Inhalt: Der Bericht gibt zunächst einen Überblick über Konzeption sowie organisatorische und wirtschaftliche Rahmenbedingungen des in Karlsruhe, Kassel, Schwerin und Stuttgart durchgeführten Modellprojekts, das im Folgenden evaluiert wird. Ziel des Projekts war es, mit niederschwelligen Konzepten zur beruflichen Förderung am modernisierten Verständnis der Hilfe zur Arbeit des Par. 72 BSHG anzusetzen und die arbeitsmarktpolitischen Angebote der verschiedenen Sozialleistungsträger so zu kombinieren, dass sich vor allem jüngere Frauen langfristig wieder ein wirtschaftlich selbständiges Leben aufbauen können. Das Projekt traf auf eine hohe Motivation bei den Teilnehmerinnen und kann als Erfolg gewertet werden. Die Teilnehmerinnen erwiesen sich als beschäftigungsfähig und reintegrierbar. Sie wiesen eine hohe Bildungsmotivation und ein hohes Interesse an betrieblicher Erprobung auf. Alle Angebote des Projekts wurden doppelt genutzt (berufliche Weiterentwicklung, Überwindung schwieriger Lebenslagen). Als unabdingbare Erfolgsvoraussetzung erwies sich die sozialpädagogische Begleitung. (ICE)

Gesellschaftliche Individualisierung, Erosion der männlichen Normalarbeitsbiographien und verstärkte weibliche Arbeitsmarktbeteiligung bei gleichzeitiger Verschärfung der Arbeitskontraktsegregation sind Kennzeichen dieser Re-Organisation bzw. Krise der Erwerbsarbeit. Die politischen Antworten auf diese Veränderungen variieren im europäischen Vergleich erheblich. In einigen Ländern wird das sog. duale Erwerbsmodell forciert, bei dem in sozial- und familienpolitischen Regelungen Frauen wie Männer als Erwerbstätige konzeptualisiert sind. In Österreich sind zwar hinsichtlich der Erwerbsbeteiligung und der Entwicklung der Arbeitsformen ähnliche Tendenzen festzustellen, alleine die politischen Forderungen deuten eine Verschiebung in der Kontextualisierung der Frauenerwerbsarbeit an: In familien- und sozialpolitischen Diskussionen dominieren Frauen als Mütter und nicht als Erwerbstätige. Diese politische Konstruktion von Frauen als beruflich Unterbrechende, Betreuende, Wiedereinsteigende, Dazuverdienerin etc. steht in krassem Kontrast zur statistischen Wirklichkeit, die eine hohe Frauenerwerbstätigkeit sowie wachsende berufliche Kontinuität ausweist.' Inhalt: 'This contribution addresses aspects of the so-called 'dual structural transformation' of the female workforce as a result of social changes in the general employment situation. Greater differentiation in work patterns, erosion of the typical male working life, increased female participation in the labour market accompanied by intensified contract discrimination are characteristic features both of this re-organisation and of the employment crisis. Political responses to these changes vary considerably across the European spectrum. In some countries the so-called dual-earner model is the norm. In Austria comparable tendencies may certainly be observed as far as participation in employment and the evolution of work patterns are concerned. However, the tenor of political discourse indicates the presence of a distorted conceptualisation of female labour. In the social and political debate concerning the family women are predominantly viewed as mothers rather than as wage-earners. This political construct in which a woman is seen as interrupting her employment, raising children, returning to work and supplementing family income is in glaring opposition to a statistical reality characterised by high levels of female employment and by increasing continuity in this employment.' women. The labor force participation of Japanese women is increasing, but women’s
employment is concentrated in relatively deregulated and flexible forms of non-standard and
precarious employment. Women and men have relatively equal levels of unemployment at
present, but the flexibility which characterizes part-time and temporary work lands women
into the ranks of the unemployed throughout their life course, while men are more likely to
experience unemployment at the entry and exit points to the labor market. Unemployment
measures are directed mainly at alleviating the sources of male unemployment. Employment
deregulation in Japan embodies varying degrees of re-regulation depending on the gender
composition of work types. Part-time work is undertaken primarily by women, and remains
relatively deregulated and unprotected. Temporary work regulations vary according to
whether the occupations are typically performed by women (deregulated temporary work) or
men (tightly regulated temporary work). Working hours have been deregulated for both men
and women, but coupled with the deregulation of temporary work in female-dominated
occupations, the change poses a greater disadvantage for women. The recent reform of the
Equal Employment Opportunity Law in Japan, while responding in part to social demands for
strengthening the regulation of equality, remains unenforceable. The analysis concludes that
rather than more equality in employment, recent Japanese developments point to the
institutional embedding of a gender segmented labor market, with men continuing in
relatively protected and regulated standard employment and women relegated to flexible and

