Inhalt: "Mit der Studie „Diversität in öffentlichen Einrichtungen in Berlin – Erfahrungen und Kompetenzen auf Führungsebene“ entwickeln wir für die Berliner Verwaltung einen Vielfaltscheck. Wir möchten herausfinden, welche Strategien und Maßnahmen die Berliner Verwaltung zur Förderung von Chancengerechtigkeit und Vielfalt bereits nutzt und wie wirksam sie sind. Der Vielfaltscheck ermöglicht es erstmalig und umfassend, die Vielfalt in den Leitungspositionen der Berliner Verwaltung zu erfassen. Dabei definieren wir Vielfalt nicht nur über das Geschlecht oder den Migrationshintergrund, sondern beziehen weitere Dimensionen mit ein.
Durch unsere konzeptionelle und empirische Grundlagenforschung im Bereich der Erhebung von Gleichstellungsdaten in Deutschland, trägt die Studie zur Evaluierung des Berliner Partizipations- und Integrationsgesetzes bei.
Der Vielfaltscheck wird unter Einbeziehung unterschiedlicher Communities und Forscher*innen entwickelt und ermöglicht es, neben dem Geschlecht u. a. auch Diversitätsdimensionen wie People of Color / Menschen mit Rassismuserfahrungen in Datensätzen sichtbar zu machen.
Das Umfrageinstrument erfasst somit die Konturen von Diversität und formeller wie informeller Institutionalisierung von Gleichstellungspraktiken.
Da alle Verwaltungen vor der Herausforderung stehen, als gutes Beispiel für Inklusion voranzugehen und die Vielfalt der Gesellschaft widerzuspiegeln, können die gewonnenen Erkenntnisse der Berliner Verwaltung anschließend auf andere Bereiche und Bundesländer übertragen werden."

To address this timely and highly relevant
question, we empirically analyze work and family
life courses at the intersection of gender
and race in the United States. We use longit
udinal data from the National Longitudinal
Study of Youth (NLSY) to study parallel wo
rk-family trajectories
of white and African
American men and women combining an inters
ectional comparison with a quantitative
life course perspective. Results from recent
innovations in sequence analysis including
Mantel coefficients and multichannel sequ
ence analysis show distinct work-family
patterns for the four groups. Overall the associ
ation between work and family life courses
for white men is weakest. They can combin
e any type of family trajectories with all
possible work careers. In contrast, for black
men high prestige careers are only accessible
if they are in stable relationships with ma
ximum one child. For black women we find the
strongest association between family lives an
d careers characterized by high occupational
prestige almost never occur for them. For wh
ite women the highest prestige work-family
life course pattern goes along with late parent
hood and / or childlessness. We contribute to
the literature by identifying complex popula
tion level regularities in intersectional
inequalities in longitudinal work and family
life courses. Uncovering complex population
level regularities that are not immediately
visible are an important precondition for
assessing the causes and consequences of soci
al inequality in work-family life courses.

Inhalt: In most of the developed world, skilled women marry at a lower rate than unskilled women. We document heterogeneity across countries in how the marriage gap for skilled women has evolved over time. As labor market opportunities for women have improved, the marriage gap has been growing in some countries but shrinking in others. We discuss the comparative statics of a theoretical model in which the (negative) social attitudes toward working women might contribute to the lower marriage rate of skilled women, and might also induce a non-monotonic relationship between their labor market prospects and their marriage outcomes. The model delivers predictions about how the marriage gap for skilled women should react to changes in their labor market opportunities across economies with more or less conservative attitudes toward working women. We verify the key predictions of this model in a panel of 26 developed countries, as well as in a panel of US states.

Just like a Woman? : New Comparative Evidence on the Gender Income Gap across Eastern Europe and Central Asia

Inhalt: I examine the incidence and determinants of the gender income gap in Kazakhstan, Macedonia, Moldova, Serbia, Tajikistan, and Ukraine using recent household data based on an identical survey instrument across countries. Four main results are established, using a range of estimators, including OLS, interval regression, and quantile regression: (1) the presence of a substantively large gender income gap (favoring males) in all six countries; (2) some evidence of a gender-related glass ceiling in some of these countries; (3) some evidence that endowments diminish the income gaps, while the returns to characteristics increase the gaps; and (4) while observed individual characteristics explain part of the gaps, a substantial part of the income gap is left unexplained. In sum, these results are consistent with the presence of income discrimination towards females but at the same time also point towards the importance of continued attention towards institutions and economic policy for decreasing the gender income gap in these former formally gender neutral economies—notably through attention towards the maternity and paternity leave system, as well as public provision of child care.

