Sexual harassment in higher education – a systematic review

Inhalt: Sexual harassment is an epidemic throughout global higher education systems and impact individuals, groups and entire organizations in profound ways. Precarious working conditions, hierarchical organizations, a normalization of gender-based violence, toxic academic masculinities, a culture of silence and a lack of active leadership are all key features enabling sexual harassment. The aim of this study is to review scientific knowledge on sexual harassment in higher education. A thematic focus is on (a) knowledge derived from top-ranked peer-reviewed articles in the research field, (b) the prevalence of sexual harassment among students and staff, (c) reported consequences of sexual harassment, (d) examples of primary, secondary and tertiary preventive measures, and (e) core challenges to research on sexual harassment in higher education. The published research evidence suggests several findings of importance, mainly: (a) prevalence of sexual harassment among students is reported by on average one out of four female students; (b) severe consequences of sexual harassment impacts individuals but the effects on the quality in research and education is unknown; (c) there is almost no evidence supporting the supposed effects of major preventive measures; and (d) research on sexual harassment in higher education lacks theoretical, longitudinal, qualitative and intersectional approaches and perspectives.

Let There Be Clamor : Exploring the Emergence of a New Public Sphere in India and Use of Social Media as an Instrument of Activism

Inhalt: This article traces the emergence of a new public sphere in India by applying a critical-cultural theoretical lens to the digital discourse on the Twitter platform surrounding the 2014 Jadavpur University student movement against on-campus sexual violence. Social media platforms allowed the student movement to challenge not only the sociopolitical complications in academia but also the structural silence surrounding issues of sexual assault in the country. In this study, the method of qualitative textual analysis is used to critically analyze the tweets made using the hashtag #hokkolorob (meaning “let there be clamor”), during the movement. The findings in this examination indicate that the Internet today has the capacity to guide public opinion formation, influence collective action, and is emerging as a discursive public sphere among the youth of India. This study contributes toward an understanding of the use of social media communication for political mobilization in the Indian context.

Inhalt: „Intersektionalität wurde in der Bundesrepublik bereits seit den frühen 1990er-Jahren von Linken eingefordert, die als Jüdinnen, People of Color und/oder Menschen mit Behinderung ihre Situation als Mehrfachdiskriminierte im Ein-Punkt-Aktivismus etwa der Frauen- und Homobewegung nicht berücksichtigt sahen. Der deutschsprachige akademische Betrieb griff solche Kritik erst mit zehnjähriger Verspätung auf und behandelt sie zumeist als reinen Theorie-Import aus den USA. Heute erfährt der vor allem im queerfeministischen Spektrum of Color verbreitete intersektionale Ansatz, der den gängigen Rassismus thematisiert, zum Teil heftigen Widerspruch nicht nur – erwartbar – von rechts, sondern auch von links. Der Vorwurf lautet, hier werde «Identitätspolitik» zulasten eines Engagements für eine grundlegend andere, bessere Gesellschaft betrieben.
Vor diesem Hintergrund zeichnen die Autoren zunächst den Denkweg der Schwarzen US-amerikanischen Juristin Kimberlé Crenshaw nach, die dem «provisorischen Konzept» Intersektionalität Ende der 1980er-Jahre nicht nur den Namen gab, sondern es in Antonio Gramscis Reflexionen zu einem westlichen Marxismus fundierte und zugleich «postmoderne» Ideen dafür politisch nutzbar machte. Daneben wird ein Überblick über das aktuelle Weiterdenken des Konzepts aus einer internationalen soziografischen Perspektive gegeben. Im zweiten Teil des Buches werden, mit zahlreichen Interview-Auszügen belegt, die Ergebnisse einer über mehrere Jahre hin bundesweit durchgeführten wissenschaftlichen Studie zu sexualisierter Gewalt gegen Jugendliche dargestellt. Hier zeigen sich überdeutlich die Notwendigkeit eines intersektionalen Ansatzes zur Prävention und der Stärkung migrantischer Selbstorganisation. In einem kurzen politischen Schlusskapitel wird das Fazit aus Theorie und Empirie gezogen: Bei der Intersektionalität geht es nicht um die Pflege von kulturellen Eigenheiten, sondern um eine gesamtgesellschaftlich ausgelegte «Untersuchung der Unterdrückung», die für linke Politik unter den heutigen Verhältnissen äußerst produktiv sein kann.“

Inhalt: Francesca Schmidt entwirft einen neuen Gesellschaftsvertrag des Digitalen. Anhand von zwei zentralen Themen- und Diskussionsfeldern, „Digitale Gewalt“ und „Überwachung versus Privatheit“, skizziert sie, wie eine geschlechtergerechte digitale Welt aussehen könnte. Dabei schafft die Autorin einen historischen Zusammenhang, indem sie auf Diskussionen aus den 80er und 90er Jahren und vor allem den Cyberfeminismus Bezug nimmt.
Netzpolitik für und in der digitalen Gesellschaft ist einem steten Wandel unterworfen. Dem noch im Entstehen begriffenen Politikfeld fehlen bislang tiefergehende feministische Analysen für diesen Wandlungsprozess. Diese erste Einführung stellt einen Beitrag zur Schließung dieser Lücke dar. Bisherige Entwicklungslinien, Erkenntnisse und Standpunkte werden zusammengeführt, um daraus entsprechende Visionen und Perspektiven zu entwickeln.

