Support on the way to the top? The effect of organisational equal opportunities measures on women’s promotion prospects

Inhalt: Even though women have been able to increase their participation in management positions to a small extent in recent years, they are still significantly underrepresented in management positions. Organisational measures to promote gender equality and work-life balance are seen as an option to reduce inequalities between men and women. However, there are relatively few firms that have formalised organisational gender equality policies. Against this background, I examine whether organisational measures may increase women's career opportunities or promote the assumption of management positions on a part-time basis. This is investigated using a German Linked-Employer-Employee dataset (LIAB) from 2012 to 2016 and logistic panel regression models. The results show that the targeted promotion of women in particular improves their chances of promotion. However, this is not the case for mothers and their chances of achieving a part-time management position: these are lower when targeted promotion of women is practised in a firm. Measures to improve reconciliation, such as firm support for childcare or for employees with dependents in need of care, have a positive effect on advancement to management positions. The effect of family-friendly working conditions in a firm is heterogeneous: while women have lower chances of promotion, their chances of obtaining a management position with reduced working hours are higher. In contrast, a firm's membership in a family-friendly network has a negative effect on the career and promotion opportunities of women.

Inhalt: Women remain underrepresented in senior positions within universities and report barriers to career progression. Drawing on the concepts of Foucault and Bourdieu, with an emphasis on technologies of the self, this article aims to understand mothers’ academic career experiences. Interviews were conducted with 35 non‐STEMM (science, technology, engineering, mathematics and medicine) academics in Scotland and Australia, to reveal the gender dimensions of parents’ academic careers, in neoliberal university contexts. The data suggest that there are tensions between organizational policies, such as maternity leave and flexible work, and the contemporary demands of academic labour. New managerial discourses which individualize and make use of moral systems are particularly effectual in driving women to take up marketized research activity and compromise leave entitlements.

Equal opportunities in the postdoctoral phase in Germany?

Inhalt: This paper discusses results of a research project on equal opportunities between women and men in the postdoctoral phase in German universities. It illustrates how the funding system is organized and whether this contributes to more equal opportunities for men and women, especially concerning the work–life interference. Although the system loses women after the doctorial phase, equal opportunity is not a core issue in the promotion of postdoctoral researchers in Germany. Instead, it tends to be addressed indirectly via an array of different compensatory support programmes. One key finding is that certain programmes, such as ‘coaching’, ‘networking’, ‘mentoring’ or financial support, are not offered everywhere, and therefore many postdoctoral researchers do not have the opportunity to utilize them. Furthermore, we found evidence of a gender-specific demand for support programmes. Another finding was that work–life interferences in scientific careers are not addressed by support programmes. The organization of everyday life is not taken into account. Given the context of uncertain career paths in Germany and the unequal working conditions of women and men in academia in Germany, it becomes clear that equal opportunities cannot be realized by ignoring the informal and gendered handling of work-life-balance.

Inhalt: Seit der Novellierung des Bundesgleichstellungsgesetzes (BGleiG) sind alle Bundesbehorden verpflichtet, als Teil der Bestandsaufnahme „eine Darstellung [zu gestalten], die zeigt, wie Frauen und Manner die Ma.nahmen zur besseren Vereinbarkeit von Familie, Pflege und Berufstatigkeit in Anspruch genommen haben und wie sich ihr beruflicher Aufstieg darstellt im Vergleich zu Frauen und Mannern, die solche Ma.nahmen nicht in Anspruch genommen haben“ (§ 13 BGleiG). Diese neue Anforderung geht uber eine einfache statistische Darstellung der Haufigkeit der Inanspruchnahme von Vereinbarkeitsma.nahmen und des beruflichen Aufstiegs hinaus, und erfordert die Berechnung von statistischen Zusammenhangen und Einflussen. Dieser Beitrag stellt eine geeignete Analysemethode sowie zwei neue Kennzahlen vor, die fur das Umweltbundesamt (UBA) im Rahmen eines Projektes im Dezember 2015 entwickelt wurden.

