Inhalt: "Seit der Aufklärung im späten 18. Jahrhundert hat der Begriff Zivilgesellschaft eine zunehmend transnationale Dimension erreicht, die insbesondere politische Diskussionen und
wissenschaftliches Interesse auslöste. Das vorliegende Diskussionspapier lässt sich als Forschungsbericht verstehen, der einen historischen Überblick über Auftreten und Transformation zivilgesellschaftlicher Organisationen gibt, die insbesondere national und kulturell grenzüberschreitend institutionalisiert sind, wie beispielsweise internationale Nichtregierungsorganisationen. Auf der Grundlage einer sorgfältigen Analyse von Definition und Konzeption 'transnationaler Zivilgesellschaft', konzentriert sich die Untersuchung vor allem auf die Gegner der Todesstrafe, aber auch Gewerkschaften sowie Friedens- und Frauenbewegungen. Beide Autoren plädieren für eine Auseinandersetzung mit der Thematik aus historischer Perspektive, um insbesondere bestimmte Gruppen und Aktivisten in direkten Bezug zu ihrem historischen Kontext und Vorbedingungen zu stellen. Darüber hinaus heben sie hervor, dass daran anknüpfende Studien gerade den Akteuren, ihrem Auftreten und ihrer Präsentation gewidmet werden sollen. Im Gesamtzusammenhang lässt sich festhalten, dass die bisher eher statisch geprägten Untersuchungen zum Forschungsschwerpunkt 'transnationale Zivilgesellschaft' insbesondere die Flexibilität und Unbeständigkeit derselbigen in den letzten beiden Jahrhunderten nicht berücksichtigten." Inhalt: "Since late eighteenth-century Enlightenment, the concept of civil society has increasingly assumed a transnational dimension that has given rise to political debates and attracted scholarly interest. This paper provides a research report and a historical overview of the emergence and transformation of civil society organizations that have transcended national borders and cultural boundaries, especially International Non-Governmental Organizations. Based on deliberations about the definition and conceptualization of 'transnational civil society', the investigation concentrates on the abolitionists, the workers' organizations as well as on peace and on women's movements. The authors suggest that further historical studies of
transnational civil society should relate its groups and activists to specific contexts and conditions. They also argue that further research should pay particular attention to the actors of transnational civil society, their performance and representations. Overall, static conceptions of transnational civil society have ignored its flexibility and changeability over the course of the last two centuries." (author's abstract)

Inhalt: Viele afrikanische Staaten kämpfen damit, innerhalb kolonial definierter Grenzen traditionelle soziale Institutionen mit den Grundsätzen nationalstaatlicher Demokratie zu versöhnen. Seit dem Fall des Regimes Siyaad Barre im Jahr 1991 konnte in Somaliland nach und nach ein anscheinend dauerhafter Frieden und eine zunehmend entwickelte, verfassungsbasierte und nationalstaatliche Demokratie aufgebaut werden. Das Verhältnis von Identität, Nation und Territorium wird immer noch ausgehandelt, wobei die politische Elite und die breite Bevölkerung sich der Demokratie jeweils in unterschiedlichem Grad verbunden fühlen. Lokale soziokulturelle Traditionen ermöglichten eine Verschmelzung von clan-basierter Sozialstruktur und repräsentativer Demokratie. Gelegentlich haben externe Interventionen, wenn auch in sehr geringem Umfang, Auswege aus krisenhaften Situationen erleichtert. Ein politischer Zusammenbruch und gewalttätige Auseinandersetzungen wie in den südsomalischen Gebieten konnten vermieden werden. Die Autoren erwarten Herausforderungen für das derzeitige bemerkenswert belastbare soziopolitische System in Somaliland im Zusammenhang mit aktuellen und zu erwartenden Repräsentanzproblemen (unter anderem von Frauen), öffentlichen Dienstleistungen, dem fragilen regionalen Kontext und Auslandsinvestitionen.
Inhalt: Many African states struggle to reconcile traditional social institutions with the precepts of nation-state democracy within colonially defined borders. Since the 1991 fall of the dictatorial Somali regime of Siyaad Barre, Somaliland has gradually pieced together what appear to be a durable peace and an increasingly sophisticated, constitutionally based nation-state democracy. It is still negotiating the relationship between identity, nation and territory in which there is a differential commitment to democracy between the political elite and the wider population. Accommodation between a clan-based social structure and a representative democracy has been enabled by local socio-cultural traditions. External intervention, while minimal, has on occasion proved fruitful in providing a way out of crises. The territory has escaped the violence and political breakdown experienced in Southern Somali areas. This contribution argues that the remarkable resilience of the present socio-political system in Somaliland is challenged by present and forthcoming problems in the fields of democratic representation (inter alia of women), delivery of public goods, a fragile sub-regional context and foreign investment.

Partisan competition and women's suffrage in the United States

Inhalt: "Though women's suffrage was federally mandated in the United States by the nineteenth amendment in 1920, many states had granted suffrage to women prior to that and most of these early suffrage states were clustered in the west. The author revisits some of the popular conjectures that have been put forward to explain why these states moved first to give women the vote and offer a hypothesis of partisan competition leading to suffrage extension. Using event history analysis, she finds strong evidence that early enfranchisement of women in the western states was driven by the intensity of competition between Republicans and Democrats, as well as by adverse female-male ratios and greater concentration of the population in urban areas. Moreover, as might be expected from the geographic concentration of the suffrage states, she finds evidence that suffrage adoption was strongly and positively related to whether a neighboring state had women's suffrage. Also, the 'risk' of suffrage enactments was increasing over time foreshadowing the success of the nineteenth amendment." (author's abstract)

The impact of social movements on Taiwan's democracy

Inhalt: This article discusses and critiques the four articles that comprise this volume on Taiwan’s social movement and democratization. I argue that the four articles suggest that while Taiwan’s social movements have made a clear impact on Taiwan’s democratization, they remain challenged by the neo-liberal orientation of elected governments, in both KMT and DPP forms. The article provides brief comparison to East Asian NICs and Western experiences with social movements. A strength of the articles is their attention to the complex ways social movements and democratization have impacted each other for the past two decades, with attention to unintended consequences. It concludes with some thoughts on the implications of how nationalism and globalization will continue to shape the potential of social movements in Taiwan.

Frauen in der DDR, so wollte es die offizielle sozialistische Doktrin, waren gleichberechtigt. Entlang dieser Doktrin richtete sich der Alltag aus. In der Bundesrepublik hatte sich ein traditionelles Verständnis der Geschlechterverhältnisse durchgesetzt. Daneben gab es Frauen, die in der Frauenbewegung gegen Marginalisierung und Ungleichheit kämpften. Diese unterschiedliche Sozialisation prägt bis heute Rollenverhalten und Handlungsstrategien von Frauen im Parlament. Folge der unterschiedlichen Geschlechter-(selbst-)bilder ist, dass Frauen aus dem Osten stärker vom Ausschluss aus parlamentarischen Strukturen betroffen sind als ihre westlichen Schwestern." Inhalt: "With German reunification not only did economic, cultural and political differences clash, but also differences concerning (the representation of) gender issues. Women living in the German Democratic Republic were considered equal; at least this was the goal the socialist doctrine strived for. Women's role in everyday life had been shaped by this perception. In the Federal Republic of Germany a traditional understanding of gender roles was predominant. Simultaneously some women were active in the feminist movement fighting against inequality and marginalization. These different socializations continue to influence the behavior and strategies of women in parliament up the current day. Due to the different (self-)images of gender women from Eastern Germany are more often excluded from the main parliamentary structures than their western sisters." (author's abstract)
