tend not to voice their opinion exclusively on issues thought to belong traditionally to the domain of women but rather on a range of issues. By not restricting themselves to discussing women's issues only, it is evident that these women have consciously chosen to demonstrate that they are equal to men and they are capable of handling any issue. Among Singaporean female MPs, there is an implicit understanding that they were voted in based on their capacity to contribute and serve the community to fulfil the goals of their respective parties rather than on their gender identity." Does the future of unions depend on the integration of diversity?

Autor/in:
Hansen, Lise Lotte
(Autorenreferat)
Inhalt: "The article relates gender equality problems with a wider agenda of challenges to the labour movement. The main argument is that unions have to reflect the diversity of their membership base in order to maintain their legitimacy among members and their strength in the labour market. The article concludes that transformative changes in union policy and practices could benefit both the labour movement and gender equality. The empirical focus is on gender equality policies in the LO (Denmark) and in UNISON (UK)." (author's abstract)

Titelübersetzung:"Doris' husband's party": the reduction of women's policy to family policy in the German federal elections 2002
Autor/in:
(Autorenreferat)
Inhalt: 'The rhetoric of the German federal election campaign was characterized by the term 'family', while women's and equal opportunity politics played only a residual role in the election debate. Our study investigates the causes for this reduction of women's policy to family policy in the election campaign. We analyzed the programmatic statements of the five major parties, the strategies employed by the campaign headquarters and the national press reports in the months heading up to the elections. The main finding is that the refamiliarization of gender debates was primarily due to the masculinist frames within the campaign headquarters. Campaign strategists for the most part exhibited little differentiated knowledge regarding gender issues. Moreover, their need for polarization and dramatization of the campaign formed a mixture of women's and policy issues that addressed women only as mothers - while for example leaving fathers completely out of the discourse frames. During the campaign, equal opportunity issues were not only dethematized but also delegitimized. The German media supported this delegitimation by way of indexing issues according to weight they had acquired in the campaigns.' (author's abstract)

Titelübersetzung:From women's movements to women's organizations, from empowerment to women's human rights: the globalization of policy on international women's movements
Autor/in:
Ruppert, Uta
(Autorenreferat)
Inhalt: 'The becoming global of international women's movements' politics is based on two interdependent processes: firstly the replacing of women's movements' groups by a growing number of women's NGOs and especially women's lobbying organizations; secondly the shift to women's human rights as strategic bond as well as normative frame of global women's politics. The whole development is double-edged. On the one hand movements' politics risk to loose significance. On the other hand movements' actors gain a central connecting reference point and more ability to navigate inside institutional politics on all levels of political action. Thus the challenge is to be strongly interconnected under the thematic umbrella of women's human rights different strategies of women's politics on all different levels of action.'
