Self-Selection and Selection. Transition from Secondary to Tertiary Education in Hungary

Inhalt: By law, students in Hungary, if they wish to study at the tertiary level, must submit a formal application (every year in Feb) & then must take an entrance exam (in Jun/Jul). When they pass this exam they are eligible to begin their studies (in Sept). This procedure divides the transition to tertiary education into two stages: self-selection (applying) & selection (passing the exam). Some of the recent literature in educational mobility claims that students make calculations before deciding on whether to continue their studies, & this decision is affected by their social origin. This paper investigates the two stages of educational selection, with the assumption that the act of applying is more strongly determined by social origin than success, among those students who applied & passed the exam. In the study, about 60,000 secondary school students were interviewed in a self-administered questionnaire in the spring of 1998, inquiring into whether they had submitted an application or not. The applicants were then identified in the autumn of 1998 in terms of whether they met the requirements of the exam & accepted into the tertiary level of education or not. The data contain basic information on the parents' occupation & education & the school performance of the students. These variables are used for predicting two dependent variables: application, & a successful exam among those who applied. The models were fitted by taking gender differences into consideration & were controlled for two types of secondary school: gymnasium & technical secondary school. The results show that self-selection is more strongly affected by social origin; the effect of the parents' characteristics drops if success in the exam is predicted among self-selected students.

Transition to University under Communism and after Its Demise. The Role of Socio-Economic Background in the Transition between Secondary and Tertiary Education in the Czech Republic 1948-1998

Inhalt: The aim of this study is to assess the most recent trend in inequality in access to tertiary education in the Czech Republic. The authors put forward the hypothesis claiming that the period of stable inequalities in the years 1948-1989 was followed by a period of growing inequalities during the postcommunist transformation (1989-1999). The study focuses primarily on the cultural & socioeconomic (class) dimensions of social origin & gender & their net effect on success in the transition between secondary & tertiary education. Theoretically, the paper draws primarily on the work of Raftery & Hout (1996) & Hanley & McKeever (1997), who claim that the chances of attaining higher education among individuals from families with a low social status can only increase on the condition that the demand for the given level of education has first of all been satiated among all the strata disposing of social & cultural capital. Another important theory they build on is the theory of rational action proposed by John Goldthorpe & Richard Breen (Goldthorpe 1996; Breen & Goldthorpe 1997). The principal hypothesis (inequality has grown) is tested using log-linear analysis applied on the data from various surveys carried out during 1998-2000, merged into one data set. The authors construct several models of the influence of social origin on the chances of making a successful transition between secondary & tertiary education in the years 1948-1999. The initial hypothesis of the growing effect of class origin on this transition in the period after 1989 has been confirmed. One of the strongest explanations for this trend is the insufficient expansion of the tertiary sector of education, which is incapable of satisfying the continually growing aspiration & corresponding demand for higher education in circumstances where socioeconomic inequalities are on the rise.

University Education: An Analysis in the Context of the FAMSIM+ Microsimulation Model for Austria

Inhalt: Das ÖIF betreibt zum Thema Bildungsentscheidung aktuelle Forschungen, u.a. werden Mikroanalysen als Basis eines Simulationsmodells verwendet, welches die zukünftige Zusammensetzung der österreichischen Bevölkerung nach Bildungsschicht untersucht. Diese Modelle schließen zusätzlich das unterschiedliche Fertilitätsverhalten (Anzahl, Zeitpunkt von Geburten) und Partnerschaftsverhalten (etwa Bildungsunterschiede in Partnerschaften) unterschiedlicher Bildungsgruppen ein. Datenbasis für diese Mikrosimulationsmodelle ist das Sonderprogramm des Mikrozensus 2/1996.
Inhalt: This working paper on university education analyzes the influencing factors on university enrollment rates, graduation vs. dropout rates as well as study durations in Austria. The analysis is based on the special program of the 1996 micro census that includes detailed educational histories. On the macro level, a considerable increase of enrollment rates can be observed that more than doubled in the second half of the last century. Female enrollment rates that were only one third of the male rates for the 1935-39 birth cohort, have already drawn level with the male rates. Changes on the macro level are the outcome of decisions taken by the individual agents on the micro level. Moving from the macro to a micro analysis of university enrollments and graduations, a very stable relation between parents’ educational attainments and the university graduation rates of their offspring can be found, besides the diminishing gender differences in educational behavior. For given educational levels of the parents, enrollment rates almost remained constant or even slightly decreased over time for the males, while female rates moderately increased and eventually met the male rates in the last decades. Given the marked differences in enrollment rates according to parents’ education - for the last birth cohort 1965-69 the rates range from around 4% to nearly 60% for the lowest and the highest (of the five) educational groups - a considerable part of the changes on the macro level can therefore be attributed to the changing educational composition of the parents’ generation. This result is consistent with the findings regarding prior educational transitions as studied in two previous papers. Being written in the framework of the FAMSIM+ microsimulation model currently under development at the Austrian Institute for Family Studies, various regression models regarding university education will be developed in this paper, besides providing a descriptive analysis. These models will serve as basis of the behavioral modules of the FAMSIM+ model that consists of three sub modules regarding university enrollments and graduations: First, it is determined whether a person enrolls at university. Second, it is decided if an enrolled person will graduate from university or drop out. Third, the individual enrollment duration is determined by means of a survival analysis.
Gender und Informationstechnologien im Kontext der Virtuellen Internationalen Frauenuniversität (Vifu)

