The relationship between family and work: tensions, paradigms and directives

Inhalt: After decades of promoting the reconciliation of work and family life from a gender-equality perspective, to date discourses and related social policy paradigms replace and reframe the once European agenda on gender-equality and put the gender issue in a much broader policy agenda of new social risks. This working paper first states that a gender-neutral social policy on reconciliation of work and family life stagnates because of four crucial dilemmas. New social policy paradigms have developed since the 1990s, each having particular assumptions on risk-sharing, public and private responsibility and the position of the individual vis-à-vis the state and the community. These paradigms will be analysed in relation to the European Union policies regarding reconciliation of work and family life. We will detect some traces of these paradigms in the Lisbon agreements and its amendments. We will conclude that indeed the gender-equality agenda, as well as family life, has been submitted to the new convention of the competitive knowledge based economy; The social investment paradigm is the most prominent of the three paradigms in this new agenda, however it is mixed up with elements from the other paradigms and therefore current policies agendas lack coherence.

Gender, migration and development: an analysis of the current discussion on female migrants as development agents

Inhalt: Bisher ist der Genderaspekt für die Migrationsforschung und -politik nicht von Bedeutung. Lediglich wenn es um die Feminisierung von Migration oder Frauen als Zielgruppe von Entwicklungszusammenarbeit geht, gibt es Ansätze in diesem Bereich. In dem vorliegenden Beitrag werden die aktuellen Gender-, Migrations- und Entwicklungsdiskurse analysiert, wobei ein besonderer Schwerpunkt auf den Heimatüberweisungen liegt. Die Autorinnen machen dabei auf die Bedeutung der Genderaspekte zur Strukturierung von Migrations- und Entwicklungsprozessen aufmerksam. Es wird deutlich, dass in der nationalen und internationalen Forschung stereotype Bilder von Frauen vorherrschen und reproduziert werden. Frauen sind demnach die besseren Arbeitskräfte und die verantwortlicheren Menschen, die ihre Familie und Gemeinde unterstützen. Diese Sichtweise führt zu einer Instrumentalisierung von Migrantinnen. Inhalt: "Geschlechterunterschiede im Zugang zu beruflicher Weiterbildung gelten weiterhin als wichtige Ursache weiter bestehender Ungleichheiten zwischen den Geschlechtern in Bezug auf deren Chancen am Arbeitsmarkt und deren beruflichen Erfolg. Allerdings schaffen empirische Studien bis dato keine Klarheit darüber, ob bzw. welche Geschlechterunterschiede im Weiterbildungsverhalten tatsächlich bestehen. Die vorliegende Analyse untersucht, auf Basis harmonisierter Survey-Daten des European Social Survey 2004, berufsbezogene Weiterbildungsaktivitäten in Europa und testet eine Reihe von mikroökonomischen und soziologischen Theorien (z.B. Humankapitaltheorie, Geschlechtersegregation am Arbeitsmarkt, Diskriminierung durch den Arbeitgeber etc.), die häufig zur Erklärung von Geschlechterunterschieden in der Teilnahme an Weiterbildung herangezogen werden. Der Beitrag untersucht die Mechanismen, die einem potenziell geschlechtsspezifischen Teilnahmeverhalten an beruflicher Weiterbildung zugrunde liegen. Die Ergebnisse der Analyse zeigen, dass männliche Arbeitnehmer, ceteris paribus, häufiger an berufsbezogener Weiterbildung teilnehmen als weibliche Arbeitnehmer. Als Fazit kann festgestellt werden, dass die vorherrschenden theoretischen Ansätze mehr Erklärungskraft für das Weiterbildungsverhalten von Männern als für jenes von Frauen haben. Vor allem in Bezug auf weibliches Weiterbildungsverhalten bei Präsenz von Betreuungspflichten für kleine Kinder zeigen sich vorherrschende Erklärungsmodelle als wenig valid." (Autorenreferat)
Inhalt: "Gender differences in access to continuing training are often argued to be a central cause of persisting gender inequalities in occupational attainment. Yet, existing empirical work has presented rather mixed evidence regarding a potential gender gap. With the aim to gain a better understanding of the mechanisms underlying training participation, this paper carries out an empirical test of the central theoretical models commonly used to explain the (alleged) gender gap. Using data from the European Social Survey, we find that working men are more likely to train than working women, controlling for worker and job characteristics. Moreover, common theoretical approaches to understanding gendered training behaviour show some explanatory power for male workers, while they largely fail to predict women's training incidence." Applying Sens capabilities framework to work family balance within a European context: theoretical and empirical challenges

Inhalt: This state of the art has two specific aims: One is to present the dominant theories and identify weaknesses in theories that have sought to explain the processes surrounding the division of time and paid/ unpaid work in families, specifically addressing models of agency and work family balance. The second and main purpose of this paper is to provide a theoretical framework and set of indicators for analyzing agency and work family balance in a complex and multi-layered universe of constraints and possibilities, of rights and capabilities to exercise them. This framework derives its inspiration from Amartya Sens framework on capabilities and agency freedom and much of the paper will be devoted to discussing the framework and the theoretical and empirical challenges that it poses for comparative welfare state research with a multi-level approach, that integrates the individual/ household level, supra-national and national policy level and firm/ work organizational level. The paper takes up theoretical and empirical challenges that Sens framework poses for welfare state research: How are the tensions and contradictions in WFB balance policy both within and beyond the nation state reflected in agency inequalities? How do institutional settings shape not only individual practices but also the perception of ones entitlement to make a claim, the conversion of rights into claims? How do we design research models that capture the multiple sites of claims making for WFB: household; work organization and the state? We present several models of capabilities incorporating a mutli-level framework of individual, institutional and societal resources. The assumptions in this model are applied to data in the 2004 wave of the European Social Survey.
