Family dissolution and public policies in the United States: social provisions and institutional changes since the 1980s

Inhalt: As a consequence of changing patterns of family formation and dissolution in the western world, national welfare institutions confront new demands to accommodate such issues as disproportionate poverty risks among single-mother families, increased requirements for non-parental child care arrangements, and the regulation of child maintenance and support. This paper documents and analyzes the most important social and legal provisions and changes in the United States since the 1980s with implications for the well-being of separated parents and their children, starting with alimony reform legislation to maternity and parental leave programs. It concludes that compared to Germany the institutional and financial support of lowincome custodial parents, the majority of whom are women, is still rather limited. While family-friendly policies -most of them based on employment and the tax system- have been expanded since the 1980s, the US welfare systems provides less financial and legal assistance to vulnerable families with children.

Inhalt: "In OECD countries, the cross-country correlation between the total fertility rate and the female labour force participation rate turned from a negative value before the 1980s to a positive value thereafter. Based on pooled time-series analysis, the literature seems to agree that this change is due to unmeasured country and time heterogeneity with respect to female employment. However, the determinants of this heterogeneity remain unclear. Using data of 16 European countries from 1960-2005, the author estimates pooled time-series models of fertility and female labor force participation by applying Prais-Winsten regressions with fixed country and time effects and investigate the changing effect of female labor participation for a set of labor market, educational and demographic variables and indicators of social policy. The empirical findings reveal that the change in the correlation seems to be due to the increasing proportion of females employed part-time, increasing educational attainment of females, increasing age at first birth and increasing gross enrollment ratio of children in pre-primary education." Shifted labor market risks? The changing economic consequences of job loss in the United States and West Germany

Inhalt: This article analyzes how institutional changes in the welfare state influence income mobility around job loss in the United States andWest Germany. Drawing both on an analysis of changes in provisions for the unemployed and on panel data from the Panel Study of Income Dynamics (PSID) and the German Socio-Economic panel (GSOEP), I demonstrate that the material well-being of American households hit by job loss has decreased substantially over time because of welfare state retrenchment, while unemployed German households have experienced only little deterioration of their economic well-being despite worsening labor market circumstances and institutional changes. The analysis also reveals that women in the United States are especially disadvantaged by job loss because, in their case, the withdrawal of the state has not been counteracted by an increase in influence on the part of the family. Inhalt: "Starting with a comparative assessment of different welfare regimes and political economies from the perspective of gender awareness and "pro-women" policies, this paper identifies the determinants of cross-national variation in women's chances of being in a high-status occupation in twelve West European countries. Special emphasis is given to size and structure of the service sector, including share of women in public employment and structural factors such as trade union density and employment protection. The first level of comparison between men and women concentrates on gender representation in the higher echelons of the job hierarchy, while in the second section we extend the scope of analysis, comparing women in high-status occupations and low-wage employment in order to allow for a more nuanced study of gender and class interaction. The first analysis is based on European Social Survey data for the years 2002, 2004, 2006, and 2008, capturing recent trends in occupational dynamics. Results indicate that in general a large service sector and a high trade union density enhance women's chances of being in a high-status occupations while more specifically a large public sector helps to reduce channeling women in low-wage employment. Thus, equality at the top can well be paired with inequality at the bottom, as postindustrial countries with a highly polarized occupational hierarchy such as the UK show." (author's abstract)

Inhalt: "In dem Gender-Teilprojekt wurden Akzeptanz und Anforderungen potenzieller Nutzer und Nutzerinnen an das neue Dämmmaterial untersucht. Ergänzend wurden deren Erfahrungen und Informationsbedürfnisse im Umgang mit (Gebäudekern-)Dämmung bestimmt. Zu diesem Zweck wurden drei Fokusgruppen durchgeführt, die unterschiedlich zusammengesetzt waren, um mögliche Geschlechterdifferenzen zu erkennen: eine Männergruppe, eine Frauengruppe und eine gemischtgeschlechtliche Gruppe. Teilgenommen haben Hauseigentümer/innen mit und ohne Dämmerfahrung bzw. vor der Dämmentscheidung sowie Experten/innen aus dem Energie- und Dämmbereich. Als übergreifendes Ergebnis ist festzuhalten, dass sich die größten Unterschiede in den Einschätzungen und angesprochenen Themen zwischen der Männergruppe einerseits und der Frauengruppe/gemischten Gruppe andererseits zeigten. In der Frauengruppe und gemischten Gruppe waren vielmehr Gemeinsamkeiten zu beobachten. Da es in der Männergruppe zugleich ein höheres Maß an technischem Vorwissen und Vorerfahrungen mit Dämmung gab, ist dies ein Indiz dafür, dass sich in den Fokusgruppen Geschlechterdifferenzen im Umgang mit Dämmung/ Dämmmaterialien mit dem Vorhandensein bzw. Nicht-Vorhandensein eines dämmspezifischen technischen Vorwissens überlagerten. Für die Vermarktung von Dämmmaterialien und die Kommunikation von Dämmung ist daraus zu schließen, dass insbesondere die Kombination von Geschlecht mit geringer oder starker technisch-fachlicher Vorbildung bedeutsam ist und weniger allein das Geschlecht der Zielgruppen." Men too sometimes shy away from competition: the case of team competition

like competitive environments as much as men. This article presents an experimental
design giving participants the opportunity to enter a tournament as part of a
team rather than alone. While a large and significant gender gap in entry in the individual
tournament is found in line with the literature, no gender gap is found in
entry in the team tournament. Women do not enter the tournament significantly
more often when it is team-based but men enter significantly less when they are
part of a team rather than alone. The main reason for men’s disaffection for the
team competition appears to be linked to the uncertainty on their teammate’s ability.
More precisely, high-performing men fear to be the victims of the free-riding

Inhalt: "Recent experimental results indicate that women do not like competitive environments as much as men do. Another literature is interested in the effect of social identity on economic behaviors. This paper investigates in the lab the impact of social identity on men and women's willingness to compete both individually and as part of a team. To this aim, participants from the Identity sessions had to go through group identity building activities in the lab while participants from the Benchmark sessions did not. The main result is that men are only willing to enter a team competition with a teammate of unknown ability if they share a common group identity with him or her. This change of behavior seems to be caused by high-performing men who are less reluctant to be matched with a possibly less able participant when he or she belongs to his group. On the other hand, group identity does not seem to induce women to take actions more in the interest of the group they belong to." (author's abstract)