Inhalt: Die Autorinnen berichten über den erfolgreichen Einsatz moderner Informationstechnologien in der Virtuellen Internationalen Frauenuniversität (Vifu), durch den die Vernetzung der Teilnehmerinnen von unterschiedlichen Standorten aus und über die Zeit der Präsenzphase der Internationalen Frauenuniversität (ifu) im Sommer 2000 hinaus ermöglicht wurde. Die ifu-Studentinnen kommen aus ca. 130 Ländern und verstehen sich gleichzeitig als Multiplikatorinnen, die technologische Innovationen in ihre Heimatländer tragen und neue, elektronisch geknüpfte Netzwerke weiter entwickeln. Die vorliegende wissenschaftliche Begleitung hat zum Ziel, die Bildungsaufgaben der Vifu zu unterstützen und nähere Erkenntnisse über den geschlechtsspezifischen Zugang zu Computern und Internet, zur computergestützten Kommunikation und on-line-community-Bildung sowie zur vorhandenen Arbeitsumgebung (z.B. Mailing-Listen, chat-rooms, Software-Oberflächen, Web-Design) zu vermitteln. Der Ausgangspunkt war die aus den Ergebnissen bisheriger Forschungen zu 'Gender und Informationstechnologie' entwickelte Leitfrage nach dem Einfluss der Variablen Geschlecht, Alter, Ethnizität und soziostrukturelle Bedingungen bei der Implementierung computergestützter virtueller Lernumgebungen. Dieser Frage werden folgende vier Untersuchungsdimensionen zugeordnet: Konzeption und Gestaltung virtueller Lernumgebungen (1); Computergestützte Kommunikation: Interaktion und Partizipation in virtuellen Kommunikationsforen (2); Web-Design (3) und Perspektiven für die Bildung stabiler Netzbeziehungen (4). Der vorliegende Bericht umfasst neben einem Überblick über die Forschungsliteratur zu den relevanten Arbeitsfeldern der Vifu die Ergebnisse von leitfadengestützten Interviews mit ExpertInnen im Bereich von virtuellen Lehr- und Lernformen sowie von Gender Studies in den Informationstechnologien. Abschließend werden Empfehlungen für die Weiterentwicklung virtueller Bildungsangebote und für pluralistische Formen der Wissensgenerierung herausgearbeitet. (ICI)
Inhalt: 'The use of modern information and communication technology as well as of internet-based networking facilities is the essential component of the Virtual International Women's University ('vifu'). The 'vifu' is the continuation of the International Women's University which was initiated in the framework of EXPO 2000 and was present at the EXPO for some time. The aim of the 'vifu' is to set up a virtual network of women from more than 130 countries. The investigation, which was funded by the Federal Ministry of Education and Research and was conducted at the ZiF, provides an overview of pertinent research. Structured interviews were conducted with international experts to gain sociologically founded insights into the development of virtual teaching and learning environments as a field of practice. The analysis focused an the ethnic, social, gender- and culture-specific conditions of developing virtual learning environments, which constitute at present a large field of 'experimenting'. The recommendations that could be deducted from the Interviews show: It is important to take not only structural barriers to online communication into account (e.g. differences in income, education or local infrastructure). In the international context it is the (currently underrated) interaction of these factors with the categories of gender, ethnic group, and geographic origin that must taken into consideration. Internet-based communication in electronic networks should also be prepared for differing levels of knowledge and of expectations an the part of the participants. Maximal opportunities of participation and an 'intercultural' internet competence should be facilitated by using concepts that can be grasped intuitively, by transmitting knowledge (in the phase of face-to-face instruction), by providing surfaces that are easy to use and by keeping requirements of technical resources low while at the same time avoiding high-tech gimmicks and semantic codes. In spite of the high demand of development and coaching involved, learning environments based an information and communication technology can make existing educational options more flexible, can enlarge conventional correspondence courses and promote the institutionalisation of scientific networks. Above all one thing is needed to reach a wide and sustainable participation in IKT applications in teaching: a didactic concept which could be achieved through an intensive co-operation of experts and through an evaluation of the experience gained with the 'vifu'.' Inhalt: "Ausgangspunkt der vorliegenden empirischen Untersuchung ist zum einen die Frage, warum nach einem rückläufigen Trend bis 1998 die Studierneigung sächsischer Abiturienten wieder angestiegen