Wirtschaftspolitische Steuerung in der Europäischen Union: geschlechterblind und gleichstellungsriskant Der Artikel leistet einen Beitrag zur Bilanz 20 Jahre nach Amsterdam mit einer kritischen Bestandsaufnahme des Stellenwerts von Gleichstellungspolitik im Bereich der Budget- und Wirtschaftspolitik. Im Mittelpunkt steht dabei die Frage, welchen Einfluss der gleichstellungspolitische Ansatz des Gender Mainstreaming (GM) in der budget- und wirtschaftspolitischen Steuerung innerhalb der EU innehat und gleichzeitig umgekehrt, welchen Einfluss die Budget- und Wirtschaftspolitik der EU, mit besonderem Fokus auf die wirtschaftspolitische Steuerung (Economic Governance), auf Gleichstellung hat. Die Analyse zeigt, dass Gleichstellungspolitik in der EU und gleichstellungspolitische Errungenschaften in der Krise sind. Das ist nicht nur auf die Wirtschafts- und Finanzkrise zurückzuführen, sondern ist vielmehr auch in den zu kurz greifenden gleichstellungspolitischen Konzepten und in der weiterbestehenden „strategic silence“ in Bezug auf Gleichstellungsaspekte in der EU-Wirtschaftspolitik im Rahmen der Economic Governance angelegt. Gleichstellungspolitische Errungenschaften sind durch geschlechterblinde Politiken und die zunehmende Macht männlich dominierter und maskulin strukturierter Institutionen gefährdet. Im Artikel werden aufbauend auf die Einsichten in die Defizite der bisherigen GM- und Gleichstellungspolitik Ansatzpunkte für die theoretische Weiterentwicklung und praktische Geschlechterpolitik vorgestellt, die die Schwachstellen und blinden Flecken überwinden sollen. Eine vom Alltag der Lebensrealitäten her gedachten Transformation muss auf drei Ebenen erfolgen, eine Neukonzeptualisierung von Ökonomie und der Wirtschaftspolitik in Richtung Ver- und Vorsorgende Wirtschaft (Care Ökonomie), eine emanzipatorische Transformation von Staatlichkeit in Richtung Geschlechterdemokratie und ein Ausbau geschlechtergerechter partizipatorischer Institutionen und Entscheidungsprozesse. Nur wenn diese drei Ebenen gleichzeitig im Blick sind, können gleichstellungspolitische und emanzipatorische Konzepte und Strategien wirksam werden. (Autorenreferat)
Inhalt: The article contributes to the stock-taking of 20 years after Amsterdam by critically focusing on the role of gender equality in budgetary and economic policies at the EU level. It analyses not only the influence of Gender Mainstreaming on budgetary and economic policies but also vice versa, the influence of economic and budgetary policies – in particular the EU economic governance – on gender equality. The analysis shows that EU gender equality policies and gender equality achievements are experiencing a crisis. This is not only due to the current economic and financial crisis, but rather due to limited gender equality concepts as well as the continued “strategic silence” and absence of gender equality aspects in EU economic policies and economic governance. Progress in gender equality is threatened by the increasing power of male dominated and masculine structured institutions. Based on the insights on the deficits of gender mainstreaming and gender equality policies so far, the article presents key starting points for a theoretical development and practical gender equality policies to overcome the weak points and blind spots. A transformation – based on the realities of everyday life – needs to focus on three levels simultaneously, namely a new conceptualization of economics and economic policies in the direction of a care economy, the emancipatory transformation of the state towards gender equality democracy and the development of gender-just, participatory institutions and decision making processes. Gender equality and emancipatory concepts and strategies can only become effective if transformations at these three levels are taken into account simultaneously. (author's abstract)

Inhalt: "In this article the authors provide an overview of gender budgeting activities in Austria and, based on selected examples - in particular, at the federal level and in the state of Upper Austria - examine their implementation in more detail. They found that, at the federal level in Austria, there are solid legal foundations which provide for binding gender budgeting and also link it to the 'outcome- oriented budget management' introduced within the framework of budgetary reform. To date, activities related to gender budgeting at federal level have been confined to pilot projects of varying degrees of ambition and to attempts to define gender-specific outcomes. The not insignificant challenges now on the agenda include targeted strategic management of activities on the basis of experiences so far, the linking of gender budgeting and an outcome-orientation, and a gradual extension of the pilot projects to all important parts of the budget. The 'Länder' (federal states) and municipalities present a mixed picture. While in individual states - in particular, Vienna and Upper Austria - efforts have been made for a number of years to apply gender budgeting systematically, other states and the bulk of towns and municipalities are rather behindhand. All in all, there has so far really been no concrete establishment and institutionalization of gender budgeting as a central gender equality initiative in the 178 budget process. To date, analyses have concentrated mainly on particular sections of budgets. Furthermore, a key weakness of all activities in this area is that they do not progress from the phase of analysis: changes needed to enhance equality identified so far have not led to structural changes with regard to budget-policy measures at any level. The successful realization and implementation of gender budgeting requires a series of specifications and framework conditions which have so far been lacking: in particular, uniform, generally accepted quality standards for carrying out gender budgeting, as well as measures to increase participation and the establishment of a public sphere. The issues of political and administrative obligations and accountability also remain to be clarified. Moreover, the independent 'involvement' of academia and civil society is also required. The financial and economic crisis and the expected consolidation measures (budget cutbacks) serve only to enhance the importance of the topic of genderoriented budget processes." (author's abstract)

Inhalt: Das Land Österreich scheint auf den ersten Blick ein internationales Paradebeispiel für die gelungene Umsetzung von Gender Budgeting zu sein: Verankerung der Verpflichtung zu Gender Budgeting in der Verfassung, Integration in die Budgetreform zur Verankerung der Wirkungsorientierung als Leitprinzip der Haushaltsführung sowie Aktivitäten nicht nur auf Bundesebene, sondern auch in einigen Bundesländern und Gemeinden. Im vorliegenden Beitrag wird der Frage nachgegangen, inwieweit in der nunmehr knapp zehnjährigen Geschichte der Beschäftigung mit Gender Budgeting in Österreich mit dieser Strategie tatsächlich gleichstellungspolitische Fortschritte erzielt werden konnten und welche Maßnahmen ergriffen worden sind, um gleichstellungspolitische Defizite abzubauen. Ausgehend von einer Bestandsaufnahme der Umsetzung von Gender Budgeting in Österreich wird analysiert, welches Verständnis von Gender Budgeting den Aktivitäten zugrunde liegt und welches gleichstellungspolitische Potenzial damit verbunden ist. Die Thematisierung von "Accountability" impliziert zudem die Frage, wem gegenüber die Regierung beim Gender Budgeting rechenschaftspflichtig ist. Dementsprechend wird im vorliegenden Beitrag die Rolle unterschiedlicher Akteure in Verwaltung, Politik, Zivilgesellschaft und Wissenschaft bei der Umsetzung von Gender Budgeting in Österreich beleuchtet. Abschließend werden die zentralen Herausforderungen erörtert, die sich aus der bisherigen Praxis in Österreich ergeben. (ICI2)
