Inhalt: "In Deutschland ist seit Jahrzehnten die Klage verbreitet, dass Hochschule und Beruf unzureichend aufeinander abgestimmt seien. Oft ist dabei der Wunsch sichtbar, es solle eine doppelte quantitativ-strukturelle 'Global-Passung' von Bildungs- und Beschäftigungssystem realisierbar sein: in vertikaler Hinsicht nach den Ebenen von Bildungsabschlüssen und beruflichem Status und in horizontaler Hinsicht zwischen Studienfächern und Berufsbereichen. Die traditionelle 'Grobpassung' ist bereits seit Jahrzehnten im Gefolge der Hochschulexpansion passe. Das hatte jedoch keine 'Passungskatastrophen' zur Folge, sondern eine Gemengelage von höherer 'Flexibilität' und einer 'feingliedrigeren Passung'. Zu Letzterer ist bis heute kein bestimmtes Kriterium eindeutig in den Vordergrund getreten, sondern zugleich haben vor allem Noten bei Studienabschlüssen, Reputationsränge der Hochschulen sowie besondere Kompetenzen, die traditionell beim Studium nicht im Mittelpunkt stehen, an Bedeutung gewonnen. Offen ist dabei, ob wir uns zunehmend auf dem Weg zu einer Bildungsmeritokratie befinden oder ob partikularistische Merkmale, 'credentialism' und 'labelism' an Gewicht gewinnen." (Autorenreferat)
Inhalt: "In Germany there is a longstanding and widespread concern that higher education is not sufficiently tuned to professional and labour market needs. The call for a better match between the education and the employment system both in quantitative and structural respect is often heard, the so-called 'twofold quantitative-structural global match': vertically, between level of degree and professional status and horizontally, between academic subject and professional field. The traditional concept of 'rough match' is outdated since decades, following from the expansion of higher education. This did however not lead to catastrophic mismatch, but to a complex mixture of higher flexibility and more differentiated and subtle matches. Regarding the latter, no particular criterion has so far come to the fore. Instead, final degree grades, reputation ranks of higher education institutions and special competencies which were not traditionally regarded as central elements of degree programmes, all have gained in importance. At the same time it is open if we are on the way towards an 'education meritocracy' or if particularistic attributes, 'credentials' and 'labels' are becoming more important." (author's abstract)

Inhalt: "Obgleich an Fachhochschulen weitgehend strukturierte Studiengänge angeboten werden, sind die Abbrecherquoten ähnlich hoch wie an Universitäten. In der vorliegenden Untersuchung wurde der Frage nachgegangen, ob Studierende eines bestimmten Geschlechts, mit einer bestimmten Vorbildung oder in bestimmten Fächern mit erhöhter Wahrscheinlichkeit ihr Studium nicht bewältigen. Darauf aufbauend wurde ermittelt, welche Schritte dagegen die Fachhochschulen bereits unternommen haben oder welche Maßnahmen zukünftig angeboten werden könnten. Die verfügbaren Daten geben nur bedingt Hinweise darauf, dass einzelne Fächer verstärkt vom Studienabbruch betroffen sind. Inhalt: "Although study courses at German universities of applied sciences (Fachhochschulen) are highly structured and provide well-defined curricula, their drop out rates are comparably high to those at universities. Yet, students tend to drop out earlier at Fachhochschulen. The analysis deals with the question whether students' levels of entrance qualification or influences related to gender are likely to cause an early drop out and what can be done to prevent high drop out rates during the first semesters. Available data suggest that certain fields of study are particularly prone to cause higher drop out rates and that students with an entrance qualification for studies at Fachhochschulen (Fachhochschulreife) are more likely to give up their studies than those with a general higher education entrance qualification (Abitur). Moreover, it is shown that, at large, more young women than young men leave their study courses. Responsible persons at four Fachhochschulen were questioned about their institutions' activities to support freshers. Finally, possible measures are listed to prevent early drop outs in the future." Inhalt: "Der Beitrag stellt die Einführung der Akkreditierung in Deutschland sowie die involvierten Akteure und die angewendeten Verfahren dar. Schwerpunkt ist eine detaillierte Policy-Analyse der Verfahren im Kontext der derzeitigen Hochschulreformen. Die Autorin kommt zu dem Schluss, dass die Akkreditierungspolitik in mehrfacher Hinsicht unter Problemen leidet: Das Akkreditierungssystem kann mit dem Tempo der Reformen nicht Schritt halten, was dazu führt, dass viele Studiengänge ohne Akkreditierung begonnen werden. Außerdem gelingt es dem System nicht, eine ausreichende Zahl von Gutachtern für die Akkreditierungsverfahren zu gewinnen. Darüber hinaus werden die Verfahren stark von der europäischen Politik beeinflusst, sodass das System der Qualitätssicherung und -bewertung 'superkomplex' wird. Das föderale System der Bundesrepublik Deutschland führt zu einer doppelten Schicht dezentralisierter Verantwortlichkeiten (national und europäisch). Des Weiteren ist die Akkreditierung eines Studiengangs ein teures Verfahren, und die Kosten müssen von den Institutionen ohne zusätzliche finanzielle Unterstützung getragen werden. Inhalt: "This contribution provides in its first part an overview of the German system of accreditation which follows a two-tiered structure. The Accreditation Council serves to implement governmental policies and accredits accreditation agencies while the agencies (altogether six) accredit new study programmes which have been established in the framework of the Bologna process. In its second part the contribution consists of a policy analysis assessing the strengths and weaknesses of the German system of accreditation. Three main issues are emphasised: First, accreditation in Germany has difficulties to cope with the speed of the introduction of new study programmes according to the Bachelor and Master model. Second, there is tension between an increasing market orientation and competition among the accreditation agencies straining for independence and the political role of the Accreditation Council. Third, there is a lack of coherence between accreditation and evaluation of quality. The last part of the contribution discusses the growing debate of a change from programme accreditation to process accreditation which might be a solution to the first and the third issue analysed as being problematic." Inhalt: "This paper aims to compare the way in which neo-liberal trends are impacting on the attitudes and values of staff and students in the United Kingdom and Germany. Research is based upon qualitative and quantitative data from a dozen university institutions in each country, where individual interviews were conducted with staff, and questionnaires were completed both by them and by their students. In both countries many current trends are not deeply accepted or internalised by staff. There are startling differences in student satisfaction, perceived human relationships within the academe, as well as working conditions in the higher education sector. Though in many respects the same kind of re-structuring is taking place in each system, there is only partial convergence in attitudes and values between the German and British respondents in this study."