ist und zum anderen die Frage, warum sich seit 1996 wieder mehr sächsische Abiturienten für das Ingenieurstudium interessieren. Diese Entwicklung wird anhand der Humankapital- und Werterwartungstheorie zu erklären versucht. Im Vordergrund stehen dabei die Mechanismen, die letztlich zur Entscheidung für oder gegen ein Studium oder ein bestimmtes Studienfach führen. Demnach hängt die Studierneigung eines Individuums vom antizipierten Nutzen eines Studiums, von den erwarteten Kosten und der subjektiv eingeschätzten Wahrscheinlichkeit, aufgrund eigener schulischer Leistungen erfolgreich studieren zu können, ab. Jedoch tendieren Individuen aus niedrigen Sozialschichten im Unterschied zu Angehörigen höherer Sozialschichten nach Erwerb der Studienberechtigung dazu, den Nutzen von höherer Bildung zu unterschätzen und gleichzeitig die Kosten für Investitionen in höhere Bildung zu überschätzen. Daraus wird die These abgeleitet, dass Veränderungen in der Studierneigung und der Studienfachwahl von herkunfts- und geschlechtsspezifischen Verschiebungen in der Kosten-Nutzen-Relation eines Studiums abhängen. Diese Verschiebungen ergeben sich aus der Beurteilung der wirtschaftlichen Entwicklung und Arbeitsmarktsituation. Die Wahl des Ingenieurstudiums hängt vornehmlich von der individuellen Einkommensmaximierung ab. Die zweite These lautet deswegen: Je wichtiger die Verdienstmöglichkeiten sind, umso eher wählen studierwillige Abiturienten das Ingenieurstudium. Für die empirische Überprüfung dieser beiden Thesen werden Querschnittsinformationen über sächsische Abiturienten in den Abschlußjahrgängen 1996, 1998 und 2000 herangezogen. Bei Kontrolle der sozialen Herkunft und Geschlecht dieser befragten Abiturienten bestätigen die empirischen Befunde die angeführten Thesen. Ausschlaggebend für die Studierwilligkeit ist die subjektive Einschätzung der beruflichen Verwertbarkeit eines Studiums. Offensichtlich lassen sich einerseits Abiturienten aus unteren und zunehmend auch aus mittleren Sozialschichten und andererseits Abiturientinnen wegen ungünstiger Arbeitsmarktentwicklungen vom Studium abschrecken. Bei günstigen Arbeitsmarktsituationen streben sie wieder ein Studium an und wählen dabei oftmals auch das Ingenieurstudium. Nur bei Abiturienten aus höheren Sozialschichten ist die traditionell hohe Studierneigung weitgehend unabhängig von wirtschaftlichen Konjunkturen." (Autorenreferat)
Inhalt: "The objective of the empirical investigation is to analyze the changing pattern of interest in the continuation of higher education after leaving the secondary school until year 2000 as well as the increasing interest in study of engineering since 1996. For the explanation of this development the Human Capital Theory as well as the Rational Choice Theory resp. Theory of Subjective Expected Utility has been applied. The individual's interest for university education and choice of engineering depends on its subjective expected benefit of university degrees, costs and probability for successful education. However, individuals from lower social class has a propensity to underestimate the benefits of higher education as well as to overestimate the costs of human capital investments. The following theses has been derived: The change in the inclination for university education and the choice of one of the subjects of study depends on changes in the calculations of cost and benefits of an university degree depending on social origin and gender. These changes result from both the economic conditions and the labor market situation. When school-leaver being ready to study assume that they can realize maximization of income then they would like to choose engineering as subject of study. Using cross-sectional data about Saxony school-leavers holding an upper secondary leaving certificate in the years of 1996, 1998 and 2000 as well as considering the social selectivity of aspirations and resources depending on social class and gender the change in the interest for the continuation of university education are analyzed. By considering the respondents' social origin and gender the empirical results confirm our theses. The subjective evaluation of the occupational benefit of university education is important for the degree of the inclination interest for the continuation of higher education. In particular, the school leavers from lower and lower middle classes and female school leavers do not continue on education because of worse labor market development. When the labor market situations are favourable they are interest in university education again and to become an engineer. Only for the school leavers from the upper classes it is true that their inclination for higher education is resistent against economic cycles." (author's abstract)

