Inhalt: Dieser Forschungsbericht liefert einen umfassenden Überblick über die relevanten theoretischen Debatten zur Erklärung geschlechtsspezifischer Bildungsungleichheiten und fragt, welche Schlüsse sich aus diesen für die Fragestellung nach der regionalen Variation und der historischen Entwicklung von Geschlechterungleichheiten in Bildungsverhalten und Bildungserfolg in Deutschland ergeben. Inhalt: Mit dem Forschungsvorhaben wird erstmals eine umfassende Governance- und Implementationsuntersuchung vorgenommen, wie die Bundesagentur für Arbeit (BA) ihren gesetzlichen gleichstellungspolitischen Auftrag (§ 1 SGB III) umsetzt. Dieser beinhaltet, die Gleichstellung von Frauen und Männern als durchgängiges Prinzip zu verfolgen sowie darauf, dass die Leistungen der Arbeitsförderung die berufliche Situation von Frauen verbessern sollen, indem sie auf die Beseitigung bestehender Nachteile sowie auf die Überwindung eines geschlechtsspezifisch geprägten Ausbildungs- und Arbeitsmarktes hinwirken. Auf Basis der Analyseergebnisse werden insgesamt zehn handlungsbezogene Empfehlungen und Vorschläge (Handlungsempfehlungen) herausgearbeitet, mit denen aus Sicht des Forschungsteams die Beratung und Vermittlung in der BA qualitativ verbessert und eine durchgängige Verankerung von Gleichstellung gewährleistet werden können. Zudem werden Vorüberlegungen für ein gleichstellungsbezogenes Ziel im Zusammenhang mit einer neuen Rahmenzielvereinbarung zwischen Bundesagentur für Arbeit und dem BMAS getroffen. Der Schwerpunkt wird dabei auf die Erhöhung der Qualität von Beratung und Vermittlung durch die systematische Berücksichtigung einer Gleichstellungsperspektive in Bezug auf Kunden und Kundinnen (in der arbeitnehmer- und arbeitgeberorientierten Beratung) gesetzt.

On the changing correlation between fertility and female employment over space and time: a pooled time-series analysis on the impact of social indicators

Inhalt: "In OECD countries, the cross-country correlation between the total fertility rate and the female labour force participation rate turned from a negative value before the 1980s to a positive value thereafter. Based on pooled time-series analysis, the literature seems to agree that this change is due to unmeasured country and time heterogeneity with respect to female employment. However, the determinants of this heterogeneity remain unclear. Using data of 16 European countries from 1960-2005, the author estimates pooled time-series models of fertility and female labor force participation by applying Prais-Winsten regressions with fixed country and time effects and investigate the changing effect of female labor participation for a set of labor market, educational and demographic variables and indicators of social policy. The empirical findings reveal that the change in the correlation seems to be due to the increasing proportion of females employed part-time, increasing educational attainment of females, increasing age at first birth and increasing gross enrollment ratio of children in pre-primary education." Flexible working lives and pension coverage in Europe with a focus on women: Lessons to be learned by Germany

Inhalt: In particular due to increasing female employment over the last decades employment has become more flexible in regard to the contract form and we observe more discontinuous employment careers. This paper discusses in how far retirement pension systems in Europe are suited to cover the specific risks of flexible workers. Recent reforms to these systems (e.g. the strengthening of private elements) and their outcomes on flexible workers are also scrutinised. Section 1 discusses the increasing flexibility of working lives, focussing on breaks in paid employment caused by the incompatible demands of family and working life and on atypical forms of employment, in particular part-time and fixed-term employment. Section 2 discusses the problems encountered by persons with flexible labour market histories with regard to retirement pensions, and points to good practices from several European countries. Section 3 analyses retirement pension in Germany in detail based on the German Socio-Economic Panel (SOEP) data which contains life course information. It looks at differences in pension coverage taking account of the full-time and part-time employment history of individuals. It puts specific emphasis on the private ‘Riester pension’ plan which contains incentives for participation of specific labour market groups usually disadvantaged in third pillar private pension schemes.

