Women's Coalitions beyond the Laicism-Islamism Divide in Turkey: Towards an Inclusive Struggle for Gender Equality?

Inhalt: In the 2010s in Turkey, the ruling Justice and Development Party's (AKP) authoritarian-populist turn accompanied the institutionalization of political Islam. As laicism was discredited and labeled as an imposed-from-above principle of Western/Kemalist modernity, the notion of equality ceased to inform the state’s gender policies. In response to AKP's attempts to redefine gender relations through the notions of complementarity and fıtrat (purpose of creation), women across the political spectrum have mobilized for an understanding of gender equality that transcends the laicism - Islamism divide yet maintains secularity as its constitutive principle. Analyzing three recent attempts of women's coalition-building, this article shows that, first, gender equality activists in the 2010s are renegotiating the border between secularity and piety towards more inclusive understandings of gender equality; and second, that struggles against AKP’s gender politics are fragmented due to different configurations of gender equality and secularity that reflect class and ethnic antagonisms in Turkish society. The article thereby argues for the need to move beyond binary approaches to secularism and religion that have so far dominated the scholarly analysis of women’s activism in both Turkey and the Nordic context.

Inhalt: Der Beitrag befasst sich mit der fortlaufenden Entwicklung von Gender Mainstreaming als gleichstellungspolitischer Strategie der EU und der Rolle die dabei politische Entscheidungsträger*innen haben, dieses neue Konzept zu implementieren und/oder zu instrumentalisieren. Von Beginn an wurde Gender Mainstreaming genutzt um den vorherigen Fokus auf Geschlecht auszudünnen und Ressourcen zu streichen, während zeitgleich die Entwicklung von GM sich in einem permanenten Machtkampf transformierte. Der Artikel fasst eingangs die zentralen Schritte und Forschungsergebnisse zur Einführung von Gender Mainstreaming in den frühen 1990er-Jahren zusammen und diskutiert entstehende Probleme durch verwandte Konzepte. Dann wird die Gegenreaktion zur EU Gleichstellungspolitik und die Herabstufung von Gender Mainstreaming bewertet, die sich im Zuge der 2004er Osterweiterung und der Finanz- und Staatsschuldenkrise seit 2008 entwickelte. Abschließend wird erläutert, warum Gender Mainstreaming dennoch die einzig effektive Strategie zum Abbau geschlechtsspezifischer Ungleichheiten in der EU bleibt – jedenfalls so lange die Strategie in ihrem ursprünglichen „transformativen Ideal“ verstanden und umgesetzt wird. Der Artikel basiert auf den Innenansichten der beiden Autorinnen als langjährige Gleichstellungsexpertinnen auf EU und nationaler Ebene. (Autorenreferat)
Inhalt: Twenty Years of EU Gender Mainstreaming: Rebirth out of the Ashes? The article looks at the progressive development of gender mainstreaming as a strategy to achieve gender equality in the EU and the role played by policy makers to implement and/or instrumentalise this new concept. From the outset, bureaucracies seized it as an opportunity to dilute the focus on gender and cut resources, transforming its development into a permanent power struggle. The article starts with a brief overview of the major steps and research findings on GM during its launch in the early 1990s and discusses problems arising from related concepts. It then assesses the backlash directed against gender equality, and the demotion of gender mainstreaming, precipitated by the 2004 Eastern enlargement, and the sovereign-debt turned Euro-crisis after 2008. The article concludes by highlighting issues that suggest gender mainstreaming remains the only effective strategy for tackling gender inequalities in the EU, as long as it is understood and implemented in the “policy transformative way”. The article is based on the authors’ insider view stemming from extensive experience in gender equality policies at the European and national level. (author's abstract)

