Inhalt: Headlines such as "Man Jailed for Train Station Attack on Indian Student," "Fatal Stabbing Hits Indian Student Hopes," and "Indian Student Bashings on the Rise in Sydney" highlight violent crimes against male international students by strangers in public spaces. The media reports run contrary to the perceptions of our interviewees who suggest that violence against female international students by known perpetrators in private spaces is common. We argue that intersecting inequalities relating to gender, race, and class are often compounded by the status of "international student". Discussions focus on various forms of gender-based violence and gender violence education and support programs in Australia and the United States.

Interrogating violence against women and state violence policy : Gendered intersectionalities and the quality of policy in The Netherlands, Sweden and the UK
Inhalt: This article builds on feminist scholarship on intersectionality to address violence against women, and state policy thereon. It takes up the challenge of analyzing the complex, situated and spatial relationship between theorizing on violence against women and state policy on such violence. Drawing on extensive comparative European data, it explores the relations of gender and intersectionality, conceptualized as gendered intersectionalities, by examining how multiple inequalities are made visible and invisible in state policy and debates in the Netherlands, Sweden and the UK. Attention is paid to different forms of gendered intersectionalities in policy, for example, tendencies to degender violence against women. A key aim of the article is to investigate how comparative analysis can be a starting point for assessing if, how and to what extent the inclusion of multiple inequalities could increase the quality of policy, for both reducing and stopping violence, and assisting those subject to violence.

Geschlecht in universitären Kontexten : Eine qualitative Studie über Wissenschaftlerinnen in Österreich

Inhalt: Die universitäre Wissenschaft ist in Österreich durch eine vertikale Geschlechtersegregation geprägt. Bei höheren Berufspositionen steht ein Männeranteil von 80 Prozent einem Frauenanteil von 20 Prozent gegenüber. Dieser Beitrag widmet sich dieser Unterrepräsentanz und untersucht Barrieren für Wissenschaftlerinnen in unterschiedlichen organisationalen Kontexten. Als empirische Grundlage dienen 22 problemzentrierte Interviews. Die Analyse des Materials zeigt, dass die Themen soziale Netzwerke, geschlechtsspezifische Praktiken im universitären Arbeitsalltag und die Vereinbarkeitsproblematik kritische Bereiche in den Lebensentwürfen der Wissenschaftlerinnen darstellen. Die vorliegende Studie verdeutlicht jedoch auch, dass differierende organisationale Kontexte eine bedeutsame Rolle spielen und dabei nicht ausschliesslich negative Folgen für die Wissenschaftlerinnen produzieren.

Inhalt: The first research conducted on violence against women in the university context in Spain reveals that 62% of the students know of or have experienced situations of this kind within the university institutions, but only 13% identify these situations in the first place. Two main interrelated aspects arise from the data analysis: not identifying and acknowledging violent situations, and the lack of reporting them. Policies and actions developed by Spanish universities need to be grounded in two goals: intransigence toward any kind of violence against women, and bystander intervention, support, and solidarity with the victims and with the people supporting the victims.

Inhalt: Women are underrepresented in U.S. tenure-track faculty positions, and institutional interventions are key to creating greater gender equality and accessing women’s potential. This study examines the effectiveness of one “transformational” intervention, the ADVANCE Institutional Transformation initiative, implemented at the University of California, Irvine (UCI), in 2001. We compare data on women’s representation in faculty positions before and during the UCI ADVANCE Program (1993–2009) to that of seven other campuses in the University of California system, where no initiatives of this scale were implemented. Using descriptive figures, T tests, and regression analyses, we find that UCI had a higher percentage of women faculty and hired a greater percentage of women during ADVANCE years, but did not retain women at a greater rate. We describe the UCI ADVANCE program and its structure, including its “Equity Advisors,” who we suggest have been important in improving women’s representation among faculty at UCI.
A Capabilities-based Gender Equality Policy for Higher Education : Conceptual and Methodological Considerations

Inhalt: The complex transformative intent of policy goals is often marginalized in favour of tangible, measurable outcomes. Such a pattern is evident in the tracking of global social justice goals, such as gender equality, where sole reliance on numerical parity data to track progress has led to the simplification of the concept for the sake of measurement. This intensifies the need to focus both on conceptual and methodological considerations in policy development and evaluation to enhance human development and promote the transformation of inequalities towards social justice. Through reporting on a mixed-methods process to inform and develop a capabilities-based gender equality policy at a South African university, the paper asks what gender equality should look like conceptually, and identifies empirically valued functionings and capabilities which could act as transformative policy evaluation indicators. The paper reports on diverse student data from 57 qualitative interviews and 843 survey respondents, which indicate differences between what social groups value and where interventions are needed. The paper suggests that the capabilities approach could be an important evidence-based policy driver in higher education, with the possibility to combine both a rich conceptual approach and methodological considerations in operationalization so that social justice goals and outcomes result.