Fertility, female participation in employment and reconciliation policies in Spain

Inhalt: Different aspects of decisions regarding parenthood are analysed. From an institutional perspective, reconciliation policies and features of the female labour market are studied, as well as the values and life views that may affect the decision to become a parent. From a micro-perspective, a multivariate model of proportional hazards is created from the 2004-2007 Spanish EU-SILC, where likelihood of pregnancy is analysed according to specific employment, personal, and family situations. Results are not conclusive, because the Hypothesis of Fertility Positive Turn was not confirmed directly for cases with a steadier work status. However, educational level does have a continuous effect, that is, women with university degrees, and especially employed ones, are more likely to become parents.

Inhalt: "The capitalist democracies of western Europe and the U.S. have developed extensive social programs, based on the principle of solidarity, that provide assistance to the destitute, the unemployed, the sick, the disabled, and the elderly. Due in part to growing levels of spending on these solidarity programs that may threaten financial solvency in some of these countries and in part to a growing belief that social programs should help people work and achieve self-sufficiency, these countries have implemented 'work activation' policies that try to encourage, entice, and cajole physically-able people to work. Experience implementing such work activation policies now suggests that policy can emphasize the relatively new goal of work activation while still achieving the traditional social purpose of solidarity programs by greatly reducing poverty. The aim of this paper is to review the experiences of the U.S. and selected European nations in attempting to balance solidarity with work activation by discussing both the components of an ideal work activation system and the problems these systems often encounter. The problems examined include too few jobs, recessions, low wages, and disconnected adults. The overarching purpose of the paper is to find a balance between the goals of social solidarity and work activation." (author's abstract)

Inhalt: "Die traditionelle Rollenverteilung im Haushalt sieht den Mann als Erbringer des Geldeinkommens, während die Frau unbezahlte Familienarbeit in der Ehe verrichtet und dafür 'im Austausch' einen Teil vom Geldeinkommen des Mannes erhält. Dieses Modell ist in Deutschland auf dem Rückzug. Frauen erwerben zunehmend ein eigenes Einkommen und sichern in wachsender Zahl ihre Lebensgrundlage selbst. Doch es gibt keine eindeutige Entwicklungslinie vom traditionellen männlichen Familienernährermodell (mit nichterwerbstätiger Frau) zum modernisierten männlichen Ernährermodell (mit in Teilzeit beschäftigter Frau) hin zu einem partnerschaftlich-egalitären Modell (mit zwei in ähnlichem Umfang erwerbstätigen Partnern). Dies zeigt das Aufkommen einer Gruppe von Haushalten, in denen die Frau die Hauptbezieherin von Erwerbseinkommen ist. Frauen fungieren in diesen Familien als die Haupteinkommensbezieherin und ernähren somit sich selbst und weitere Familienangehörige. Diese familiäre Situation rückt hier ins Blickfeld. Die vorliegende Studie fragt nach der Verbreitung solcher Haushalte in Deutschland sowie nach den Ursachen entsprechender Konstellationen. Bezüglich der relevanten Einflussfaktoren fragen wir: Welche Bedeutung haben für dies Konstellation erstens veränderte Familien- und Lebensformen, zweitens zunehmende Erwerbsintegration von Frauen, teilweise auch in höheren beruflichen Positionen sowie drittens Umbrüche in der Erwerbssphäre, die zu einer neuen Unsicherheit der Arbeit (auch) für Männer führen? Die Untersuchung analysiert daher Erwerbskonstellationen und Einkommenserwirtschaftung auf der Haushaltsebene." (Textauszug)