Inhalt: Gender Equality has not yet been achieved in many western countries. Switzerland in particular has failed as a forerunner in integrating women in politics and economy. Taking Switzerland as a case study, the authors critically reflect the state of gender equality in different policy areas such as education, family and labour. The collection of articles reveals how gender policies and cultural contexts interact with social practices of gender (in)equality. They also outline the gender(ed) effects of recent changes and reform strategies for scientists, politicians and practitioners. Despite considerable successes at the legal and societal level, equality between women and men has not yet been achieved in many western countries. This is true also for Switzerland, where gender equality issues increasingly are being highlighted. This book critically reflects the state of gender equality in Switzerland by focusing on key areas of gender policy such as education, labour, and the private sphere, especially in the context of economic and social change. The articles are based on multi-disciplinary perspectives as well as innovative methods in studying gender (in)equality. All chapters refer to the National Research Program 60 on 'Gender Equality' (2010-2014) launched by the Swiss National Science Foundation which aimed at generating knowledge on the complex conditions for gender equality in Switzerland. The chapters of this book highlight the 'evidence' and impact of current gender equality policies and objectives. The authors investigate the gender-relevant implications of important policy areas, some of which are still rarely discussed, such as social investment, tax or working time policies. They discuss interdependencies between gender and other categories of social difference, e.g. social class, and also illustrate the meaning of these intersections with respect to the outcomes and limitations of public policies. Further, the articles are dedicated to the analyses of the complex reasons for persisting gender inequalities in the world of work, care and education by looking especially at the interfaces and the transitions between those social fields. The book provides nuanced insight into how gender policies and cultural contexts interact with social practices of gender (in)equality and reflects the media and public reception of scientific studies on gender inequality. It is directed to social and political scientists and yields important information on effective strategies and their relevance to gender equality for politicians and practitioners today.
20 Jahre Vertrag von Amsterdam - reelle Vision oder reale Desillusion europäischer Gleichstellungspolitik?

Inhalt: Im Jahr 1997 wurden die Prinzipien Gender Mainstreaming und Antidiskriminierung auf Grund von Geschlecht, 'Rasse', ethnischer Herkunft, Religion/Weltanschauung, Behinderung/Beeinträchtigung, Alter und sexueller Orientierung im Amsterdamer Vertrag verankert. Die Einleitung zum Schwerpunktheft bilanziert zwanzig Jahre nach der Verabschiedung die Wirkungen dieser vertraglichen Verankerung und kommt dabei zu einem gemischten Fazit. Einerseits hat sich das supranationale EU Gender- und Antidiskriminierungs-Regime dank wachsender Aufmerksamkeit für Gleichstellung in den verschiedenen Politikfeldern und neuer rechtlicher Grundlagen für vielfältige Diskriminierungsgründe deutlich über die damaligen Grenzen der Beschäftigungs- und Sozialpolitik hinaus entwickelt. Andererseits haben sich die Erwartungen an Gender Mainstreaming als transformative Strategie trotz feministischem Aktivismus und gleichstellungsorientierter Forschung nicht erfüllt, und die Mitgliedsstaaten haben die Entwicklung eines Antidiskriminierungs-Regimes auf 'softe' Politikinstrumente und lediglich zwei bindende Richtlinien begrenzt. Darüber hinaus blieben die beiden Politikprozesse - Gender Mainstreaming und Antidiskriminierung - institutionell und strategisch unverbunden. Anstatt Intersektionalität zu 'mainstreamen', werden Diskriminierungsgründe separat behandelt und Geschlechtergleichstellung scheint in die reaktive Politiklogik von Antidiskriminierung absorbiert zu werden, während Gender Mainstreaming oft darauf begrenzt bleibt, Männer und Frauen als zwei feststehende Kategorien einzufügen. Die Osterweiterung und die Finanz- und Legitimitätskrise der EU haben zudem eine soziale und politische Konstellation hervorgebracht, die der Entwicklung einer alternativen Gleichstellungsstrategie nicht gerade förderlich ist. Inhalt: In 1997 the principles of gender mainstreaming and anti-discrimination based on sex, racial or ethnic origin, religion or belief, disability, age or sexual orientation were enshrined in the Treaty of Amsterdam. The introduction to this special issue takes stock of the results twenty years after and finds mixed results. It argues that a supranational EU gender and antidiscrimination regime has developed beyond the original limitations to discrimination between women and men in employment and social security, thanks to the attention to gender equality in other policy domains and the adoption of legal and political instruments dealing with other grounds for discrimination. However, in spite of feminist activism and research, gender