Inhalt: "Based on the great importance of gainful employment as a medium of socialization, this article analyses the so-called standard employment relationship, which represents the normality and norm of gainful employment in Germany. With regard to three different feminist power contexts, this core labour and social policy institution is theorized as a power and domination relationship that virtually requires the exclusion of women, makes gender inequalities within the labour market and in regards to social security permanent, and that ultimately prevents changes in gender relations. The article further argues that the institution thereby acts as a barrier for an egalitarian social participation of women and men. In order to develop a framework for a new standard employment relationship, the authors outline a new concept for conceptualizing employment. This concept comprehends employment in its social context and as a result provides a basis for gender equality." (author's abstract)

Dazu diskutieren wir in einem ersten Schritt die Literatur zu Fraueninteressen und beschäftigen uns anschließend mit der Forschung zu substantieller Repräsentation von Frauen in zwei politischen Arenen, der Legislative und der Exekutive. Inhalt: "Political representation aims at bringing about and implementing politically binding decisions. In doing so, elected parliamentarians consider the electorate's interests. In most parliaments, however, women are underrepresented. Thus, the question is whether and how women's interests are taken into account in politics. In our article, we ask how women's substantive representation - i.e. when women act for women - translate into power in the sense of the adoption of policies that reflect women's interests. We argue that it is necessary to focus on policy outputs in order to make claims about the scope and impact of women's substantive representation. First, we discuss the literature on women's interests. Then, we engage in the scholarship on women’s substantive representation in two political arenas: the legislative and the executive. We conclude by proposing several avenues for future research, pointing in particular to the need to advance the scholarship on women's substantive representation in the executive." Inhalt: "Seit Anfang der 2010er-Jahre sind Schwangerschaft und Geburt zu einem 'heißen' Thema der Politik geworden. Wichtige gesundheitspolitische Akteur_innen auf Länder- und auf Bundesebene haben sich u.a. mit der Versorgung mit Hebammenhilfe, der Schließung von Kreißsälen und den steigenden Kaiserschnittraten beschäftigt. Auch sind eine Reihe zivilgesellschaftlicher Protestaktionen und politischer Initiativen entstanden, die überwiegend von Praktiker_innen sowie jungen Müttern und Eltern getragen werden. Obwohl die politischen Auseinandersetzungen im Feld Schwangerschaft und Geburt in substanzieller Weise auch Fragen von Frauengesundheits- und Selbstbestimmungsrechten betreffen, sind sie bislang kaum Gegenstand feministischer Politikwissenschaft. Im Beitrag wird ein konzeptioneller Vorschlag formuliert, wie Maternity Care - verstanden als Ensemble aller leiblichen, sozialen, psychologischen, medizinisch-technischen, beziehungsorientierten Fürsorge- und Beziehungsarbeiten, die Frauen rund um Schwangerschaft, Geburt und der Zeit danach betreffen - als spezifisches, nicht zuletzt wohlfahrtsstaatlich reguliertes Politikfeld in den Gegenstandsbereich der (feministischen) Politikwissenschaft integriert werden kann." Inhalt: "Since the beginning of this decade pregnancy and childbirth have become a 'hot topic' in German politics. Health care officials have increasingly been concerned with issues regarding midwifery services, the closures of delivery rooms, and the rising number of C-sections. This growing political concern has been accompanied by many political protests and civil society initiatives, mainly supported by women's health practitioners and young mothers and parents. Even though these political discussions on maternity care revolve around crucial issues of women's (health) rights and self-determination, feminist political science has not yet systematically taken them into account. I propose an analytic framework to understand maternity care as bodily, social, psychological, medical, technical, and relationship-oriented care that is relevant for women during pregnancy, birth, and postpartum. As such, maternity care can and indeed has to be integrated into the subject matter of (feminist) political science." (author's abstract)