Inhalt: 'Trotz einer starken Änderung im Bildungsverhalten der Frauen erhalten sich die geschlechtsspezifischen Unterschiede beim Zugang zu den Universitäten und reproduzieren sich in der Studienrichtungswahl weiter. Noch immer entscheiden sich mehr junge Mädchen und Frauen auch beim Studieren eher für geistes-, kultur- oder sozialwissenschaftliche Fächer als für ein technisches oder naturwissenschaftliches Studium. Die geringste Präsenz von Frauen ist in den typischen Ingenieurwissenschaften zu verzeichnen, in der Elektrotechnik und den Technischen Naturwissenschaften sind die Frauenanteile bei den Ersteinschreibenden in den vergangenen zehn Jahren sogar zurückgegangen. Prozentual beträgt der Anteil von Frauen in Technikstudiengängen an den österreichischen Universitäten zwischen 4 und 38 Prozent, an den Fachhochschulen - mit Ausnahme der Bereiche Medientechnik, Mediendesign, MultiMediArt und InterMedia - beträgt der Anteil von Frauen an der Gesamtzahl der Studierenden zwischen 1 und 23 Prozent. Zieht man in Betracht, dass nur mehr ein Drittel aller HTL-Schülerinnen an einer Fachhochschule oder an einer Technischen Universität weiterstudieren und dass im österreichischen Bildungswesen wichtige Ausbildungsentscheidungen bereits schon früh getroffen werden und nur mehr schwer korrigiert werden können, dann werden auch für die Zukunft keine wesentlichen Änderungen zu erwarten sein, wenn nicht verstärkt Maßnahmen unternommen werden, um Mädchen für ein technisches Studium zu motivieren. Die Literatur- und Internetrecherchen zielen darauf ab, Informationen und Daten hinsichtlich derjenigen Rahmenbedingungen zu erheben, innerhalb derer heute Mädchen und junge Frauen ihre Studienwahl treffen, sowie eine Übersicht über jene Projekte und Maßnahmen zu erhalten, die eine Technikorientierung von Mädchen im Rahmen ihrer Studienwahl befördern könnten. Im vorliegenden Bericht werden diese Informationen, Praxisbeispiele und Modellprojekte zusammengestellt und im Hinblick auf eine mögliche Adaptierung für österreichische Mädchenförderung diskutiert.' Inhalt: 'In spite of a changing situation for female education differences still exist in choosing a study as well as in aiming a profession. In cultural, social and philosophical studies women are represented to a larger degree in natural sciences than in technical fields. In Austria, the rate of female technical and scientific students is between 4% and 38%. Therefore there is a need of improved information and orientation towards technical and scientific studies in schools in order to give advices and examples of female scientists to motivate young women to choose a technical or scientific study. The paper summarises the results of recent data and information (of literature and internet research) concerning the Austrian situation and points out some examples and model projects within Germany and Austria to motivate young woman to assume technical studies.'
