Inhalt: Unser Verständnis von Nationalisierung und Europäisierung profitiert wahrscheinlich mehr von einer Mehrebenenperspektive als von Ansätze, die diese Prozesse als getrennte, diskrete Phasen sehen. Anknüpfend an Georg Simmel wird hier ein gradualistisches Gesellschaftskonzept vertreten, das die Untersuchung der verschiedenen Spielarten der Vergesellschaftlichung im europäischen Integrationsprozess ermöglicht. Im Gegensatz zum Staatenbildungsmodell der politischen Inklusion wird argumentiert, dass der Aufbau von Märkten durch die EU zu einem Inklusionsmodell führt, das primär mit einem wirtschaftlichen Bezugsrahmen arbeitet. Komplementär wird Gleichheit als Chancengleichheit umcodiert. Diese Transformation trägt sowohl zur Selbststabilisierung des supranationalen Systems als auch zur Erosion nationalen Inklusionsarrangements bei. (ICEÜbers)
Inhalt: "Our understanding of nationalization and Europeanization is likely to profit more from a multi-leveled perspective than from approaches that view these processes as discrete, separate phases. This contribution therefore draws on the work of Georg Simmel by employing a gradualistic concept of society to examine the distinct forms of societalization that have emerged in the European integration process. In contrast to the nation-building model of political inclusion, it is argued here that market-building by the European Union results in a model of inclusion that works primarily within an economic framework. In a complementary development, equality is recodified as equal opportunity. As a consequence, this transformation contributes both to self-stabilizing the supra-national system and to eroding national inclusion arrangements." (author's abstract)
The construction of EU's childcare policy through the open method of coordination

Inhalt: "This article elaborates analysis of the normative foundations of the European Union's policy for reconciliation of work and family life, with a specific focus on the shifts produced by the introduction of the Open Method of Coordination in the field of childcare policy. The main objective is to examine how childcare has been conceptualized for the purposes of EU public-policy making throughout the years of European integration (1951-2008) and whether the endorsement of the European Employment Strategy (EES) in 1997 has made an impact on this process. Adopting a constructivist analytical framework and policy frame analysis as main research method, the paper maps out the contemporary policy problematizations related to childcare provision, and traces their presence and dynamic development at the EU level. Based on a keyword search in the database of European Union law Eur-Lex, a dataset of 83 documents (42 pieces of secondary legislation and 41 Presidency Conclusions) is formed. The latter is subsequently examined through qualitative content analysis. The study reveals the normative and cognitive evolution of the policy-making process prior to and after the introduction of EES." (author's abstract)

Its main argument is that integration of research systems in Europe is driven by political, economic, social dynamics at various levels and takes place within and outside this formal system of the EU. These complex developments are interdependent. Three case studies represented by the accession countries form the empirical context for the analysis: Czech Republic, Poland and Slovenia. The paper is composed of three parts. The first part addresses the EU legislative framework, and in particular the gender context of EU policies and standards that are being imposed on future members. The second part outlines the social and economic circumstances under which women in the countries live, work and care for their partners, families and friends.
