Inhalt: Following trade agreements between ASEAN states, the expansion of cross-border roads and bridges between Laos and Thailand has linked local communities and distant markets in increasingly diverse ways. Although the planned impacts of such integration are expected to be beneficial, effects on the ground vary, as witnessed at a sleepy outpost in Xayabury and a more vibrant crossing in Savannakhet. This paper discusses first the physical setting of such border facilities, and then explores their actual local effects on traders’ activities, highlighting changes in gender roles and perceptions of entrepreneurial competition participated in by women in the two research sites.

Inhalt: Die Geschlechterungleichheit in den Wissenschaften ist weiterhin ein ungelöstes Problem. Viele Studien befassen sich mit genderspezifischen Problemen in wissenschaftlicher Kommunikation und in wissenschaftlichen Karrieren. Die EU-Statistiken ("She Figures") dokumentieren das nach wie vor dominante Muster geringerer weiblicher Präsenz in höheren akademischen Rängen in fast allen EU-Mitgliedsstaaten. EU-Wissenschaftspolitik und die nationalen Sozialpolitiken widersprechen einander. Die vorherrschende "publish or perish"-Logik, atyptische Beschäftigungsverhältnisse als akzeptierte Norm und die forcierte internationale Mobilität behindern vor allem die Wissenschaftskarrieren der Jungen und Frauen. Wie offen sind die sogenannten "offenen Initiativen" für Frauen? Frauen sind gegenüber der Open-Source-Bewegung (FLOSS) skeptisch, sie fühlen sich vom dort herrschenden männlich dominierten "frostigen" Arbeitsklima eingeschüchtert. Nur 13 Prozent der internationalen Wikipedia-Autorenschaft ist weiblich. Nur Artikel über klassisch männliche Themen wie Fußball werden in der deutschen Wikipedia als "relevant" eingestuft und dürfen daher "überleben". Es gibt kaum deutschsprachige Genderstudien im Modus Open Access. Meist ignorieren die Erhebungen zu den Einstellungen und Praktiken von Wissenschaftlerinnen und Wissenschaftlern beim Open-Access-Publizieren die Geschlechtervariable. Einzige Ausnahme bildet eine größere Befragung durch die DFG. In dieser Studie wünschen mehr Frauen als Männer Training in Open-Access-Publikationstechniken.
Inhalt: Gender inequality in sciences is an ongoing unsolved issue. Many studies have
been carried out to tackle the gender specific problems in scientific communication
and scientific careers. The EU-Statistics ("She Figures") document the still
dominant pattern of lower female presence in higher academic ranks in almost
all European Union member states. There are discrepancies between EU science
policy and national social policies. The prevailing "publish or perish" attitude,
atypical employment as accepted norm and the forced international mobility are
factors which hamper the young and female academics' scientific careers. How
open for women are the so called "open initiatives"? Women are sceptical towards
FLOSS (free/ libre open source software), they feel intimidated by the male dominated
"chilly" working climate. Only 13 percent of the international Wikipedia
writers are female. Only articles on traditionally male topics as soccer are considered as relevant in the German Wikipedia and are allowed to "survive". There is
almost no open access publishing in German gender studies. Generally the surveys
of attitudes and practices of scholars on open access publishing ignore the gender
variable. The only exception is a larger survey of the DFG. In this study women
more often than men wish more training in open access publishing techniques.

NGOs in India: the challenges of women's empowerment and accountability

Inhalt: By examining how NGOs operate in Southern India in the early 2000's, this book discusses the challenges faced by small, local NGOs in the uncertain times of changing aid dynamics. The key findings focus on what empowerment means for Indian women, and how NGO accountability to these groups is an important part of the empowerment being realised. The notion of community empowerment, in which the 'solidarity' of a group can be a path to individual empowerment, is discussed, as well as analysing how empowerment can be a useful concept in development. Based on case studies of 15 NGOs as well as in-depth interviews with 80 women's self-help groups, the book highlights the key features of effective empowerment programs. The author uses innovative statistical analysis tools to show how a key factor in empowerment of marginalised women is the accountability relationship between themselves and the supporting NGO. The book goes on to discuss the ways that NGOs can work with communities in the future, and recognises the limitations of a donor-centric accountability framework. Inhalt: "In OECD countries, the cross-country correlation between the total fertility rate and the female labour force participation rate turned from a negative value before the 1980s to a positive value thereafter. Based on pooled time-series analysis, the literature seems to agree that this change is due to unmeasured country and time heterogeneity with respect to female employment. However, the determinants of this heterogeneity remain unclear. Using data of 16 European countries from 1960-2005, the author estimates pooled time-series models of fertility and female labor force participation by applying Prais-Winsten regressions with fixed country and time effects and investigate the changing effect of female labor participation for a set of labor market, educational and demographic variables and indicators of social policy. The empirical findings reveal that the change in the correlation seems to be due to the increasing proportion of females employed part-time, increasing educational attainment of females, increasing age at first birth and increasing gross enrollment ratio of children in pre-primary education." Top down or bottom up?: a cross-national study of vertical occupational sex segregation in twelve European countries