mainstreaming has not fulfilled the expectations as a transformative strategy, and member states have limited the development of an antidiscrimination regime to a set of ever softer policy instruments and two binding legal instruments. Importantly, the processes of gender mainstreaming and antidiscrimination remain disconnected institutionally and strategically. Instead of mainstreaming the concept of intersectionality, antidiscrimination policies continue to treat grounds for discrimination separately, gender equality seems to be absorbed by the logic of antidiscrimination as a reactive policy approach, and gender mainstreaming is reduced to inserting woman and man as two fixed categories. Unfortunately, the eastern enlargement, the financial crisis and the legitimacy crisis faced by the EU have created a social and political constellation, which is not propitious for the development of an alternative equality strategy. Wirtschaftspolitische Steuerung in der Europäischen Union: geschlechterblind und gleichstellungsriskant Der Artikel leistet einen Beitrag zur Bilanz 20 Jahre nach Amsterdam mit einer kritischen Bestandsaufnahme des Stellenwerts von Gleichstellungspolitik im Bereich der Budget- und Wirtschaftspolitik. Im Mittelpunkt steht dabei die Frage, welchen Einfluss der gleichstellungspolitische Ansatz des Gender Mainstreaming (GM) in der budget- und wirtschaftspolitischen Steuerung innerhalb der EU innehat und gleichzeitig umgekehrt, welchen Einfluss die Budget- und Wirtschaftspolitik der EU, mit besonderem Fokus auf die wirtschaftspolitische Steuerung (Economic Governance), auf Gleichstellung hat. Die Analyse zeigt, dass Gleichstellungspolitik in der EU und gleichstellungspolitische Errungenschaften in der Krise sind. Das ist nicht nur auf die Wirtschafts- und Finanzkrise zurückzuführen, sondern ist vielmehr auch in den zu kurz greifenden gleichstellungspolitischen Konzepten und in der weiterbestehenden „strategic silence“ in Bezug auf Gleichstellungsaspekte in der EU-Wirtschaftspolitik im Rahmen der Economic Governance angelegt. Gleichstellungspolitische Errungenschaften sind durch geschlechterblinde Politiken und die zunehmende Macht männlich dominierter und maskulin strukturierter Institutionen gefährdet. Im Artikel werden aufbauend auf die Einsichten in die Defizite der bisherigen GM- und Gleichstellungspolitik Ansatzpunkte für die theoretische Weiterentwicklung und praktische Geschlechterpolitik vorgestellt, die die Schwachstellen und blinden Flecken überwinden sollen. Eine vom Alltag der Lebensrealitäten her gedachten Transformation muss auf drei Ebenen erfolgen, eine Neukonzeptualisierung von Ökonomie und der Wirtschaftspolitik in Richtung Ver- und Vorsorgende Wirtschaft (Care Ökonomie), eine emanzipatorische Transformation von Staatlichkeit in Richtung Geschlechterdemokratie und ein Ausbau geschlechtergerechter partizipatorischer Institutionen und Entscheidungsprozesse. Inhalt: The article contributes to the stock-taking of 20 years after Amsterdam by critically focusing on the role of gender equality in budgetary and economic policies at the EU level. It analyses not only the influence of Gender Mainstreaming on budgetary and economic policies but also vice versa, the influence of economic and budgetary policies – in particular the EU economic governance – on gender equality. The analysis shows that EU gender equality policies and gender equality achievements are experiencing a crisis. This is not only due to the current economic and financial crisis, but rather due to limited gender equality concepts as well as the continued “strategic silence” and absence of gender equality aspects in EU economic policies and economic governance. Progress in gender equality is threatened by the increasing power of male dominated and masculine structured institutions. Based on the insights on the deficits of gender mainstreaming and gender equality policies so far, the article presents key starting points for a theoretical development and practical gender equality policies to overcome the weak points and blind spots. A transformation – based on the realities of everyday life – needs to focus on three levels simultaneously, namely a new conceptualization of economics and economic policies in the direction of a care economy, the emancipatory transformation of the state towards gender equality democracy and the development of gender-just, participatory institutions and decision making processes. Gender equality and emancipatory concepts and strategies can only become effective if transformations at these three levels are taken into account simultaneously. (author's abstract)
