Inhalt: 'Robert Papes viel diskutiertes Buch 'Dying to Win: The Strategic Logic of Suicide Terrorism' (2005) zeigt deutlich die Selbstverständlichkeit eines vermeintlich geschlechtsneutralen Zugangs zur Analyse von männlichen und weiblichen SelbstmordterroristInnen. Papes Hauptargument ist, dass Selbstmordterrorismus eine durchaus rationale Strategie politischer AkteurInnen sei, der sich in Form von Kampagnen ausschließlich gegen Demokratien richte. Die Studie benennt zwar Männer wie Frauen als rationale politische Individuen bzw. AkteurInnen, betont zugleich aber bei Frauen stark den emotionalen Aspekt der Motivation. In diesem Artikel argumentieren die Verfasser, dass geschlechtsneutrale Studien wie die von Robert A. Pape nur vermeintlich geschlechtsneutral sind und gerade diese Annahme dazu führt, dass soziale und politische Dimensionen von Geschlechterordnungen ebenso wie die Vergeschlechtlichung des Sozialen und Politischen ausgeblendet werden. Darüber hinaus sagen die Verfasser, dass das Modell der Rational Choice Theorie, wie sie bei Pape eindrücklich angewendet wird, die Kluft zwischen den Geschlechtern noch vergrößert, indem 'männlichen' Werten der Vorzug gegenüber 'weiblichen' gegeben wird. Als Alternative schlagen die Verfasser eine dreifache Modifikation des Zugangs zu einer Beforschung von Selbstmordterrorismus vor, die sowohl politische als auch emotionale Motivationen inkludiert: Vergeschlechtlichte Repräsentationen von SelbstmordattentäterInnen verstärken Stereotype über Geschlecht sowie über Selbstmordterrorismus; das Ausblenden der Komplexität von Motivationen bringt die Vielfalt der Variablen, die in die Entscheidung der 'MärtyrerInnen' einfließen, nicht zum Verschwinden; und ein theoretischer Zugang, der das Emotionale in den Vordergrund stellt, könnte die Verengung des Rational Choice Ansatzes ausgleichen. Inhalt: 'Robert Pape's well-received book, 'Dying to Win: The Strategic Logic of Suicide Terrorism' (2005), presents what appears to be a gender-neutral study of both male and female suicide terrorists. Pape's main argument is that suicide terrorism is a strategic and rational terror campaign against democracies. While the study argues that male and female suicide terrorists are rational individuals, it depicts women as motivated by emotion. Thus, this article argues that gender-neutral work is rarely gender-neutral and such studies fail to recognize the social and political impact of gender. Furthermore, the authors argue that the rational choice model presented by Pape furthers the gender divide by emphasizing values associated with masculinity over values associated with femininity. As an alternative, the authors propose three propositions to change the study of suicide terrorism to include both political and emotional motivations. They propose that gendered presentations of female suicide bombers reify stereotypical images of gender and of suicide bombers, that silence about the complexity of suicide bombers' motivations does not erase the many variables that go into martyrs' decisions, and that adding emotion to the study of suicide bombing counterbalances the narrowness of the 'strategic actor' model. The essay concludes with evidence from the study of the Chechen 'black widows' that demonstrates the explanatory value of these propositions.' (author's abstract)

