Closing the Gender Gap in Leadership Positions: Can Expanding the Pipeline Increase Parity?

Inhalt: Gender gaps in leadership roles may be reduced
by increasing the number of women in career stages that
typically precede high-status positions. this can occur
by increasing the supply of experienced women, inspi-
ring new female candidates for these positions, and/or
changing beliefs about women as leaders. In this study,
we investigate whether and how adding women to a
career pipeline can reduce gender gaps in higher-ranking
positions over time. Specifically, we examine the effects
of women‘s local electoral success on subsequent female
candidacy at higher levels of government in India from
1977 to 2014. We use close elections won by women
contesting state legislature seats to identify the effect
of pipeline expansion on later candidacy for the national
parliament. the results indicate that for each additional
lower-level seat won by a woman, there is a 30 percent
increase in the number of female candidates in subse-
quent national legislature elections. this effect is driven
by new candidates and not by career politicians, and
women receive a disproportionately favorable increase
in the vote share. these effects are strongest in areas
with low levels of existing female political participation
and empowerment. the findings are consistent with a
mechanism in which exposure reduces bias, allowing for
updated beliefs about the viability of latent candidates
who then run for higher office.“

Inhalt: Entschließung: Die Konferenz der Gleichstellungs - und Frauenministerinnen, - minister, - senatorinnen und - senatoren der Länder (GFMK) stellt fest: Wissenschaft ist ohne die Chancengleichheit der Geschlechter und die systematische Einbeziehung der Geschlechterperspektive in die Diskurse verschiedenster Fachdisziplinen nicht zukunftsfähig. Das wissenschaftliche Potential von Frauen sowie eine starke Geschlechterforschung wirken sich positiv auf die Forschungsvielfalt und die Qualität von Forschungsergebnissen aus und gehören heute zum Profil eines modernen, exzellenten und international wettbewerbsfähigen Wissenschaftssystems. Chancengleichheit ist dabei nicht nur ein ökonomischer Faktor, sondern eine Frage der Gerechtigkeit.

Inhalt: This paper argues that the socialist episode in East Germany, which constituted a radical experiment in gender equality in the labor market and other instances, has left persistent tracks on gender norms. We focus on one of the most resilient and pervasive gender gaps in modern societies: mathematics. Using the German division as a natural experiment, we show that the underperformance of girls in math is sharply reduced in the regions of the former GDR, in contrast with those of the former FRG. We show that this East-West difference is due to girls’ attitudes, confidence and competitiveness in math, and not to other confounding factors, such as the difference in economic conditions or teaching styles across the former political border. We also provide illustrative evidence that the gender gap in math is smaller in European countries that used to be part of the Soviet bloc, as opposed to the rest of Europe. The lesson is twofold: (1) a large part of the pervasive gender gap in math is due to social stereotypes; (2) institutions can durably modify these stereotypes.
The ‘Mighty Girl’ Effect: Does Parenting Daughters Alter Attitudes towards Gender Roles?

Inhalt: „Understanding the malleability of gender
norms is crucial to address gender inequalities. We study
the effect of parenting daughters on a gender role atti-
tude relating to the traditional male breadwinner model:
whether the husband should earn and the wife stay
at home. We control for other covariates that capture
alternative explanations for gender role perceptions. our
results suggest evidence of a positive effect of parenting
daughters on acceptance of less traditional gender roles.
the effect is only robust among fathers and driven by
parenting school age rather than younger daughters,
which is consistent with a social identity explanation.
results suggest that parenting daughters of school
age (as opposed to parenting only sons) increases the
probability to disagree with the statement that ‚husband
should earn and wife stay at home‘ by over 5 percentage
points. We conclude that gender role attitudes can be
shaped by events that occur later in life."

Inhalt: Over the last few decades, research, activity, and funding has been devoted to improving the recruitment, retention, and advancement of women in the fields of science, engineering, and medicine. In recent years the diversity of those participating in these fields, particularly the participation of women, has improved and there are significantly more women entering careers and studying science, engineering, and medicine than ever before. However, as women increasingly enter these fields they face biases and barriers and it is not surprising that sexual harassment is one of these barriers. Over thirty years the incidence of sexual harassment in different industries has held steady, yet now more women are in the workforce and in academia, and in the fields of science, engineering, and medicine (as students and faculty) and so more women are experiencing sexual harassment as they work and learn. Over the last several years, revelations of the sexual harassment experienced by women in the workplace and in academic settings have raised urgent questions about the specific impact of this discriminatory behavior on women and the extent to which it is limiting their careers. Sexual Harassment of Women explores the influence of sexual harassment in academia on the career advancement of women in the scientific, technical, and medical workforce. This report reviews the research on the extent to which women in the fields of science, engineering, and medicine are victimized by sexual harassment and examines the existing information on the extent to which sexual harassment in academia negatively impacts the recruitment, retention, and advancement of women pursuing scientific, engineering, technical, and medical careers. It also identifies and analyzes the policies, strategies and practices that have been the most successful in preventing and addressing sexual harassment in these settings.
