Inhalt: "Der vorliegende Beitrag beschäftigt sich mit dem Thema working poor - Armut trotz Erwerbstätigkeit. Dazu werden in einem ersten Schritt aktuelle Entwicklungen für Österreich im Kontext europäischer Trends betrachtet. Dabei wird der Frage nachgegangen, welchen Stellenwert Unterschiede in den wohlfahrtsstaatlichen Rahmenbedingungen für die Ausprägung von working poor haben. In einem zweiten Schritt werden detaillierte empirische Analysen der Lebenssituation von in Armut lebenden Erwerbstätigen in Österreich vorgestellt. Die entsprechenden Berechnungen beruhen auf den EU-SILC-Daten für die Jahre 2004 bis 2008. Unsere Befunde zeigen, dass Frauen, AlleinerzieherInnen und kinderreiche Familien, aber auch Beschäftigte in der Landwirtschaft und in personenbezogenen Dienstleistungen von Armut trotz Erwerbstätigkeit besonders betroffen sind. Darüber hinaus zeigt unsere Studie, dass die Armutsrisiken innerhalb des Untersuchungszeitraums für diese Personengruppen deutlich zunehmen." (Autorenreferat)
Inhalt: "The article analyses the situation of the working poor in Austria in context of the European social welfare states. Firstly, it is being investigated to which extent the social welfare regulations are responsible for differences in the quantity of the poor in the labor force. Secondly, the article presents an overview of the working poor in Austria, based on EU-SILC data for the years 2004-2008. Our results show that women, single parents and families with three or more children as well as employees in the agrarian and service sectors are confronted with higher risks to fall into the category of working poor. Moreover, our study reveals that these risks increased considerably over the examined time period." (author's abstract)

Inhalt: "In this paper, the authors discuss individualization theory as a parsimonious framework concept to describe and explain core points of fertility change in Western societies since the end of the 19th century. They emphasize two dimensions of individualization: firstly, the increase in status of the individual in cultural, social, economic and legal respects (human dignity); secondly, the increase in autonomy and freedom of choice. In contrast to other approaches based on individualization theory, the authors do not use the concept of self-realization in the sense of an increased orientation towards purely individual interests, not least because this concept has failed before the renewed rise in fertility that has recently been observed in some advanced societies. They discuss the relevance of these two dimensions of individualization in the context of the first transition and the 1960s with its declining fertility rates. Whereas the first demographic transition can be mainly explained by the rising status of children, which increased the costs of parenting and thus changed the interests of (potential) parents to have children, the transition in the 1960s resulted mainly from the rising status of women in education and the labor market. An important but hitherto neglected change was the increasing divorce rates, as the possibility to dissolve a marriage devalued the traditional gender contract of the breadwinner/ housewife model and decreased the willingness of women and men to invest in marriage and children. The contrast between the recently growing fertility rates in Sweden, France and the US with the continuously low fertility in the German-speaking countries can partly be seen as a result of different divorce regimes. Whereas the first group of countries has limited the entitlement to spousal support through alimonies, the second group has institutionalized extensive entitlements for mothers." (author's abstract)

Mit Hilfe ereignisanalytischer Verfahren untersuchen wir, wie lange Mütter mit unterschiedlichem Bildungsniveau nach der Geburt eines Kindes ihre Erwerbstätigkeit unterbrechen, ob die Rückkehr, so, wie in Elternzeit-Programmen vorgesehen, auf dem vorherigen beruflichen Prestigeniveau erfolgt und unter welchen Umständen Müttern mit hohem, mittleren und niedrigen Schulbildungsniveau der berufliche Statuserhalt gelingt. Die hoch gebildeten Mütter zeigen in allen drei Ländern die stärkste Arbeitsmarktbindung. In den USA sind fast die Hälfte der Mütter mit College Ausbildung kontinuierlich erwerbstätig, gegenüber einem Viertel der Mütter ohne High School Diplom. In Schweden unterbrechen Mütter für mindestens ein halbes Jahr, unabhängig vom Bildungsniveau. In Deutschland verzichtet ein Viertel der Mütter mit (Fach-)Abitur auf Elternzeit. Konsequenzen einer gesetzlichen Ausweitung der Unterbrechungszeiten sind in Deutschland und Schweden weitgehend bildungsunabhängig. In den USA kehren mittel- und hochqualifizierte Mütter nach Einführung des FMLA langsamer auf gleichwertige Positionen zurück." (Autorenreferat)
Inhalt: "This article compares the duration of and consequences for employment interruptions for mothers with distinct educational qualifications in cross-national perspective. We analyze the duration of mothers' employment interruption and the relative quality of the job after childbirth, for high and low qualified mothers in Germany, Sweden, and the United States. Analyses are based on harmonized national longitudinal data sets (GLHS-West, NLSY, LNU), which allow us to study mothers' careers over the past 30-35 years. We apply event-history analysis to study how long mothers with distinct educational levels interrupt employment after childbirth, and how the patterns of return to work differ with respect to mothers' educational level. In all three countries the highly educated display a greater labor market attachment. In the US, almost half of the mothers with some college background, compared to only a quarter of high-school dropouts stay employed continuously after childbirth. In Sweden, basically all mothers take time-out for at least half a year. In Germany, 25% of mothers with university entrance qualification do not claim parental leave. In Germany and Sweden consequences of leave extensions seem to operate independent of mothers' educational levels. In the U.S. medium and highly educated mothers tend to return more slowly after the enactment of the FMLA." (author's abstract)

Inhalt: "This article's aim is to enlighten university graduates' transition to the labor market, with a focus on atypical forms of work, which have increased strongly in Austria in the past ten years. Especially career entrants, even if highly educated, are affected by these, potentially precarious types of employment. The theoretical part deals with the labor market in general and the specific conditions for academic career-entrants. Using data of the graduate survey conducted by the University of Salzburg in November 2009, this article shows that de facto two thirds of the questioned academic career entrants are employed atypically at the time of the survey. Nevertheless these flexible forms of work seem to decrease the more time has passed since graduation. Therefore a process of normalization of employment forms is assumed." (author's abstract)