Inhalt: 'This article, based on the results of a comparative empirical media analysis in Austria and France, focuses on the conjunctions of gender and religion/ secularity in the discourse on Turkeys accession to the EU. Particular emphasis is put on specific constructions of the own and the other, and on gender-specific and religious connotations. Thereby, contrasting national narratives as well as cross-national topoi can be depicted. Thus, in France, the constructions of Turkey and the debates on its accession to the EU are often connected with universalist conceptions of a mission civilisatrice, whereas in Austria specific scenarios of threat are crucial, in which historical cleavages are reactivated. With regard to cross-national strategies of othering and alterity construction, diverse moments of orientalism become apparent among which the topos of reality and appearance and the topos of opening Turkey are examined in this article.' Inhalt: 'This article traces the discursive constructions of gender in the US war against Afghanistan. Its focus is on Laura Bush's presidential address (Nov 2001), the document 'What we are fighting for' (Feb 2002) signed by major US intellectuals in support of the war, and some US feminists joining them in the name of liberation of the women of Afghanistan (Jean Bethke Elshtain; Catherine A. MacKinnon; Feminist Majority Foundation). Yet this uncanny coalition between feminism and US patriarchal imperialism goes beyond mere strategic essentialism in which the differences between women are temporarily erased. Insofar as moral natural laws of the American Declaration of Independence (1776) constitute their shared symbolic framework, binary oppositions such as male/ female, soldiers/ non-combatants, it/ regular warfare, civilized/ savage are reified. Thus gender inequality by and in times of war results from its specific discursivization and categorization and cannot be attributed exclusively to an incomplete implementation of rights.' Inhalt: Der vorliegende Beitrag betrachtet EQF und DQR als Herausforderung und Chance, auch für Beschäftigte in der Weiterbildung zu einem kompetenzorientierten Qualifikationsrahmen zu kommen. Gerade in Bezug auf die Lehrenden könnte ein solcher Bezugsrahmen Klarheit schaffen und vielfältig Nutzen stiften. Ein erstes Referenzmodell wurde im Rahmen einer Expertise für das BMBF erarbeitet, es orientiert sich an hiesigen Vorarbeiten und nimmt auch Anleihen bei ausländischen Modellen. Die Ausarbeitung ist letztlich dem Interesse an mehr Professionalisierung und Qualität in der Weiterbildung geschuldet.
Inhalt: This article presents a specific qualifications framework for the sector of further education, consisting of a two-stage model (basic and advanced certificates). This touches on the discussion about the EQF and DQR as a motivation and opportunity for the professionalisation of further education. The model takes up examples from Austria and Switzerland and is aligned toward preliminary work in Germany.

Inhalt: 'Im Zentrum dieses Aufsatzes steht das 'Lesen' und Interpretieren von Affekten. Dies soll am Beispiel einer diskursiv-dekonstruktiven Analyse von Interviews mit 'Care'- bzw. Hausarbeiterinnen sowie deren Arbeitgeberinnen, die die Verfasserin im Rahmen einer ethnographischen Studie durchgeführt hat, diskutiert werden. Es wird gezeigt, wie eine dekonstruktive Lektüre von Affekten zu einem Verstehen (a) der Einbindung des Subjekts der Aussage in einen diskursiven Rahmen und (b) der Intensität in der Begegnung zwischen 'Care' - bzw. Hausarbeiterinnen und deren Arbeitgeberinnen beitragen kann. Diese Begegnungen ereignen sich in einem 'heterotopischen Raum', d.h. einem heterogener Raum, der auch von den Folgen affektiver Ereignisse durchzogen ist. In diesem Zusammenhang meint Affekt eine mehr oder weniger organisierte Erfahrung, eine Erfahrung wahrscheinlich mit ermächtigenden oder entmächtigenden Konsequenzen, die auf der Ebene dieser Begegnungen wahrnehmbar ist, aber nicht unbedingt ausgesprochen und damit 'eingeschrieben' ist. Ausgehend von den Redeweisen derjenigen, die diese vergeschlechtlichten und ethnisierten Räume bewohnen, stellt der Beitrag folgende Fragen: Wie können die Begegnung zwischen Care- und Hausarbeiterinnen und ihren Arbeitgeberinnen auf der Basis affektiver Bezüge gelesen werden? Inhalt: 'The focus of this paper will be reading affect. By working through examples of ethnographic research with domestic and care workers and their employers in Germany from a discursive-deconstructive perspective, the author will show how a deconstructive reading of affect can add to our understanding of (a) 'the speaking subject' embedded within a discursive framework, and, (b) 'intensity' in the encounters between domestic and care workers and their employers. These encounters occur in a 'heterotopian space', a heterogeneous space ruled by the effects of affective bonds. In this space affect denotes a more or less organised experience, an experience which probably has empowering and disempowering consequences, registered at the level of encounter, and not necessarily to be understood in linguistic terms, but which is analysable as effect (Massumi, 1996, p. 237). It is by thinking through the words of those who inhabit this gendered and ethnicised heterotopia that the paper looks at the following questions: How can this encounter be read on the basis of affective bonds? How can we grasp affect as a moment of intensity in these relationships? What can reading Foucault, Derrida and Spivak and thinking through them add to the theorisation of affect?' Inhalt: Gender und Erwachsenenbildung - eine scheinbar hoffnungslose Liaison. Während in anderen Bildungssektoren wie der Schule oder dem Kindergarten die Relevanz des Themas Geschlecht mittlerweile allgemein anerkannt ist, tut sich der Erwachsenenbildungsbereich hier deutlich schwerer. Kaum eine der (rar gesäten) Publikationen zu diesem Thema, die nicht darauf hinweist, dass "Genderpolitik und genderrelevantes Wissen für Theorie und Praxis der Erwachsenenbildung noch nicht übersetzt sind" (Venth 2006, S. 16) - mit anderen Worten: Die Frage nach der Bedeutung von Geschlecht wird in der Erwachsenenbildung bislang zu wenig berücksichtigt.
Inhalt: Gender mainstreaming is a central maxim for political action all across Europe. However, little effect is yet to be felt in adult education. Where there is gender-sensitive adult education, this is still strongly oriented towards the differential approach. In view of participation rates in general and vocational adult education, and the division of interests within the segments, which is again gendered, the author speaks of a "doubly divided structure". For the future, he calls for increased genderrelated skills.
Gender and household education expenditure in Pakistan

