Gerechtigkeitsvorstellungen im Lebenszusammenhang - eine geschlechtersoziologische Perspektivenerweiterung am Beispiel von Für- und Selbstsorgearrangements prekär Beschäftigter

Inhalt: Fragen der Un-/Gerechtigkeit v.a. in der Erwerbssphäre sind (wieder) auf die politische Agenda gerückt. Ausgehend von der geschlechtersoziologischen Kritik an einem engen Arbeitsbegriff plädieren wir dafür, Gerechtigkeitsvorstellungen im Lebenszusammenhang zu betrachten. Wir fragen, welche Missstände aus einer Perspektive des Lebenszusammenhangs als ungerecht erfahren werden, basierend auf narrativen Interviews mit prekär Beschäftigten, die wir in einem hermeneutischen Auswertungsprozess interpretierten. Wir rekonstruieren, welche Missstände die Befragten als nicht erfüllte Gerechtigkeitsansprüche erheben und welche nur als nicht erfüllte Wünsche, wobei wir Sorgearrangements ins Zentrum stellen. Anhand dreier Fallbeispiele zeigen wir, dass nur Fürsorge normative Kraft entfalten kann, während zur Einforderung angemessener Bedingungen zur Selbstsorge meist normative Rahmen fehlen. Fürsorge ist zudem vergeschlechtlicht und aus dem Anspruch, gute Pflege zu leisten, kann selbstdestruktives Potenzial erwachsen. Gesellschaftspolitisch ist zu fragen, wie normative Rahmen für angemessene Selbstsorge und gerechte Bedingungen für selbstsorgsame Pflege von Anderen etabliert werden können.
Intersektionalität und Gouvernementalität: die Regierung von Prostitution in Luxemburg

Inhalt: Welche Machtlogiken wirken bei der Interpretation von Prostitution als Problem individueller moralischer Führung einerseits und als gesamtgesellschaftliches, politisches Problem andererseits? Die Autorin verbindet zwei Schlüsselkonzepte aktueller politischer und feministischer Theorie - Intersektionalität und Gouvernementalität - mit der historischen Analyse der Problematisierung von Prostitution und ihren Regierungsweisen Anfang des 20. Jahrhunderts. Sie zeigt empirisch auf, dass verschiedene gesellschaftliche Gruppen jeweils spezifisch moralisch regiert wurden und plädiert für ein politisches und prozessorientiertes Verständnis von Intersektionalität, so dass differenzierte Mechanismen der Machtausübung erfassbar werden.

Inhalt: Within the framework of ethnography, field access plays an essential role for the progress and success of research projects using such a methodology. Based on a gender studies project in which we analyzed the change of gender arrangements (LENZ & ADLER, 2010) within a German university, we illustrate how field access not only poses a methodological challenge but also serves as an important source of information. Contrasting two faculties we show how the issue of gender is addressed in different organizational units. The two faculties have in common that they understand the gendering of the faculty culture as a question of numbers. At the same time the topic is externalized and thereby not taken as a relevant organizational task. Finally, we link the empirical results to the theoretical discussion about the "gendered organization" (ACKER, 1990; MÜLLER, RIEGRAF & WILZ, 2013) and deduce methodological challenges for gender studies.

Gender and the EU's Support for Security Sector Reform in Fragile Contexts

Inhalt: How does the European Union (EU) include 'gender' within its support to security sector reform (SSR) programmes? The EU has committed to include gender perspectives by implementing the Women, Peace and Security agenda (WPS) within its foreign security practices. While researchers and practitioners recognise the importance of integrating gender issues into SSR operational effectiveness, there is limited knowledge about how this functions within the EU's security architecture. This article uses Feminist Institutionalism (FI) to understand the process of gender mainstreaming within the EU's support to SSR programmes. It does this by using two crucial theory‐testing cases of SSR programmes - Ukraine and Afghanistan. It finds that the EU's ability to promote gender inclusive approaches to SSR is limited by the structure of the EU's own assumptions and capabilities, and institutional constraints in third countries. At the same time, the cases underscore the importance of individuals as agents of change.
Equality Governance via Policy Analysis? The Implementation of Gender Impact Assessment in the European Union and Gender-based Analysis in Canada

Inhalt: Gender impact assessment has been both celebrated as a beacon of hope for the cause of gender equality and criticised as being ineffectual. More than 20 years of gender mainstreaming have demonstrated that equality governance with and through impact assessment is an intersectional and still evolving process. Arn T. Sauer's study examines the instruments of gendered policy analysis and the conditions under which they are being used by the Canadian federal government and the European Commission. Interviews with experts from public administration and instrument designers as well as document analyses reveal benefits and challenges and show that the success of equality governance depends upon whether knowledge about gendered policy and appropriate administrative practices are embedded, embodied and entrenched in public administration.
