Do Austrian Men and Women Become more Equal? At Least in Terms of Labor Supply!

Inhalt: Similar to most industrialized countries, female labor supply in Austria has been increasing for the last decades, while labor force participation for men has been constant or even somewhat declining. This working paper - in cooperation with the University of Linz - provides an insight into wage elasticities concerning work participation and weekly hours for Austrian men and women between 1987 and 1999. It presents the almost continuous reduction in the labor supply reactions of married women. While their elasticity was still several times larger at the beginning of the 1980s, they approached rapidly the much less elastic behavior of men. These developments are important for the analysis of deadweight losses of taxation as well as the effects of tax reforms and wage subsidy programs. In this paper we differentiate between married and never-married women; which is very important in explaining labour force participation. As these differences are negligible for men we refrain from this distinction. Labor supply elasticities give an impression about attachment to the labor force; very high elasticities of (married) women have often been interpreted as evidence for low labor force attachment and a traditional family role model: the male bread-winner model where female market participation was considered as supplementary and more volatile. Due to increasing educational attainment of women, developments on the marriage market - lower marriage and higher divorce rates - and most importantly changing social roles and norms, it can be expected that this traditional male-breadwinner model will have considerably lost its importance.

Diese Arbeit fokussiert in erster Linie auf die Einkommensabhängigkeit des Arbeitsangebots. Vorab werden rezente Studien zur Frauenerwerbsbeteiligung in Österreich und Deutschland systematisch dargelegt. Durch eine darauf aufbauende Analyse der Verteilungen der Haushalts- und Personeneinkommen junger Familien wird einerseits die generelle Einkommenssituation und andererseits die tatsächliche Armutsgefährdung der Untersuchungsgruppe zu anderen Bevölkerungsgruppen vergleichend dargelegt. Schließlich wird die effektive Erwerbspartizipation junger Mütter via einer einkommensbasierten Arbeitsangebotsschätzung unter Zuhilfenahme der Heckmankorrektur vorgenommen. Die daraus geschätzten Lohn- und Haushaltseinkommenselastizitäten bestätigen grundsätzlich Ergebnisse vergleichbarer Studien, der konkrete Vergleich der Elastizitäten von Müttern nach dem Alter der Kinder zeigt darüber hinaus deutliche Verhaltensdifferentiale." Inhalt: "The labor force participation of mothers differs foremost corresponding to the age of their children. This is based on several reasons. This study focuses on the (inter-)dependency of income and labor supply. In a first step recent studies about female labor force participation in Austria and Germany are presented. An analysis of the distribution of the household and the individual income of young families follows. Therein the income and the factual risk of poverty for this part of the society are compared to other parts of the society. Finally an income based estimation of the labor force participation of young mothers combined with a Heckman correction procedure is conducted. The estimated wage and household elasticities resulting from this verify the results of comparable studies. Beyond that, the concrete comparison of the elasticities of mothers according to the age of their children shows distinct behavioral differences." (author's abstract)

This study applies an expanded labor supply model in which the effect of the household production as well as the individual and institutional childcare is identified and quantified as important covariates. The identified covariates influence both the dichotomous decision to participate in the labor force and the degree of the realized labor supply. Special attention must be paid to the willingness of the mothers to participate in the labor force during this family phase, which can be captured and implemented through individual values. This individual values are constantly interacting with the social predominant ones. An international comparison shows distinct differences of the influence of these value systems on the labor supply." (author's abstract)
