Global gender goals and the construction of equality: conceptual dilemmas and policy practice

Inhalt: The achievement of gender equality in education, and of women's empowerment more generally, have recently become established amongst the highest international priorities for policy action. This paper examines the processes by which they came to be included amongst the Millennium Development Goals (MDGs). It argues that the revised targets to 2015 are more practicable than earlier goals. However, it shows that rates of progress will need to be improved, and that financial support from the north is still running at less than half the required levels. Goal achievement presupposes some agreed understanding of the meaning of gender equality. The paper reveals important contradictions between the language of analysis and the vocabulary of policy. Finally, it examines some of the instruments available for monitoring progress and building pressure for policy reform. It shows that failures to meet policy undertakings are as evident – and as serious in their implications for the possibility of achieving the MDGs – amongst aid donors as they are amongst developing-country governments themselves.

Inhalt: 'Seit der Machtübernahme der National Islamic Front (NIF) 1989 bildeten sich in den Moscheen der Hauptstadt des Sudan immer mehr Frauengruppen. Der vorliegende Beitrag vermittelt, auf welche Weise diese Moscheegruppen gesellschaftlichen Raum für Frauen herstellen, sich den religiös-öffentlichen, männlich bestimmten Raum der Moschee aneignen und ihn transformieren. Die Autorin betont, dieses Fallbeispiel der Moscheegruppen widerspreche der undifferenzierten Ansicht, Frauen in islamischen und speziell in islamistischen Ländern seien (notwendigerweise) unterdrückt und die Infragestellung ungleicher Geschlechterbeziehungen und Machtstrukturen setze eine Abwendung von der Religion voraus. Das Gegenteil sei der Fall: Frauen, die in Moscheegruppen aktiv sind, beanspruchen (mehr) Macht, indem sie religiös(er) werden. Sie transformieren öffentliche und religiöse Räume und handeln mit sozialen und religiösen Autoritäten und Institutionen geschlechtsspezifische Positionen aus.' (Autorenreferat)
Inhalt: 'This paper discusses the case of women's mosques groups in the capital of Sudan which have considerably spread since the National Islamic Front (NIF) seized power in 1989. The paper empirically demonstrates how the mosque groups are forming a social space for women and how this is leading to the appropriation and transformation of a public-religious and a highly masculine space such as the mosque. The main argument of the paper maintains that the case of the mosque groups contests the undifferentiated view that women in Islamic and specially Islamised societies are (necessarily) oppressed and that the only way to question the unequal gender relation and power structure is by getting away from religion. The paper asserts that, on the contrary, women active in mosque groups are claiming (more) power by becoming (more) religious. Through this power they constitute a space, transform public and religious ones and negotiate their gendered position vis-à-vis social and religious authorities and institutions.' Inhalt: Research from different parts of Africa indicates that to grasp the HIV/AIDS catastrophe, an in-depth understanding of conjugal relationships is crucial. In casual, short-term sexual interactions, safer sex practices, foremost condom use, have become more and more prevalent. This does not hold true for long-term relationships. Marriage rates have substantially declined in many parts of southern Africa. Without marriage as a possible frame for conjugal relations meanings and practices of 'love' have become the structuring concept of conjugality. Love relations are perceived as based on trust. This contradicts the use of condoms, a visible sign of mistrust. Based on long-term ethnographic field research in rural northwest Namibia we analyse the interconnections between conjugal relations, perceptions of risk and practices of safe sex in detail.

Inhalt: "Economic globalization, welfare state transformation as well as political and social change on national and supranational level impact on national labor markets in advanced societies in complex ways. From a gender perspective, these dynamics of change entail deregulation as well as re-regulation of employment systems and at the same time are triggered by shifts in gender relations. Addressing this complexity poses challenges to scholarly research comparing employment systems and systemizing cross-national variations of labor market regimes which tend to neglect gender relations as a relevant factor of change. This context sets the framework for our question on how ongoing changes in employment systems and in gender relations are taken up in recent scholarship. We focus on three approaches prominent in the mainstream scholarly debate which address the current state of employment systems in advanced economies in comparative perspective spanning from political economy to micro economics and economic sociology, namely the Varieties of Capitalism (VOC) approach (Hall/ Soskice 2001), Marsden's micro-economic theory of employment systems (1999) and Fligstein's work 'The architecture of markets' (2001). The approaches differ in the assignment of agency (to firms, employees and the state) as well as in the assessment of the role of educational institutions for shaping employment systems. Rates of return to education by gender in Pakistan

Inhalt: Differential labour market returns to male and female education are one potential explanation for large gender gaps in education in Pakistan. We empirically test this explanation by estimating private returns to education separately for male and female wage earners. This paper contributes to the literature by using a variety of methodologies (Ordinary Least Squares, Heckman correction, 2SLS and household fixed effects) in order to consistently estimate economic returns to education. Earnings function estimates reveal a sizeable gender asymmetry in economic returns to education, with returns to women's education being substantially and statistically significantly higher than men's. However, a decomposition of the gender wage gap suggests that there is highly differentiated treatment by employers. We conclude that the total labour market returns are much higher for men, despite returns to education being higher for women. This suggests that parents may have an investment motive in allocating more resources to boys than to girls within households.

Gender differentiation in higher education: educational specialization and labour market risks in Spain and Germany

Inhalt: The objective of this paper is to investigate the relationship between gender differentiation in tertiary education and labour market hazards. We analyze how differences between male and female tertiary graduates in the chosen degree level and field of study affect the likelihood to be unemployed or obtain a low status job. In order to learn about the role of institutional context, we compare Germany and Spain, two countries that differ with respect to horizontal (field of study) and vertical (degree level) segregation by gender as well as to the linkage between the education and labour market system. Using Labour Force Survey data from the year 2000, our results of logistic regression models as well as a non-linear decomposition technique generally confirm our expectation that the field of study explains a sizable portion of the gender gap in unemployment and low status jobs in both countries. Whereas the level of tertiary degree does not matter with respect to unemployment in either country, it explains part of the female disadvantage in holding a low status job in Spain. Moreover, our analyses show that women with a degree in a predominantly male field of study are not systematically disadvantaged compared to men. Finally, even though the role of the institutional context is hard to evaluate, it seems that, for the two selected countries, the horizontal and vertical gender segregation is more relevant in Spain than in Germany.' Unzeitgemäße Utopien: Migrantinnen zwischen Selbsterfindung und Gelehrter Hoffnung

Inhalt: In der vorliegenden Untersuchung werden Migrantinnen nach ihren Utopien befragt, ihren "kleinen Träumen" und "großen Sehnsüchten" nachgespürt. Dabei gelingt es, die enge Verflochtenheit zwischen utopischem Denken und migrantischen Praxen herauszuarbeiten und Migrantinnen als kritisch-politische Mitglieder einer demokratischen Gesellschaft darzustellen. Die utopischen Beiträge erscheinen ungetrübt als paradox, naiv und gleichzeitig politisch radikal, strategisch durchdacht. Einseitige Forschungsperspektiven, die Migrantinnen entweder zu "Heldinnen" verklären oder sie in der Rolle als "Opfer" festzurren, werden hier gleichzeitig problematisiert und irritiert.