Inhalt: Pakistan has very large gender gaps in educational outcomes. One explanation could be that girls receive lower educational expenditure allocations than boys within the household, but this has never convincingly been tested. This article investigates whether the intra-household allocation
of educational expenditure in Pakistan favours males over females. It also explores two different explanations for the failure of the extant 'Engel curve' studies to detect gender-differentiated treatment in education even where gender bias is strongly expected. Using individual level data
from the latest household survey from Pakistan, we posit two potential channels of gender bias: bias in the decision whether to enrol/ keep sons and daughters in school, and bias in the decision of education expenditure conditional on enrolling both sons and daughters in school. In middle and secondary school ages, evidence points to significant pro-male biases in both the enrolment decision as well as the decision of how much to spend conditional on enrolment. However, in the primary school age-group, only the former channel of bias applies. Results suggest that the observed strong gender difference in education expenditure is a within rather than an across household phenomenon.
Predictors of work ability in occupations with psychological stress

Inhalt: Aim: This study aimed to detect health- and work-related predictors of poor and good work ability in teachers (TE) and office workers (OW). Method: Work ability and its influence factors were analyzed in 100 female TE and 60 female OW aged between 25 and 60 years. The work ability was evaluated with the work ability index questionnaire and the health status with the vitality measurement system®. In addition, cardiac risk factors, burnout risk, as well as the working demands and effort-reward ratio were taken into account. Predictors of work ability were analyzed by using a CHAID analysis. The number of complaints represents the best predictor to divide both occupational groups into subgroups with different work abilities (criterion variable). Results: Poor work ability is caused by many complaints and cardiovascular risk factors. By contrast, excellent work ability is associated with few complaints, the occupation “office workers,” a younger vital functional age, and the absence of burnout symptoms, which means in comparison with OW, TE have a 1.6 times higher risk for impaired work ability. Furthermore, the absence of burnout symptoms is a resource of TE, whereas OWs tend to have a younger vital functional age compared to their calendrical age. Although this analysis is able to explain 61.2% of the influence on impaired work ability, research for further causes must be undertaken. Conclusion: The results reflect the positive effect of a high educational level and a challenging job on the preservation of good work ability. Moreover, they draw the attention to the psychological and psychosocial strains of TE. TEs are exposed more frequently to feeling overstrained; this probably effects a higher retirement rate due to illness.
Changes in secondary pharmacological prevention of acute coronary syndromes and stroke after hospital discharge: a 6-month follow-up study of German primary care patients

Inhalt: Aim: This study examined modifications in secondary preventive medication between the time of hospital discharge (HD) and during a 6-month follow-up treatment of outpatients with acute coronary syndromes (ACS) and stroke. Subjects and methods: During a 6-month period, a health diary was completed on a weekly basis by 98 patients who were initially hospitalised with ACS and 29 patients with strokes in the Cologne area (Germany). Changes in medication between the time of HD and follow-up treatment (weeks 2, 12, and 24) were recorded. Results: On average, patients with ACS took six medications, whereas patients with stroke took five medications per day. ACS patients received beta-blockers (96%), lipid-lowering agents (80%), and angiotensin-converting enzyme (ACE) inhibitors (64%) at HD, and no changes in medication were made during follow-up treatment. However, there was a significant decrease in prescriptions of clopidogrel among ACS patients within 6 months, and about 13% of ACS patients did not receive an antiplatelet agent at any time. Stroke patients received beta-blockers (50%), lipid-lowering agents (67%), and antiplatelet agents, such as acetylsalicylic acid (57%) or clopidogrel (27%), at the time of HD, and no significant changes in medication were instituted during follow-up treatment. Conclusion: Treatment of ACS patients with the combination of acetylsalicylic acid and clopidogrel was insufficient, although it has been shown that this combination is highly effective in secondary prevention of ACS. Besides medical reasons, the cost-containment restrictions (“medication budget”) for German physicians might explain the observed failure of guideline-oriented medication. Furthermore, no changes in medications occurred regarding blood-pressure- and lipid-lowering agents.