Inhalt: "Starting with a comparative assessment of different welfare regimes and political economies from the perspective of gender awareness and "pro-women" policies, this paper identifies the determinants of cross-national variation in women's chances of being in a high-status occupation in twelve West European countries. Special emphasis is given to size and structure of the service sector, including share of women in public employment and structural factors such as trade union density and employment protection. The first level of comparison between men and women concentrates on gender representation in the higher echelons of the job hierarchy, while in the second section we extend the scope of analysis, comparing women in high-status occupations and low-wage employment in order to allow for a more nuanced study of gender and class interaction. The first analysis is based on European Social Survey data for the years 2002, 2004, 2006, and 2008, capturing recent trends in occupational dynamics. Results indicate that in general a large service sector and a high trade union density enhance women's chances of being in a high-status occupations while more specifically a large public sector helps to reduce channeling women in low-wage employment. Thus, equality at the top can well be paired with inequality at the bottom, as postindustrial countries with a highly polarized occupational hierarchy such as the UK show." (author's abstract)

Inhalt: "Der vorliegende Beitrag betrachtet den Menschenhandel in der Greater Mekong Subregion (GMS) unter Berücksichtigung der Stärkung zwischenstaatlicher wirtschaftlicher und infrastruktureller Kooperation und Vernetzung. Dabei nimmt er Lebensgeschichten Prostituierter in Thailand genauer unter die Lupe. Im Laufe der Jahre wurde Thailand als Drehscheibe des Unterhaltungssektors berühmt. Es ist jedoch weitgehend unbekannt, dass eine Großzahl der Opfer des Menschenhandels in der Sexarbeit und in der Sklaverei ähnlichen Arbeitsverhältnissen landet. Menschenhändler nützen die sozioökonomische Integration in der GMS zu ihrem Vorteil. Diese Studie zeigt, dass von Armut betroffene Frauen in der Regel durch falsche Versprechungen gut bezahlter Arbeitsplätze ins Ausland gelockt werden und für solche Gelegenheiten exorbitante Gebühren an ihre Agenten bezahlen. Vermittler bringen Familienmitglieder und Agenten zusammen, welche die entsprechenden Unterlagen vorbereiten um den Transport über den Grenzübertritt möglich zu machen. Inhalt: "This article discusses human trafficking within the Greater Mekong Subregion (GMS) in relation to the strengthened inter-state economic and infrastructural co-operation and connectivity, taking the life history of sex workers in Thailand into account. Over the last decades, Thailand became known as a hub of entertainment sectors. Traffickers often use socio-economic integration in the GMS to their advantage. A large number of trafficked women ends up in the Thai entertainment industry doing sex work in confined conditions similar to slavery. Poor women are often lured by false promises of well-paid jobs abroad and pay exorbitant fees to agents for such an opportunity. Intermediaries introduce family members to agents who promise to make arrangements for the relevant documentation and transportation across borders. Traffickers use their own marked routes to transport their prey which are more invisible than generally could be imagined." (author's abstract)
Genderaspekte der Gebäudekerndämmung aus erneuerbaren / wiederverwerteten Rohstoffen

Inhalt: "In dem Gender-Teilprojekt wurden Akzeptanz und Anforderungen potenzieller Nutzer und Nutzerinnen an das neue Dämmmaterial untersucht. Ergänzend wurden deren Erfahrungen und Informationsbedürfnisse im Umgang mit (Gebäudekern-)Dämmung bestimmt. Zu diesem Zweck wurden drei Fokusgruppen durchgeführt, die unterschiedlich zusammengesetzt waren, um mögliche Geschlechterdifferenzen zu erkennen: eine Männergruppe, eine Frauengruppe und eine gemischtgeschlechtliche Gruppe. Teilgenommen haben Hauseigentümer/innen mit und ohne Dämmerfahrung bzw. vor der Dämmentscheidung sowie Experten/innen aus dem Energie- und Dämmbereich. Als übergreifendes Ergebnis ist festzuhalten, dass sich die größten Unterschiede in den Einschätzungen und angesprochenen Themen zwischen der Männergruppe einerseits und der Frauengruppe/gemischten Gruppe andererseits zeigten. In der Frauengruppe und gemischten Gruppe waren vielmehr Gemeinsamkeiten zu beobachten. Da es in der Männergruppe zugleich ein höheres Maß an technischem Vorwissen und Vorerfahrungen mit Dämmung gab, ist dies ein Indiz dafür, dass sich in den Fokusgruppen Geschlechterdifferenzen im Umgang mit Dämmung/ Dämmmaterialien mit dem Vorhandensein bzw. Nicht-Vorhandensein eines dämmspezifischen technischen Vorwissens überlagerten. Für die Vermarktung von Dämmmaterialien und die Kommunikation von Dämmung ist daraus zu schließen, dass insbesondere die Kombination von Geschlecht mit geringer oder starker technisch-fachlicher Vorbildung bedeutsam ist und weniger allein das Geschlecht der Zielgruppen."