In zahlreichen Beiträgen wurde der Frage nach einzelnen Determinanten dieser Entwicklung nachgegangen. Die Mehrzahl der Beiträge bezieht sich jedoch meist nur auf einzelne Politikbereiche und deren Einfluss auf die Arbeitsmarktsituation von Frauen. Eine Reduzierung auf einzelne Politikfelder (wie zum Beispiel Beschäftigungspolitik) verfehlt jedoch die holistischen Wirkungsweisen innerhalb eines Beschäftigungssystems. In diesem Beitrag wird ein theoretischer Rahmen zur Analyse der Arbeitsmarktpartizipation von Frauen erarbeitet. In diesem Analyserahmen werden die einzelnen Akteure eines Arbeitsmarktes - Haushalte, Firmen und Staat - getrennt und deren Interdependenzen analysiert. Politische Maßnahmen beeinflussen sowohl die Haushaltsseite (zum Beispiel durch Ausbildung oder Versorgungsleistungen) wie auch die Unternehmensseite (zum Beispiel durch die Organisation der Produktion). Die Interaktionen dieser drei Bereiche bestimmen nicht nur die Quantität, sondern auch die Qualität der Arbeitsmarktpartizipation von Frauen. Inhalt: 'The increased labour market participation of women in Europe has led to an intensive interdisciplinary research. Many contributions analysed the determinants of this development. The majority of these contributions, however, focuses only on specific policy fields and their implications an the labour market situation of women. A reduction to specific policy fields misses the holistic mechanism within an employment system. In this paper a theoretical framework for the analysis of the labour market participation of women is developed. Within this framework, I distinguish between the relevant actors of a labour market - namely households, firms and the state - and analyse the interdependencies between them. Political measures influence not only households (e.g. education, care activities) but also firms (e.g. organisation of production). The interaction of these three spheres determines the quantity and quality of the labour market participation of women. The empirical part of this paper tests some of the determinants of the labour market behaviour of women with the help of the data of the European Community Household Panel.' (author's abstract)

Inhalt: "In dieser Analyse werfen wir einen kritischen Blick auf die vermeintlichen Erfolge des japanischen und deutschen Beschäftigungssystems, indem wir den Fokus auf das Wachstum der geringfügigen Beschäftigung und der Frauenbeschäftigung legen. Wir untersuchen dies anhand der Begriffe der Institutionalisierung des Klassen- und Geschlechterkompromisses, die in einem Geschlechtervertrag auf der Basis eines starken männlichen Versorgers verankert sind. Diese starke Verankerung in Arbeitswelt und Wohlfahrt sowie die Organisationsprinzipien in den öffentlichen und privaten Sphären determinieren die Reform- und Erneuerungsfähigkeit des Modells. Zusätzlich zu den generellen Schwächen stehen beide Gesellschaften und Regierungen aufgrund der Zunahme der bezahlten Frauenbeschäftigung, der Zunahme geringfügiger Arbeit, sich ändernder Haushaltsformen und Werten vor der Aufgabe, bestehende Beschäftigungs-, Steuer- und Wohlfahrtsarrangements zu reformieren. Wir untersuchen, ob die Schwächung des traditionellen Versorgermodells angesichts der derzeitigen ökonomischen Probleme tatsächlich zur Verschlechterung der Bedingungen für die Kernbeschäftigten und der vergangenen Erfolge des starken Versorgermodells führen können." Inhalt: "In this discussion paper we set out to provide a critical perspective on the supposed successes of the Japanese and German employment system by focusing on the rise of marginal and female employment. We examine this in terms of the institutionalisation of a class and gender compromise that embedded a strong male-breadwinner gender contract. This compromised women's positions and standardised employment contracts around the needs, interests and authority of men. In both countries, women's secondary employment status often renders them dependent on income transfers from an individual full-time male worker. These 'successful' breadwinner models have been built on union demands for a 'family wage' and redistributive tax systems that create incentives for women to reduce their labour force participation, creating stark insider/ outsider forms of segmentation. The embedded nature of this model in the world of work and welfare, and the principles of organisation in the public and private spheres, constrain the options for reform and renewal. Adding to the current weaknesses both societies face, the increase of female integration in paid employment, the growth of marginal work, changing household forms and values, are forcing governments to reconsider how to reform existing employment, tax and welfare arrangements. We examine whether attempts to weaken the traditional breadwinner model, in the face of current economic problems, may in fact lead to undermining the conditions for core employees, and the pillars of success that supported a strong breadwinner model in the past."