Gleichzeitig sind die Mitwirkungsmöglichkeiten der Berufsgruppe(n) z.B. zur gesetzlichen Normgebung gering. Im Rahmen des Forschungsverbundes ForGenderCare wurden im Teilprojekt 'Arbeitsbedingungen und Interessenvertretung von Pflegekräften in Bayern' leitfadengestützte Interviews mit Altenpflege- sowie mit Gesundheits- und Krankenpflegefachkräften geführt. Zentral waren hierbei die Fragen nach alltäglicher Bewältigung sowie begünstigenden und hemmenden Faktoren einer widerständigen Praxis und Kollektivierung in Abhängigkeit der unterschiedlichen Berufsgruppen. Der Beitrag beleuchtet die strukturellen Ungleichheiten hinsichtlich AkteurInnen und Institutionen im Arbeitsfeld Pflege und Gesundheit. Diese lassen sich anhand der familialistisch geprägten, kommodifizierten Daseinsfürsorge und Stärkung definitionsmächtiger Kosten- und Leistungsträger aufzeigen. Darüber hinaus und auf Grundlage erster empirischer Daten werden die Deutungs- und Bewältigungsmuster der Pflegekräfte kritisch beleuchtet und in einen bewegungstheoretischen Kontext gesetzt." Inhalt: "Considering the diverse social and welfare state transformation processes, questions about the conditions and possibilities of care work are becoming more and more important. The current conditions for the labor and profession of care workers point out structural factors of inequality. Furthermore, they clarify dynamics in the crises of the gender-specific division of labor. The two fields of work - elderly care and health care - are characterized by different framework conditions according to their institutions, related laws and the history of the professions. However, both fields of public welfare have become increasingly subject to the service economy. At the same time, the possibilities for involvement of the professional groups, for example in the legislative process, are marginal. Within the research group ForGenderCare, the subproject 'Working conditions and representation of interests of nurses in Bavaria' conducted guided interviews with nurses for the elderly, health workers and nurses. Essential were questions about coping with everyday problems and challenges as well as favoring and inhibiting factors of a contradictory practice and collectivization depending on the different professional groups. The paper examines the structural inequalities with regard to actors and institutions in the field of elderly care and health care. These can be identified by means of family-oriented, commoditized welfare and the strengthening of determining sponsors and funding agencies. In addition, and on the basis of the first empirical data, the patterns of expression and coping of nurses are critically examined and placed in a movement theory context." (author's abstract)

Inhalt: "In Privathaushalten von pflegebedürftigen Menschen hat sich in Deutschland und der Schweiz in den letzten Jahren ein Niedriglohnsektor etabliert, der stark vergeschlechtlicht und ethnisiert ist. Zwar gibt es in beiden Ländern politische und gewerkschaftliche Bestrebungen, diesen Arbeitssektor zu regulieren. Doch zeigt sich im Privathaushalt generell die Schwierigkeit, dass gesetzliche Regelungen aufgrund von starken Machthierarchien und fehlender Kontrollen häufig wenig Geltungskraft entfalten. Mobilisierungen auf internationaler Ebene demonstrieren jedoch, wie migrantische Care-Arbeiterinnen durch (Selbst)Organisation eine Verbesserung ihrer Arbeits- und Lebensbedingungen erkämpfen konnten. Am Beispiel Deutschlands und der Schweiz fragen wir in unserem Beitrag nach den Möglichkeiten und Herausforderungen der Politisierung von kommerzialisierter Care-Arbeit durch migrantische (Selbst-)Organisierung. Hierfür identifizieren wir zunächst die sich zeigenden Schwierigkeiten anhand von drei Faktorenbündeln: a) Arbeit in der privaten Sphäre des Haushalts; b) Displacement und limitiertes Citizenship im Kontext der Transmigration und c) unzureichende institutionelle Unterstützung. Wie es trotzdem zumindest auf lokaler Ebene zu einer bottom-up Mobilisierung in diesem Sektor kommen kann, arbeiten wir anschließend exemplarisch am Netzwerk Respekt@vpod in Basel heraus. Dabei identifizieren wir drei zentrale Strategien: a) das strategische Einfordern von Rechten und das Heraustreten aus der privaten Sphäre mithilfe von strategischer Prozessführung und öffentlicher Kampagnenarbeit; b) die Überwindung der migrationsbedingten Isolation durch einen Prozess des Emplacements, d.h. der alltäglichen sozialen Vernetzung in der migrantischen Community und c) die gelungene Zusammenarbeit auf Augenhöhe zwischen engagierten live-in Care-Arbeiterinnen und der Gewerkschaft vpod." Inhalt: "In private households of elderly people in need of care, a highly gendered and ethnicized low-wage sector has emerged in Germany and Switzerland over the last few years. Despite political and trade union efforts in both countries to regulate this labor sector, there is a general difficulty to enforce legislations in private households due to strong power hierarchies and lack of controls. Mobilizations at the international level, however, demonstrate how female migrant care workers fight for the improvement of their working and living conditions through (self-)organizing. Looking at Germany and Switzerland, we investigate possibilities and challenges of the politicization of commercialized care work through migrant (self-)organizing. To this end, we first identify the difficulties that appear using three sets of factors: a) work in the private sphere of the household; b) displacement and limited citizenship in the context of transmigration and c) insufficient institutional support. Using the example of the network Respekt@vpod in Basel, we then analyze how, at least at the local level, a bottom-up mobilization in this sector is nevertheless possible. We identify three key strategies: a) the strategic demand for rights and the emergence from the private sphere through strategic law suits and public campaigning; b) overcoming the migration induced isolation by a process of emplacement, through the everyday social networking in the migrant community and c) a successful collaboration at eye level between female activist live-in care workers and the trade union."
