Inhalt: Die Arbeit versucht die soziale Kategorie "Frau", ihre Funktionsweise in sozialen Situationen und ihre Konstitution sowohl auf symbolischer als auch soziostruktureller Ebene innerhalb der mexikanischen Kultur und Gesellschaft zu klären. Die Konstruktion von Weiblichkeit in Mexiko erfolgt im wesentlichen entlang der bedeutungsstiftenden Strukturen einer Vielzahl von Kulturen (zumindest: die indigen/traditionelle, die hispanisch-europäische und die mestizisch/mexikanische), gesellschaftlicher und politischer Institutionen (wie das staatliche Entwicklungsprojekt, Bildungsinitiativen, Kirchen und Religion) und weiterer, diffuser Einflüsse (etwa die Massenmedien in ihren populären Formen). Der Autor versucht diese als objektiv gedachten Strukturen - seien sie symbolisch oder Institutionen - ihrem jeweils subjektiv gemeinten Sinn nach deutend zu verstehen. Dazu wird ein Konzept von Bedeutungssystemen entwickelt, die den Diskurs auf der Ebene der Sprache, den Austausch symbolische Güter auf der Ebene des Sozialen, bedeutungsschaffende Mythen auf der Ebene des Kulturellen und schließlich deren je konkrete und körperliche Auswirkungen erfassen. Von diesem erweiterten Verständnis von Sinn ausgehend, werden Konstruktionen von Männlichkeit und Weiblichkeit im sozialen Raum Mexikos nachgezeichnet. (ICA2)

Inhalt: "Previous research has found a steady increase in the number of people involved in emerging forms of civic engagements such as Internet campaigns, protests, political consumerism, and alternative lifestyle communities. Verba et al. (1995) have established that various forms of political participation in the United States follow a pattern of structural inequality, based on income, education, gender and civic skills. The growing popularity of emerging action repertoires forces us to re-evaluate the claims of this literature. Do these patterns of inequality persist for the emerging action repertoires across advanced industrialized democracies, or are they becoming even stronger, as Theda Skocpol (2003, 2004) argues? The results of this cross-national analysis with longitudinal comparisons suggest that gender inequalities in emerging political action repertoires have substantially declined since the 1970s, whereas other forms of inequality have persisted. However, contrary to the more pessimistic claims about a 'participation paradox', there is no evidence that inequality based on socio-economic status has substantially increased since the 1970s." Decentring hegomonic gender theory: the implications for educational research

Inhalt: The knowledge gathered and reviewed in the field of gender studies has been disseminated globally over the twentieth century but has paid relatively little regard to the contexts and meanings
that have simultaneously emerged in other regions of the world. The emergence of global equality agendas in education associated with new frameworks and metrics for national growth provides a unique opportunity to bring together these diverse understandings of gender. This paper compares gender education theory in Western Europe and North America on one hand, and those from locations within Africa and South Asia on the other. We examine the major contributions of Southern gender theorists, two from Africa and two from South Asia, though four themes raised by these authors: the
category of 'third world woman' and by implication the 'girl child'; the othering of motherhood; the sexual/ gendering of the body and the consequence of dislocation on academic positionalities. A new feminist research agenda is indicated that aims to reduce binaries, increase bi-cultural workings, and readdress the role of positionality in the field of gender education research.

Inhalt: Die Verfasserin analysiert lebensgeschichtliche Interviews mit jeweils sechs männlichen und weiblichen Überlebenden des Konzentrationslagers Mauthausen. Für die Auswahl der Lebensgeschichten ist die Zeichnung ambivalenter Geschlechterbilder ein Kriterium gewesen. Ein weiteres ist gewesen, ob die Interviewten zum Zeitpunkt der Verfolgung Kinder hatten (dies trifft für zwei Frauen zu). Es wird verdeutlicht, dass Geschlecht neben anderen Faktoren ein relevanter Faktor in der Art und Weise der Darstellung historischer Ereignisse ist. Die Frage nach Geschlechtlichkeit birgt jedoch auch die Gefahr in sich, dass die scheinbar strikte Dualität der Geschlechtskategorien reproduziert und gestärkt wird. Wenn man beispielsweise fragt, wie Frauen und Männer die nationalsozialistische Verfolgung erlebten, ist der Ausgangspunkt zum einen diese meist unhinterfragte Zweiteilung der Geschlechter und zum anderen gehen wir von der impliziten Annahme aus, dass eine eindeutige Zuordnung zu einem Geschlecht möglich ist. Man wird damit auch angenommen, dass das Geschlecht Teil ihrer Identität ist und dass es ein geschlechtsspezifisches Erleben gibt. Geschlecht als sozial relevante Kategorie nicht zu inkludieren würde sowohl einer Nichtberücksichtigung existierender Machtverhältnisse und Ungleichheiten als auch einem Verlust an Informationen mit der Konsequenz inadäquater Analysen gleichkommen. Inhalt: In European public debates, Islam is often described as an impediment to gender equality. By using data from surveys conducted in Germany, we analyze the role of high levels of individual religiosity in explaining Turks' and Germans' approval of gender equality and the way Turkish and German couples share household tasks. Results suggest that for both groups, individuals with strong religious commitments are less likely than secular ones to hold egalitarian gender role attitudes. At the behavioral level, this correlation between religiosity and gender egalitarianism only holds true for Turkish respondents. Furthermore, strong religious commitments contribute to generational stability in attitudinal and behavioral gender-traditionalism among Turks. However, when explaining Germans' more egalitarian gender-related attitudes and behaviors, religiosity turns out to be just one factor among others – and not a particularly important one. Further research is needed to disentangle the different cultural and religious aspects of Muslim migrants’ attitudes and behaviors.