Marital Patterns and Income Inequality

Inhalt: We investigate the role of marital patterns in explaining rising income inequality using a structural marriage matching model with unobserved heterogeneity. This allows us to consider both the extensive and intensive margins of the marriage market, i.e. who remains single and who marries whom. Using US data from 1962 to 2017, we show that marital patterns can explain about 1/3 of the rise in income inequality. The intensive margin (educational assortative mating) has only played a minor role (5%), the extensive margin being the main driver of the contribution of marital patterns (95%).

Inhalt: Auszug: “While more women than men work part-time, men are more likely to be doing so against their preference. This disproportionately high male share of involuntary part-timers is concentrated in the services sector, especially among those working in retail and the accommodation and food services sectors, both of which are predominantly female-employing sectors. (...) It is not news that women take more responsibility for the care of their children than men. According to the 2016 EQLS, 88% of mothers compared to 64% of fathers in the EU care for their children every day. These fathers estimate they give 21 hours a week to the care of their children, while the mothers dedicate 39 hours per week. This disparity is duplicated among working parents and is one of the reasons why the working lives of women contrast with those of men – in terms of working time arrangements, occupational choices and pay. (...)Figure 17 shows the care responsibilities of workers according to age. The gender gap in childcare is wider at younger ages, while for adult care, it is particularly wide in the 50–64 age group, where a striking one-quarter of women in paid work (compared to 17% of men) report providing care at least once a week to an ill or disabled family member or friend. It comes as no surprise, then, that a higher proportion of working women report difficulties in reconciling work and care – 40% of women compared with 33% of men. Among those working full time, the proportions are higher and the gap greater – 49% of women and 35% of men. The biggest differences in working time between the sexes are largely related to care responsibilities for children up to the age of 12 (see Figure 18). While the working time of women declines during the parenting phase, the working time of men actually increases slightly."

The Distribution of the Gender Wage Gap

Inhalt: We analyse impacts of the rising labor force participation of women on the gender wage gap. We formulate and structurally estimate an equilibrium model of the labor market in which the elasticity of substitution between male and female labor is allowed to vary depending on the task content of occupations. We find that the elasticity of substitution is higher in high- paying occupations that are intensive in abstract and analytical tasks than in low-paying manual and routine occupations. Consistent with this we find a narrowing of the gender wage gap towards the upper end of the wage distribution and an increase in the gender wage gap at the low end. Demand side trends favoured women and this attenuated the supply-driven downward pressure on women’s wages in low-paying occupations, and fully counteracted it in high-paying occupations. The paper contributes new evidence on the distribution of the gender wage gaps, and contributes to a wider literature on technological change, occupational sorting, wage inequality and polarization.

Inhalt: Die vorliegende Studie untersucht, inwieweit eine nach Geschlecht unterschiedliche Bewertung von Arbeit in den verschiedenen Berufen am deutschen Arbeitsmarkt zum Gender Pay Gap beiträgt. Die theoretische Annahme einer nicht-geschlechtsneutralen Arbeitsbewertung wird erstmals mit statistischen Analysen geprüft. Dazu wurde ein Messinstrument („Comparable Worth“-Index, kurz CW-Index) generiert, mit dem die beruflichen Anforderungen und Belastungen von Frauen und Männern geschlechtsneutral verglichen werden können. Die statistischen Analysen mit den Daten der Verdienststrukturerhebung unter Nutzung des CW-Index bestätigen die Annahme einer geschlechterdifferenten Bewertung und Entlohnung von (gleichwertiger) Arbeit zuungunsten der weiblichen Erwerbstätigen.

Inhalt: Diese Studie untersucht soziale Mobilität im Berufsstatus, das
heißt Veränderungen in der beruflichen Position einer Person
im Vergleich zu ihren Eltern. Dafür wurden Daten der Langzeit-
studie Sozio-oekonomisches Panel (SOEP) zu westdeutschen
Personen mittleren Alters ausgewertet, die zwischen 1939
und 1971 geboren wurden. Gegenüber den Eltern hat sich
das Niveau der sozialen Stellung im Durchschnitt verbessert
(absolute soziale Mobilität). Dagegen hat sich die relative
soziale Mobilität, die die Durchlässigkeit der Gesellschaft misst,
seit dem Zweiten Weltkrieg kaum verändert. Insgesamt gilt
weiterhin, dass es deutlich wahrscheinlicher ist, selbst einen
Beruf in der obersten Statusgruppe der leitenden Angestellten
zu erreichen, wenn die eigenen Eltern bereits einen solchen
Beruf hatten. Betrachtet man allerdings einzelne gesellschaft-
liche Gruppen, ist das Bild differenzierter. So haben sich die
Mobilitätsmuster für Männer und Frauen im Beobachtungs-
zeitraum weitestgehend einander angeglichen: Männer stei-
gen öfter ab als früher, während Frauen öfter aufsteigen.
