Inhalt: Am 29. Oktober 2019 fand im VN-Sicherheitsrat die jährliche offene Debatte über die VN-Agenda 1325 zu Frauen, Frieden und Sicherheit statt. Ziel der Agenda ist es unter anderem, Frauen an Friedens- und Sicherheitsmaßnahmen stärker zu beteiligen, ihre Rechte zu schützen und ihre Sichtweisen systematisch in die Bearbeitung von Konflikten einzubeziehen. Die Russische Föderation, ständiges Mitglied des Sicherheitsrats, hat sich als 1325-Skeptikerin erwiesen. Dabei ist sie in viele internationale Konflikte involviert; folglich gäbe es zahlreiche Anknüpfungspunkte, die Agenda umzusetzen. Deutschland stehen Möglichkeiten offen, die Implementierung in Russland zu unterstützen und so den geschlechtsspezifischen negativen Auswirkungen der Konflikte entgegenzuwirken, an denen der Kreml beteiligt ist.

Inhalt: "Promoting gender equality is smart development policy," says the World Bank. In line with this narrative, many companies have promoted gender equality in terms of bridging the gender digital divide. In Argentina, a growing number of grassroots initiatives sponsored by corporations have emerged and provide training in digital and soft skills as well as entrepreneurship and leadership opportunities. Without denying the efforts, importance, and value of the work of these groups, this paper studies some of the contradictions inherent to the increasing power that corporations have in the discourse and practice of reducing the gender digital gap. My argument is that these projects contribute to reinforcing current economic, social, and geographical divides, to discriminating against gender non-conforming people, and to further limiting government intervention in this area.

Inhalt: Denmark was among the first countries to achieve female enfranchisement to the national parliament (1915) and it is a society with a long tradition for gender equality policies and women’s rights. 100 years later, the Danish case gives grounds for reflections on gender balance, on segregation and positions occupied by women in national parliaments. Drawing on insights from literature on gender and politics and on parliamentary committees, the article asks what the gendered distribution of seats and chairs is in the Danish parliament, the Folketing, and what can explain these gendered patterns. To answer these questions, this article investigates the horizontal and vertical gendered segregation of standing parliamentary committees of the Danish parliament 1990-2015 based on an explorative, longitudinal study. The results show that the Danish parliament is characterized by both vertical and horizontal segregation in relation to parliamentary committees. Both categories of segregation are declining over time, but the analysis reveals interesting patterns of change and stability especially for the horizontal segregation. Several committees have an over-representation (social, education and research and health) and under-representation of women (defence, finance and transport). A number of committees are characterized by a share of 30-40% women. This category is especially interesting as it points towards a decline in horizontal representation.

Inhalt: The two parts of the gender revolution have been evolving side by side at least since the 1960s. The first part, women's entry into the public sphere, proceeded faster than the second part, men’s entry into the private sphere. Consequently, many employed mothers have carried a greater burden of paid and unpaid family support than fathers throughout the second half of the 20th century. This constituted women's "second shift," depressing fertility. A central focus of this paper is to establish second shift trends during the second half of the 20th century and their effects on fertility. Our analyses are based on data on cohort fertility, male and female labor force participation, and male and female domestic hours worked from 11 countries in Northern Europe, Western/central Europe, Southern Europe, and North America between 1960/70 and 2000/2014. We find that the gender revolution had not generated a turnaround, i.e. an increase in cohort fertility, by the end of the 20th century. Nevertheless, wherever the gender revolution has made progress in reducing women’s second shift, cohort fertility declined the least; where the second shift is large and/or has not been reduced, cohort fertility has declined the most.

Inhalt: "Based on the great importance of gainful employment as a medium of socialization, this article analyses the so-called standard employment relationship, which represents the normality and norm of gainful employment in Germany. With regard to three different feminist power contexts, this core labour and social policy institution is theorized as a power and domination relationship that virtually requires the exclusion of women, makes gender inequalities within the labour market and in regards to social security permanent, and that ultimately prevents changes in gender relations. The article further argues that the institution thereby acts as a barrier for an egalitarian social participation of women and men. In order to develop a framework for a new standard employment relationship, the authors outline a new concept for conceptualizing employment. This concept comprehends employment in its social context and as a result provides a basis for gender equality." (author's abstract)

The results address a reinforcement of traditionalism mainly due to the period effect that shows regional differences given by history.

Inhalt: Discrimination against women based on the fact that they are women is a deeply rooted practice in all societies. However, the level of discrimination varies greatly with the level of development of the given society and strongly influences and vice versa it is influenced by the status of women in a given society. Addressing this gender-based discrimination is a difficult task because it is closely linked to the concept of equality, and state’s action and inactions. The article establishes that the States parties’ obligation is to ensure that there is no direct or indirect discrimination against women in their laws, sanctions, and other remedies and those women are protected against discrimination in the public, as well as, in the private spheres.

Inhalt: "The uprisings that led to regime change during the early period of the Arab Spring were initially inclusive and pluralistic in nature, with men and women from every political and religious orientation engaging actively in political activities on the street and in virtual spaces. While there was an opening of political space for women and the inclusion of demands of marginalized groups in the activists' agenda, the struggle to reimagine national identities that balance Islamic roots and secular yearnings is still ongoing in many countries in the region. This paper seeks to deepen understanding of the extent to which the pluralistic sentiments and openness to accepting the rights women have persisted following the uprising. We aim to examine changes in attitudes towards women's equality in countries that underwent regime change through popular uprisings during revolutionary upheavals of the Arab Spring and in countries where regimes have remained unchanged. Using available data from consecutive rounds of the Arab Barometer survey, we examine changes in attitudes in nine countries with two rounds of Arab Barometer during and post Arab Spring (Egypt, Yemen, Tunisia, Algeria, Lebanon, Sudan, Jordan, Iraq, Palestine). We find that support for 'Muslim feminism' (an interpretation of gender equality grounded in Islam) has increased over the period and particularly in Arab Spring countries, while support for 'secular feminism' has declined. In most countries examined, relatively high degrees of support for gender equality co-exist with a preference for Islamic interpretations of personal status codes pertaining to women. We discuss the implications of these findings for academics and activists concerned with women's rights in the Middle East North Africa (MENA)." (author's abstract)
