Drawing upon our high-quality global data sources, analytical expertise and unique gender disambiguation methodology, Elsevier has produced this comprehensive new report, Gender in the Global Research Landscape, as an evidence-based examination of research performance worldwide through a gender lens and as a vehicle for understanding the role of gender within the structure of the global research enterprise.
This free report covers 20 years, 12 geographies and 27 subject areas, providing powerful insight and guidance on gender research and gender equality policy for governments, funders and institutions worldwide. In addition to global results and trends, Gender in the Global Research Landscape includes thought-provoking interviews with global experts. The report is based on Elsevier’s SciVal and Scopus data combined with name data from social media, applied onomastics, and Wikipedia. The analyses were further informed by input from stakeholder organizations and individuals around the world including the World Intellectual Property Organization (WIPO). We partnered with expert stakeholder organizations and individuals around the world to advise on the report’s development, including the research questions, methodologies, and analytics, and to provide a policy context for the report findings.
Do Women in Highly Qualified Positions Face Higher Work-to-Family Conflicts in Germany than Men?

Inhalt: Changing employment conditions lead to new chances, but also new risks for employees. In the literature, increasing permeability between occupational and private life is discussed as one special outcome of this development that employees must face, especially those in highly qualified positions. Drawing on existing research, we investigate in how far women and men in those positions differ in their perceived work-to-family conflicts (WFC), considering the mediating role of gender specific job opportunities. Referring conflicting theoretical arguments, we hypothesize that in Germany - as a conservative welfare state - women, especially those with family responsibilities, will perceive higher WFC than men in those positions. Our analysis is based on data from the German Socio-Economic Panel Study (SOEP). Using the Siegrist instrument on effort-reward imbalance we find that women in highly qualified positions perceive higher WFC than men. This association is explained by women’s lower willingness to take risks, and also party explained by lower job rewards women receive. It gets visible even more strongly if women’s lower time-based burdens in the job are controlled for. Mixed results are observed concerning associations between family responsibilities and WFC, which is in line with ambivalent results in the literature.

Inhalt: Die Erhebung über die „Studiensituation und studentische Orientierungen“ wurde erstmals im WS 1982/83 durchgeführt, beauftragt und gefördert vom Bundesministerium für Bildung und Forschung. Seitdem werden alle zwei bis drei Jahre Studierende an den Universitäten und Fachhochschulen befragt. Sie bearbeiten jeweils einen umfangreichen, weitgehend standardisierten und gleich gehaltenen Fragebogen zu ihrer Studiensituation, ihren Studienstrategien und Studienerfahrungen sowie ihren Orientierungen gegenüber Hochschule, Beruf, Politik und gesellschaftlichen Entwicklungen. Der bereits erschienene allgemeine Datenalmanach zum Studierendensurvey 1993-2016 präsentiert die Befunde über diese Zeitreihe, unterteilt nach Hochschulart (Universitäten und Fachhochschulen) und nach Fächergruppen. Ergänzend dazu wird nunmehr ein Datenalmanach vorgelegt, in dem die Befunde für die gleiche Zeitreihe von 1993 bis 2016 nach dem Geschlecht der Studierenden unterteilt sind. Nach wie vor bleibt es aufschlussreich, ob Studentinnen andere Erfahrungen im Studium machen als Studenten und inwieweit sie sich von ihnen in den Motiven, Urteilen und Forderungen unterscheiden. Da die Aufteilung nach dem Geschlecht den Rahmen des allgemeinen Datenalmanachs nach Hochschulart und Fächergruppen gesprengt hätte, wird nun der Datenalmanach nach dem Geschlecht gesondert vorgelegt.

Fathers, Parental Leave and Gender Norms

Inhalt: Social norms and attitudes towards gender roles have been shown to have a large effect on economic outcomes of men and women. Many countries have introduced policies that aim at changing gender stereotypes, for example fathers’ quota in parental leave schemes. In this paper, we analyze whether the introduction of the fathers’ quota in Germany in 2007, that caused a sharp increase in the take-up of parental leave by fathers, has changed the attitudes towards gender roles in the grandparents’ generation. To this end, we exploit the quasi-experimental setting of the 2007 reform and compare grandparents whose son had a child born before the 2007 reform to grandparents whose son had a child born after it. Our results suggest that such policy programs not only induce direct behavioral responses by the target group but also have indirect effects on non-treated individuals through social interaction and can thus change attitudes towards gender roles in a society as a whole.

Final Report Summary - GENDERC (Gendered dimensions in ERC grant selection – gendERC)

Inhalt: The goal of this research was to identify possible gender-specific influences on the assessment of the ERC (European Research Council) Starting Grant. This was done by analyzing the official documents related to the formal criteria, the application of these formal criteria during the peer review process, whereby particular attention was paid to the potential gender-specific application of the concept of scientific excellence. The composition of panels was also analyzed using the practices described here. Based on empirical evidence collected, recommendations for implementation in the ERC funding practices were developed and discussed with ERC. The POLICIES team led the consortium with VU Amsterdam and Tecnalia.

Inhalt: Mit dem Hochschulranking nach Gleichstellungsaspekten 2017 legt das Kompetenzzentrum Frauen in Wissenschaft und Forschung CEWS die achte Ausgabe dieses Instruments vor. Die 2015 grundlegend überarbeitete Methodik wurde mit Ausnahme der Auswahl der Hochschulen beibehalten. Seit seiner ersten Erarbeitung im Jahr 2003 hat sich das Ranking als ein Bestandteil der Qualitätssicherung für Gleichstellung an Hochschulen etabliert, das Instrumente wie Evaluationen ergänzt. Das Ranking soll die Entwicklungen der Hochschulen im Bereich der Gleichstellung von Frauen und Männern mit Hilfe quantitativer Indikatoren kontinuierlich vergleichbar und im Abstand von zwei Jahren Veränderungen und Trends sichtbar machen.
