Gender sensitive policies: are there any changes in the Republic of Macedonia from 1990 to 2011?

Inhalt: One of the fundamental values of the constitutional order in the Republic of Macedonia is the principle of equality which guarantees the equal rights regardless of the gender. The recognition and the promotion of the gender equal opportunities are a necessary precondition for democratic development. In the past 24 years of the independence, the political parties in the Republic of Macedonia passed through various stages and changes, which include the attitudes of the parties towards women issues. This paper will research the capacity of the main political parties in the Macedonian bloc, SDSM and VMRO-DPMNE, to develop, adopt and implement gender sensitive policies. The research will be based on the analysis of the election programs regarding the Parliamentary elections in 1990, 2002 and2011. The analysis will cover the development of the gender sensitivity in the election programs of SDSM and VMRO-DPMNE for the period of two decades.

The compatibility of women's involvement in politics and the process of Euro-integration in the modern Georgian reality

Inhalt: Nowadays, women’s involvement in politics is a quite hot discussion topic among public associations and politicians. It is highlighted in various events. It is a fact that the country has to make certain legislative changes for the purpose of women’s (political) activation. It will help to fulfill the international obligations, and to establish (some/additional/further) democratic principles in Georgia and accelerate the country’s process of European integration at the same time. Based on the attitude of women’s political engagement issue in Georgia, with the support of Georgia’s Euro-integration strategy, public organizations and politicians, public awareness and the certain support of political parties, it is possible that in the nearest future the mentioned issue will be given wider resonance and it will be defined the legislative level in order to be more supported, what will add to growth of the women’s engagement.

Comparative regional patterns in electoral gender quota adoption: a social network approach

Inhalt: To date, more than 100 countries have implemented some type of quota for women in their national legislatures, leading to one of the most significant developments in the global composition of legislative bodies in the past twenty-five years. One remaining puzzle in understanding the global diffusion of electoral gender quotas is the strong clustering of shared domestic quota policies by region. In this project, I examine the importance of dyadic relationships between countries, including shared membership in inter-governmental organizations (IGOs), regional organizations (ROs), and women’s international non-governmental organizations(WINGOs) in explaining the timing and type of quota adoption. To do this, I employ a social network approach to quantitatively model global and temporal trends in gender quota adoption. Controlling for other possible domestic and transnational determinants, my results indicate that the strongest predictor of
quota policy adoption and design is the existence of similar policies in neighboring countries. These results suggest that, in the case of gender quota adoption, domestic policymakers see surrounding states as their most salient reference group when deciding both whether and how to implement new policy.

Living Together v. Living Well Together: a Normative Examination of the SAS Case

Inhalt: The European Court of Human Rights decision in SAS from France illustrates how a policy and national mantra that ostensibly aims to enhance inclusiveness, ‘living together’, is legally deployed in a manner that may have the opposite effect. In essence, despite acknowledging the sincerity of SAS’s religious practice of wearing the niqab, and her agency in making the decision to do so, the Court focuses on radicalism and women’s oppression amongst Muslims. Taking the
notion of living together as the beginning point, the paper explores the normative assumptions underlying this notion as illustrated in the judgment of the Court. An alternative approach, drawing on the work of Derrida for the notion of
‘living well together’ will be proposed and its implications for social inclusion explicated. The paper’s aim is to move beyond the specific example of SAS and France to argue that the SAS pattern of identifying particular values as ‘national values’, the deployment of those values through law, policy and public discourse, and their exclusionary effects is playing out in a number of Western democracies, including Canada, the country with which the author is most familiar. Because
of this widespread dissemination of values and their framing as representative of who ‘we’ are, there is a pressing need to consider the potentially alienating effects of a specific manifestation of ‘living together’ and an alternative model of ‘living well together’. (author's abstract)

Die Analysen der Kommunalwahlen in 74 Klein- (20 000 bis 50 000 EinwohnerInnen) und Großstädten (mehr als 100 000 EinwohnerInnen) anhand der Parteilisten mit fast 16 000 KandidatInnen zeigen eine Benachteiligung von Frauen gegenüber den (männlichen) Kandidaten durch die Wählerschaft, die sich allerdings nur in Kleinstädten, nicht jedoch in Großstädten äußert. Inhalt: "This article addresses two basic issues: Whether women are discriminated by voters in local elections when the electoral system allows accumulation and cross-voting and whether candidates with a PhD achieve better relative electoral success than candidates without a PhD, regardless of the candidate's gender. An analysis of local elections in 74 small towns (20 000 up to 50 000 residents) and large cities (more than 100 000 residents) with nearly 16 000 candidates showed that women are discriminated by voters in small towns, but not in big cities. Candidates with a PhD are more successful in elections than candidates without a PhD. However, there are no significant differences between the electoral success of women and men with a doctorate. Democratic values and political attitudes of the Macedonian young people

Inhalt: The paper gives an insight into attitudes towards democracy of young people in the Republic of Macedonia, in particular their interest in politics and their engagement in civic and political activities. The findings in the paper rely on the data from following research projects: Virtual and Real Identities in the Republic of Macedonia, Youth Trends in the Republic of Macedonia и Youth Study Macedonia 2013. Throughout the paper, the pursuit of these issues is interlaced with a comparative analytical perspective involving the dimensions comparison of students’ attitudes towards democracy by their ethnic belonging and comparison of students’ attitudes towards democracy by their gender. The findings point out to certain indifference and disengagement in terms of the political and civic activities of the young people, as well as the fact that there are major differences among the young people pertaining to their interest in politics and their satisfaction with the democratic development of the society is of particular interest and it is worth highlighting.

Inhalt: "How do Jihadists justify armed fighting and their ideas of social order? How do they mobilize new followers? This report summarizes moral, political and gender-specific narratives of salafi-Jihadists. These narratives are used to legitimize violence and mobilize supporters, but also for ideological self-assurance. Due to their role for recruitment, it is crucial to identify these narratives and come up with counter-narratives.