Inhalt: Die Untersuchung zeigt, dass Ansätze zur Gleichstellung der Geschlechter am Arbeitsmarkt in der bisherigen Umsetzungspraxis des SGB II eine geringe Rolle spielten. Trotz anhaltender geschlechtsspezifischer Ungleichheiten auf dem Arbeitsmarkt existierte nur eine insgesamt schwach ausgeprägte gleichstellungspolitische Steuerung, der zudem Rahmenbedingungen (u. a. knappe personelle Ressourcen und Priorisierung von Effektivitäts- und Effizienzzielen) gegenüber standen, die dem Nachteilsausgleich auf operativer Ebene enge Grenzen setzten. Positive Beispiele beruhten oft auf dem Engagement einzelner Fach- und Führungskräfte oder externen Anstößen. Durch ein insgesamt stärkeres Fördern und Fordern von Männern wurden damit tendenziell eher tradierte Rollenmuster und geschlechtsspezifische Integrationswege stabilisiert, statt diesen aktiv entgegen zu wirken.

Variance estimation for complex indicators of poverty and inequality using linearization techniques

Inhalt: "The paper presents the Eurostat experience in calculating measures of precision, including standard errors, confidence intervals and design effect coefficients - the ratio of the variance of a statistic with the actual sample design to the variance of that statistic with a simple random sample of same size - for the 'Laeken' indicators, that is, a set of complex indicators of poverty and inequality which had been set out in the framework of the EU-SILC project (European Statistics on Income and Living Conditions). The Taylor linearization method (Tepping, 1968; Woodru, 1971; Wolter, 1985; Tillé, 2000) is actually a well-established method to obtain variance estimators for nonlinear statistics such as ratios, correlation or regression coefficients. It consists of approximating a nonlinear statistic with a linear function of the observations by using first-order Taylor Series expansions. Then, an easily found variance estimator of the linear approximation is used as an estimator of the variance of the nonlinear statistic. Although the Taylor linearization method handles all the nonlinear statistics which can be expressed as a smooth function of estimated totals, the approach fails to encompass the 'Laeken' indicators since the latter are having more complex mathematical expressions. Consequently, a generalized linearization method (Deville, 1999), which relies on the concept of influence function (Hampel, Ronchetti, Rousseeuw and Stahel, 1986), has been implemented. After presenting the EU-SILC instrument and the main target indicators for which variance estimates are needed, the paper elaborates on the main features of the linearization approach based on influence functions. Ultimately, estimated standard errors, confidence intervals and design effect coefficients obtained from this approach are presented and discussed." (author's abstract)

Inhalt: "The paper looks at sites of production and negotiation of development knowledge which constitute translocal spaces and interfaces within organisations and their environment. Taking a gender approach, it assumes that there is a gendered structure of knowledge and that organisations are gendered with regard to conceptualisations and policies. Other dimensions of analysis are that of 'women in organisations' (as actors and members), as well as typical interfaces between different levels of organisations and their environment, i.e. clients and social reality of everyday life. The (global) knowledge society is discussed with regard to its gendered organisation and the issue of legitimate carriers and vertical coherence of social knowledge is addressed, looking at NGOs as knowledge producers which are supposed to contribute valid gender knowledge. The bureaucratic management of knowledge in organisations is studied as leading to technocratic, authoritarian modes, excluding gender knowledge and rendering accumulation of experience and learning impossible. The analysis is based on the study of the 'development world' especially in and regarding (West) Africa. In particular, development of local communities and decentralisation (especially referring to the case of Senegal) shows how female spaces are dwindling. No interfaces exist where women's livelihood-oriented and crosscutting knowledge and experience could be brought into the new formal political structures. There is a process of increasing informalisation of organisations of women, providing room to manoeuvre on the one hand, but also exclusion and marginalisation on the other. Men mainly organise themselves in formal groups, women usually in informal ones, thus diminishing their access to formal institutions and also the production of knowledge from their side - such as alternative modes of accumulation between men in the formal and women in the informal sectors. This hinders the upgrading and (resulting) lack of promotion of gendered forms of social cohesion and security. However, global networking and knowledge production are taking place not only in women's organisations and movements, but also in migration and other translocal spaces, with the internet possibly contributing to more horizontal exchange and enabling diversity."
