Inhalt: Diese Studie untersucht, wie sich der Gender-Gap bei der Politikpartizipation und politischen Repräsentation in Österreich im Vergleich zu anderen Ländern entwickelt hat und welche Faktoren die Teilhabechancen von Frauen beeinflussen. Dafür wurden Verwaltungsdaten analysiert und Auswertungen des European Social Survey angestellt, um Veränderungen in Einstellungen und Verhalten abzubilden. Neben einer Literaturanalyse werden Ergebnisse einer qualitativen Erhebung unter österreichischen Kommunalpolitikerinnen präsentiert, die über ihre Erfahrungen und ihren Weg in die Politik erzählten.

Inhalt: Academic studies regarding the impact of various forms of gender representation focus largely on quantitative evidence that women in power can make a difference, downplaying qualitative case studies that can establish causal links between women's participation in government and better policies for women. Analyzing policy changes initiated by Germany’s first female Chancellor since 2005, the paper argues that despite her CDU-affiliation, Angela Merkel has contributed more to gender equality in Germany than all previous chancellors, even though she refuses to label herself a feminist. The author explores three factors shaping Merkel's reluctance to embrace the (western dominated) feminist label, e.g., her socialization under a diametrically opposed GDR gender regime, her preference for data-driven policy learning, her aversion towards “ideological” framing, coupled with a tendency to pursue mixed motives, respectively. The paper concludes with recent examples geared towards leveling the global gender playing-field, attesting to her willingness to embrace transformational representation.

Gender and Politics in Buenos Aires

Inhalt: This paper examines the persistent gender gap in electoral politics at the local level in Buenos Aires, Argentina. I argue that the combination of the division of political work and existing social norms regarding the separation of domestic chores contributes to women’s political underrepresentation at the local level. Studying everyday politics in Buenos Aires, a clear division of political work between men and women was found. Only women were in charge of finding solutions to issues of domestic abuse and violence, and of taking care of children, the pregnant, and senior citizens. Using information from Buenos Aires municipalities, I document the gender gap in elected legislative and executive offices at the local level – as well as in non-elected offices within municipal cabinets. It was also found that the types of political work assigned to female activists and candidates reinforce existing stereotypes of women as mothers of the poor.

Inhalt: One hundred years after being granted the right to active suffrage, German women remain underrepresented in elective office. Quotas have partially addressed demand-side barriers to gender parity in descriptive representation, but significant supply-side gaps remain. Men comprise over 70% of political party members in the Federal Republic, dominating the bodies that provide candidates for elective office. Solutions to this supply-side problem have often focused on “fixing” women to fit into gendered party institutions, rather than altering these structures to be more welcoming to women. In contrast, drawing on interviews with (potential) party members in Germany, this article identifies informal institutions that deter gender-balanced involvement in political parties and suggests ways in which these norms might be changed.

Inhalt: "Der Beitrag untersucht die Auswirkungen der Unterrepräsentanz von Frauen in der Politik und setzt sie in Beziehung zu den Themen, über die im Parlament debattiert wird. Damit werden zwei Ziele verfolgt: Zum einen wird gefragt, ob die weiblichen Abgeordneten des aktuellen Parlaments in Singapur andere politische Interessen verfolgen als ihre Kollegen. Zum anderen wird ein breiterer Kontext mit Blick auf die Frage betrachtet, ob weibliche und männliche Abgeordnete ein unterschiedliches Rollenverständnis haben. Auf Basis einer Untersuchung der Themen, die männliche und weibliche Abgeordnete im Parlament aufwerfen und diskutieren, wird argumentiert, dass die Kohorte der weiblichen Abgeordneten innerhalb eines maskulinen Paradigmas operiert und sie deshalb dazu tendieren, ihre Stimme nicht ausschließlich dann zu erheben, wenn es um Themen geht, die traditionell als 'Frauenthemen' gelten. Vielmehr äußern sie sich zu einer ganzen Bandbreite von Themen. Indem sie sich nicht auf 'Frauenthemen' beschränken, wird deutlich, dass sie sich als gleichgestellt und fähig sehen, zu jedwedem Thema etwas zu sagen. Unter den weiblichen Abgeordneten in Singapur besteht ein implizites Verständnis darüber, dass sie aufgrund ihrer Fähigkeiten - eher als aufgrund ihres Geschlechts - ins Parlament gewählt wurden und der Gemeinschaft dienen, um den Zielen ihrer Parteien gerecht zu werden." Inhalt: "This paper investigates the implications of women's underrepresentation in politics in relation to the kinds of issues they raise in Parliament. It has two objectives. First it raises the question of whether the current cohort of female MPs in Singapore has different political interests from their male colleagues, and second, it seeks to understand the larger concern of whether female MPs see their role in politics to be different from that of men's. Through an investigation of the kinds of issues female and male MPs have raised and discussed in Parliament, the paper argues that because the current cohort of female MPs operate within a paradigm that is masculine, they tend not to voice their opinion exclusively on issues thought to belong traditionally to the domain of women but rather on a range of issues. By not restricting themselves to discussing women's issues only, it is evident that these women have consciously chosen to demonstrate that they are equal to men and they are capable of handling any issue. Among Singaporean female MPs, there is an implicit understanding that they were voted in based on their capacity to contribute and serve the community to fulfil the goals of their respective parties rather than on their gender identity." Inhalt: "Im Jahr 2002 verkündete der damalige pakistanische Präsident Pervez Musharraf, dass 17% der Sitze in Nationalversammlung und Senat künftig für Frauen reserviert seien. Wenngleich eine Quotenregelung kein Novum für das Land darstellte, war ihr Wert noch nie so hoch ausgefallen. Seit der Abschaffung der Quote im Jahr 1988 war die Repräsentation von Frauen im Parlament auf unter 3% gesunken. Als mit den Wahlen von 2002 dann 80 Frauen in die Nationalversammlung einzogen und ca. 20% aller Abgeordneten stellten, wurde die neue Regelung als bahnbrechend aufgefasst. Musharrafs Entscheidung erhielt viel Lob von Aktivistinnen der Frauenbewegung. Der Beitrag versucht zu beurteilen, wie Frauen sich in Diskurs und Praxis neue Wege geschaffen haben, um Politik zu machen. Während die Agency von Frauen durch Quotenregeln durchaus anerkannt wird, lautet die Argumentation aber auch, dass eine gesonderte Demarkation von 'Frauenpolitik' Einschränkungen mit sich bringen, zur Marginalisierung von Frauen beitragen und Genderstereotype verstärken kann." Inhalt: "In 2002, the Pakistani President Pervez Musharraf announced that 17% of the seats in the National Assembly and Senate would be reserved to women. Though quotas for women were not a new phenomenon in Pakistan, they had never reached this level. Moreover, after they had been dropped in 1988, the representation of women in the Pakistani parliament fell under 3%. Thus the entry of more than 80 women in Parliament (about 20% of all MPs) in 2002 was considered as a game changer in Pakistani politics, and Musharraf's decision was generally praised by activists of the women's movement. The article tries to evaluate how women construct new ways to do politics in their discourses and practices, and what place gender norms and representations occupy in this process. While recognizing women's agency though quota regulations, it is also argued that a distinctive demarcation of 'women's politics' can bring about constraints, contribute to women's marginalization in the political field, and strengthen gender stereotypes."