Inhalt: Die universitäre Wissenschaft befindet sich in einem tief greifenden und weit reichenden Umbauprozess. Eine dominierende Entwicklungstendenz ist die Ökonomisierung, die sowohl das Verhältnis zwischen Organisation und Profession, als auch zwischen Staat und Markt neujustiert. Daneben lassen sich weitere Entwicklungen feststellen, etwa die Standardisierung der Studiengänge im Rahmen des Bologna-Prozesses, die Implementation von Gender Mainstreaming und Diversity Policies, sowie Auditierungen und Zertifizierungen, welche Universitäten eine neue Familienfreundlichkeit und Geschlechtergerechtigkeit bescheinigen. Diese Prozesse berühren die Geschlechterarrangements in der Wissenschaft. Der Beitrag fragt, wie die verschiedenen Entwicklungen einander beeinflussen und wirken. Er zeigt, dass die Gewichtung der verschiedenen Tendenzen, ihr Zusammenspiel und die Folgen für die Geschlechterarrangements länder- und organisationsspezifisch variieren.

Inhalt: "Recent research on the compatibility of family and work suggests decoupling as typical strategy businesses pursue with regards to societal expectations for family-friendly policies. The article presents three qualitative organizational case studies which basically confirm this diagnosis. However, it also brings to light findings that cannot be subsumed under the neoinstitutional explanatory model, including work-life balance policies as career policies. This gives rise to further theoretical considerations: Based on the pragmatist theory of differentiation (Renn 2006) this decoupling is reframed as context-sensitive translation. The case studies show that such a strategy opens up new possibilities of analysis: they can also be understood in terms of control theory, mechanisms of domination and inequality. The article concludes by proposing two theses which interpret the conditions for reconciling work and family life as unintended consequence of political regulation." (author's abstract)

the author saws this as a good opportunity to think about the stakes behind the question.
In order to address this complex issue, it is necessary to think about the many 'preliminary
questions' that we have to ponder before responding: Why should fertility be raised?
Are political measures legitimate? Are they efficient? On what basis are we qualified
to give 'expert' opinions on such a topic? When the question comes to the fore, we
as scholars are sometimes asked to provide an answer. It would, of course, be more
comfortable not to answer, but our interlocutors (politicians, journalists, teachers,
and also funding agencies) often want a definite response one way or the other. Even
though our position may be a matter of politics as well as a matter of science, we
must give an answer. The empirical evidence shows that European countries where gender
inequality is lower are also the countries where fertility is the highest. This is
the evidence-based response that we can give to that question. European countries
need to find a new equilibrium after the end of the baby boom period, when gender
equality was very low. In all countries, the empowerment of women is underway, thanks
to the economic independence given by work-related income. Increasing gender equality
is an efficient way to reduce the opportunity costs of having and raising children,
and thus to increase fertility. Finally, 'pushing for gender equality' may have many
positive effects other than raising fertility, and has few negative side effects.
Gender equality is thus a convenient political aim per se; an institutional goal which
leaves many political questions open. So, yes, we agree that governments in Europe
should be more aggressive in pushing for gender equality to raise fertility!" (author's

Inhalt: Die Verbesserung der Vereinbarkeit von Beruf und Familie ist im Zusammenhang mit der Schaffung von mehr Geschlechtergerechtigkeit ein zentrales Anliegen der Gesellschaftspolitik und bildete auch den Schwerpunkt des Frauenkongresses des Schweizerischen Gewerkschaftsbundes 2009. Mit der Fokussierung auf die Vereinbarkeit besteht nach Meinung der Autorinnen jedoch die Gefahr, dass die Frage der Gleichstellung der Frauen auf dem Arbeitsmarkt auf die Thematik der Schaffung von familienfreundlichen Arbeitsbedingungen reduziert wird. Einer fortschrittlichen Arbeits- und Geschlechterpolitik muss daher Demokratie als normative Leitidee zugrunde gelegt werden, denn Geschlechterdemokratie bedeutet Umverteilung der Macht auf allen Ebenen der Gesellschaft. Die klassischen gewerkschaftlichen Themen der Lohngleichheitspolitik und der Arbeitszeitpolitik müssen deshalb unter dem Aspekt der Geschlechtergerechtigkeit neu diskutiert werden. Die Autorinnen fordern in ihrem Beitrag das Recht der Frauen auf finanzielle Unabhängigkeit, die Umverteilung der bezahlten und unbezahlten Arbeit sowie die volle gesellschaftliche Anerkennung der Arbeit im Pflegebereich. Sie betonen ferner die Tatsache, dass die globale Frauenperspektive die Notwendigkeit eines neuen geschlechtergerechten Wirtschaftsmodells verstärkt. (ICI2)