The Association Between Gender Inequality and Sexual Violence in the U.S

Inhalt: Few societal-level factors are established as risk or protective factors for sexual violence. Traditional gender norms and gender inequality are linked to sexual violence, but much of this research was conducted internationally or is becoming outdated and may not reflect current norms in the U.S. This study expands on previously published research by examining gender inequality's association with state-level sexual violence.

What is gender, anyway: a review of the options for operationalising gender - online first

Inhalt: In the social sciences, many quantitative research findings as well as
presentations of demographics are related to participants’ gender. Most
often, gender is represented by a dichotomous variable with the possible
responses of woman/man or female/male, although gender is not a binary
variable. It is, however, rarely defined what is meant by gender. In this
article, we deconstruct the concept ‘gender’ as consisting of several facets,
and argue that the researcher needs to identify relevant aspects of gender
in relation to their research question. We make a thorough exposition of
considerations that the researcher should bear in mind when formulating
questions about each facet, in order to exemplify how complex this
construct is. We also remind the researcher that gender is not a binary
category and discuss challenges in the balance between taking existing
gender diversity into account and yet sorting participants into gender
categorisations that function in statistical analyzes. To aid in this process,
we provide an empirical example on how gender identity may be categorised when using a free-text response. Lastly, we suggest that other
measurements than participants’ gender might be better predictors of the
outcome variable.
Efforts to prevent sexual harassment in academia : An international research review

Inhalt: This research review has five chapters with slightly differing structures depending on the research presented. The first three chapters aim to describe the international research into the most common aspects of sexual harassment prevention efforts, i.e. policy, education and training, and complaint handling and support structures. The fourth chapter looks at the more recent area of bystanders, and the report ends with a chapter on organisations and leadership.
Policy: Research shows that for policy to be applied and serve a purpose, efforts need to take on the culture of academia, be based on lived experiences of harassment, place sexual harassment in a context, and be combined with knowledge, a mandate to act, resources and active case management, in accord with continuing education and training and communication initiatives. This research review gives a general picture that there is an established discourse concerning why a policy to prevent sexual harassment or something equivalent should exist, what it should contain, and how it should be implemented. At the same time, it appears that a bureaucratically legitimised policy process that implements the efforts that are expected by the legal
frameworks do not have an impact on under-reporting, nor do they reduce
the incidence of sexual harassment, or lead to a greater rate of reporting.
Education and training: Education and training also appears in the material as a common measure for preventing sexual harassment, while the gap
between having knowledge of what sexual harassment is and acting in a different way (the knowing-doing gap) is significant. In the planning, design and
content of training initiatives, the specific conditions for preventing sexual
harassment that exist within the organisation ought to be taken into account,
such as the organisation’s active and passive resistance to change in general, and knowledge about violence and forms of harassment in the organisation more specifically. The support of senior management, a well-developed
organisation for preventive efforts and their associated training efforts, and
the active participation of other managers in preventive efforts have emerged
as key to how well training initiatives work.

Inhalt: Bereits seit den 1980er Jahren macht die Frauenbewegung auf häusliche und sexualisierte Gewalt aufmerksam und setzt sich für deren Bekämpfung sowie für den Ausbau von Hilfe- und Beratungsstrukturen ein. Mit dem Begriff „sexualisierte Gewalt“ wird „jeder Zusammenhang von Sexualität, Macht und Gewalt bezeichnet, der die Integrität des
Menschen verletzt oder beeinträchtigt.“ Er betont, „dass nicht die Sexualität an sich das Problem ist, sondern gewaltvolle Machtausübung, die sich des Mediums der Sexualität in unterschiedlichen Formen bedient.“ (Reh et al. 2012, S. 15).
Obgleich die Bezeichnung „Sexueller Missbrauch“ vor allem im juristischen Gebrauch und in der (Fach-)Öffentlichkeit Anwendung fndet, wird dieser Begriff hier kritisch betrachtet, da er einen legitimen sexuellen ‚Gebrauch’ von Kindern suggeriert, eine stigmatisierende Wirkung ausübt und nicht die Gefühle der Betroffenen widerspiegelt (vgl. Bange 2002, S. 47; Baader 2016).
Dennoch war das Thema Gewalt in Geschlechter-, Generationen- und Sorgeverhältnissen lange Zeit tabuisiert. Erst in Folge der Aufdeckung der Fälle von sexualisierter Gewalt in pädagogischen Institutionen im Jahr 2010 wurde das Thema zunehmend in den öffentlichen und auch politischen Diskurs gerückt. Inhalt: This report represents the second iteration of a major effort by the Association of American Universities (AAU) to examine the prevalence of, and assess the campus climate regarding, sexual assault and misconduct at colleges and universities. The goal of these surveys is to gather as much information about the issue as possible to help inform member schools as they create policies and strategies to combat sexual assault and misconduct on their campuses. In 2015, AAU and 27 of its member schools designed and implemented a survey on sexual assault, other misconduct, and the campus climate. The resulting study continues to be widely cited in both the popular and scientific literature. In 2018, AAU assembled 33 schools to participate in a similar effort in the spring of 2019 as a follow-up to the 2015 survey. For those who participated in the 2015 AAU survey and others who had implemented the AAU survey on their own, the 2019 survey provided a means to track trends for key types of victimization and climate outcomes.