Inhalt: Die zentrale Stoßrichtung dieses Beitrages ist es, Wege für eine erfolgreiche Familienpolitik aufzuzeigen. Basierend auf einem 16-Ländersample und unter Zuhilfenahme des neuen MVQCA-Ansatzes werden unterschiedliche europäische familienpolitische Regulierungsmuster multivariat untersucht. Die theoretischen Annahmen basieren auf dem Ernährermodell. Es zeigt sich, dass (noch) in fast allen Ländern ernährertypische Strukturen zu finden sind und die Kinderraten entscheidend beeinflussen. Es wird dargestellt, warum flankierende familienpolitische Maßnahmen, besonders im finanziellen Bereich, neben einem hohen Kinderbetreuungsangebot und einer umfassenden Teilhabe der Frauen am Arbeitsmarkt, zentrale Faktoren sind, die zu einer Erhöhung der Kinderrate beitragen können.
Inhalt: The main focus of this contribution is to present pathways leading to a successful family policy. With the aid of the new MVQCA approach, we shall perform a multivariate analysis of various European patterns of regulation in family policies based on a sample of 16 countries. The theoretical assumptions are based on the breadwinner model. It is shown that structures typical of the breadwinner model can (still) be found in almost all the countries examined, and that these have a crucial effect on the birth rate. This article demonstrates why, along with child care supply and comprehensive female participation in the labour market, accompanying measures in family policy, especially financial support, are key factors in the increase of birth rates.

Inhalt: "Berufliche Geschlechtersegregation ist weiterhin eine wichtige Ursache von Geschlechterungleichheiten. Allerdings gibt die zunehmende Beteiligung von Frauen an tertiärer Bildung und am Arbeitsmarkt Anlass zur Hoffnung, dass Geschlechterungleichheiten abnehmen könnten. Denn Frauen haben heute bessere Chancen, in hochqualifizierten Dienstleistungsberufen, sogenannten Professionen, zu arbeiten. Dieser Beitrag fragt, ob solche optimistischen Annahmen berechtigt sind, indem er männliche und weibliche Erwerbstätigkeit in Professionen in Deutschland untersucht. Die Autorinnen nehmen an, dass auch heute noch stark ausgeprägte Geschlechterunterschiede zwischen Professionen im öffentlichen und privaten Sektor bestehen, die durch geschlechtsspezifische familiäre Verpflichtungen verschärft werden. Die empirischen Untersuchungen zeigen, dass auch unter hochqualifizierten Männern und Frauen eine hohe Arbeitsmarktsegregation existiert. Eine anfänglich horizontale Segregation zwischen dem öffentlichen und privaten Sektor bewirkt einen 'gleichen, aber unterschiedlichen' Berufseinstieg. Zu dieser horizontalen Segregation kommt in der familienintensiven Phase eine vertikale Segregation hinzu, was 'unterschiedliche und dadurch ungleiche' Arbeitsmarktchancen von Männern und Frauen begünstigt." Inhalt: "Occupational sex segregation is a persistent source of social inequalities. The increasing participation of women in tertiary education and rising female employment rates, however, have given hope that gender inequalities will decline as a result of growing female opportunities for high skill employment in the service sector, e.g. the professions. This paper asks whether such optimistic accounts are justified by comparing male and female professional career trajectories in Germany. Our main assumptions hold that, even today, strong gender differences continue to exist between public and private sector professions, which are further aggravated by different forms of family commitment. Overall, our analyses demonstrate that even among highly qualified men and women, important patterns of sex segregation are present. An initial horizontal segregation between public and private sectors brings about 'equal, but different' career prospects, which in the phase of family formation turn into vertical segregation, promoting 'different and therefore unequal' labor market chances." Inhalt: "Gender mainstreaming as a principle of designing, implementing and evaluating policies according to their impact on men and women and their lives is one of the leading principles of EU policies. All national governments agreed on this principle but only a few countries really developed a gender mainstreaming approach. The paper is an attempt to describe the development of employment policies in Germany since mid 2000 and to analyze its gender impact - as far as possible. It shows that most elements of the far reaching reforms of labour market regulations which came into force since 2005 do have a negative impact on women's employment position, especially regarding the wages and employment conditions. The German government - although committed to the overall principle - did not hesitate to implement its policies although the negative impact could be foreseen. The paper covers the period till 2008, the recent developments since the beginning of the economic crisis are not included." (author's abstract)
